Russell called the meeting-to order with the following members present: R. L. SearlesgS. M.HalperingWm.A.Curry,H.S.Riee, W. W. WolfegD.S.Cleveland and Wm.T.Mills. Also present were S.B ;Belt,Se. and Trustee C.R.Quady.Absent: H.M.Boldon and L.C.Davidson. Mrs John Babitz was present on the matter of a petition to detach Lots l and 29Block 59Streater °s Spring Park Addn.owned by Robert F. Thurston and John H. Babitz respectively, and Lots 1,2 and 39Block 49same addn.owned by Elwood C.Thompson and Elise Collins respectively. In view of the fact that Sprang Park and Orono are both consider- ing the matter of how to handle sewage disposal,it was moved by Halperin,seconded- by Curry9that the petition be tabled.Motion carried. The Chair then appointed CurrygHalperin and Rice a committee to view the properties and report their findings to the Commission at its next meeting,July 2691962. Previous to the meeting9all members present viewed the Eisinger dumps Minor alterations were suggested and agreed upon by Mr.Eisinger. !y convening9the "Report on DumpaP submitted to the commission Sept.22g 1960 was read and it was agreed that the Eisinger.dump conformed to the recommendations set forth in this report6On motion by Curry, seconded by Wolfe,it was recommended that Mr.Eisir_gergs license be extendodp Motion carried. The Committee of the Whole also viewed the site of a dump proposed by Robert Duma8.Because of the closing of the St.Louis Park dump Mr.- Dumas proposed to concentrate dumpage of all sorts on a site in Minneapolis or a sub2irb9separate the garbage and bring to the Dumas site in Orono only dry fill which will not require burning,the gar- bage being reduced to ashes elsewhere before being brought to this site. The proposed means of transporting this dry fill was either by truck or by rail with a spur built to the site. The dump will operaterk on a sanitary land fill basis with all clay soil being trucked across U.S. #12 from land owned by Mr. Dumas on the north Bide of this highway. There is no available fill on his property south of this heavily travelled highway. This dump,unlike Eisinger °s9 is in full view of the highway and will require constant covering to present a decent appearance. It was the consensus of opinion that plans for such extensive dumping had not reached a proper development to wa=ant approval of the site at this time. A motion was so put by Halperingseconded by Rice and carried. To finalize his plans Mr.Dumas will take into consideration: :1. The problem of continuous hauling of land fill across a heavily travelled Federal highway, 2. The devaluation of pr removal of large amounts 3. The problem of a site ating garbage outside of 4. The problem of proper fill and trash; 5. It was referred to Trustee Co R.Quady and there was a general discussion of restrictions as to the use of residential property. It was suggested that the general public Haight be made aware of such restrictions by the appearance of an article in our local-newspapers reporting this discussion F and making it clear that the special permission of the Village Coun- cil is required. The Secretary was ordered to check Village Ordi- nances concerning restricted and non - conforming use and report at the next regular meeting,July 26,1962. P s Wm.T.Mills,Village Bn.gin.eer,informed the Commission'of the latest developments of sewage disposal plans and proposals. The meeting was adjourned at 8 :00 P.M. to allow members to attend a meeting of the West Hennepin Joint Planning Commission. a S. B. Curry called the meeting to order at 8 :00 P.M. with the following members present :H.S.Rice9Wm.Tp Mills and H.M.Boldon. Also present were D.J.Boll9Clerk acting as secretary pro tem and Mr.J.Hawks of the Midwest Planning and Research Co. The committee listed in the mina property by Spring pending outcome of will meet with the accepted. assigned to study the detachment of property tes of June 2891962 and annexation of said Park recommended that action be deferred sewer proposals.At such time the committee interested property owners.
