SUBJECT: Meeting with Tom Ryan,property owner- 2245 Watertown Road
The property owner intends to subdivide the property into two lots. The property is
approximately 5.3 acres,but contains 5 tax parcels to account for the entire acreage. The lot also
has a large area of lowland that had been determined it is not a wetland, although a letter in the
file dated October 23, 1987 may dispute this. This is a matter to be addressed.
Mr. Ryan has identified 4 septic sites on the property. Two on each potential site. They are
subject to the state legislature approving a new law that would allow these sites to be legal.
Other issues include a possible utility easement across the property for gas lines to connect to an
adjacent lot. It has not been determined where this easement would be located.
A very small drainage creek meanders through the property. A drainage easement should be
granted to ensure that this area remains unimpacted.
As of 8/27/98 Mr. Ryan will have a new survey completed. The septic sites, as of the law today,
would not allow a subdivision to occur.

Dear Ms. Dailey:
Last spring you requested a letter discussing the potential fo
division of the Earl Plant property at 2245 Watertown Road.
This property is zoned RR-1B , single family rural unsewere
residential, requiring 2 acres of contiguous dry buildable land for eac'
building lot. on the survey by Otto and Associates, the area east of th.
lowland is about 1 1/4 acres, less than the 2 acre minimum requirement. I:
reviewing this property with the City Engineer, we feel that although thi.
wetland does not appear on the City's designated wetland maps, a goo
portion of it would likely be designated as such if a subdivision wa
applied for. It is our opinion that the dry buildable area east of th
wetland would probably not be large enough to meet the 2 acre minimu
standards, and we note that due to the wetland and wet soils, it would tak
considerable care in site planning to place both a house and primary an,
alternate septic system sites on the eastern part of the property. A larch,
share of the property is mapped as Glencoe soils, not suitable for septi.
systems.
Given the above information , as I noted to you previously on th
phone, the potential for a subdivision of the Plant property would appea
to be marginal at best.
