If they are waiting on the landscaping,they may not need to have silt fence as close to the lake as in the plans we approved,and it is fine if the pull it back.Once they do the landscaping,they would then need to put that row of silt fence in closer to the lake.We will keep an eye on the property and let you know if we run into compliance issues. When they do finalize their landscaping plans,we will want to see them and if they change the erosion control needs we will issue a permit amendment. If they go more towards a shoreline stabilization (which I think they were thinking about at one point)a new permit would be needed for that work. So, at this point they can go ahead and start work as far as we are concerned. Thanks for keeping us in the loop. The erosion control plan approved by the MCWD permit is based on a proposed landscape plan which reflects a previous iteration of the grading plan. We have had many discrepancies between the landscape plan and survey during our review. We have been informed by the applicant and landscaper to disregard the landscape plan at this time and after construction they will come back with another plan. Also attached is the restoration planning plan for the 0-75'area. Please advise how you will be proceeding with this permit. Thank you. In order to minimize grading in the 75' zone we removed the walk out on the new addition. I will have revised survey and architectural plans to submit tomorrow. Shoreline restoration will be also submitted and no landscape plans will be included at this time. Watershed permit should be done any day as well. I know you have talked to them about this being in process. Once we get building permit we will compete landscape plans and get your approval before any landscape work is started. I will note that the landscape plan and the survey/site plan still do not coordinate, as they continue to show conflicting information. This plan conflict must be resolved. Staff reviewed the recent submittals and recommends the following items be submitted, clarified, or revised in order for your application to be considered complete and for the plan review to continue (please note:our engineer has not reviewed the survey,so additional comments may be forthcoming): 1. Certificate of Survey. Two copies of a survey dated January 9, 2018 were received. A number of the outstanding items from our January 4, 2018 letter were addressed, however the following new questions are new and were not shown on the previous survey. Please provide two copies of an updated, full-size certificate of survey which meets all of the City's survey standards and specifically addressing the following: a. Driveway Plans. As indicated above, the landscape plan continues be inconsistent with the survey. The existing bituminous driveway from Pence:the portions shown to be removed and the proposed driveway do not match between the two plans. Please provide clarification and coordinate the plans. (See previous comment letters,enclosed). b. Grading. i. Coordination. The existing and proposed grades shown on the landscape plan and the survey do not match. ii. Proposed grading within the 75' setback. A new grade change is proposed within the 75-foot setback which appears to create a walk-out for the addition. This grading was not shown with the plans for variances for the addition; and staff considers it to be "unusual". This grading, as shown, requires City Council approval. Please update the survey updated to remove the grading within the 75-foot setback to accommodate a walk-out. 2. Landscape Plan. The landscape plan submitted dated December 20, 2017 (received on January 10th) addresses some of the comments from our January 4, 2018 letter, however does not coordinate with the proposed survey(01/09/18).
