ORONO CITY COUNCIL MEETING
Monday,June 24,2019

ROLL CALL
The Orono City Council met on the above-mentioned date with the following members present: Mayor
Dennis Walsh, City Council Members Richard Crosby, III,and Matt Johnson. Representing Staff were
City Administrator Dustin Rief, Finance Director Ron Olson,Development Director Jeremy Barnhart,
City Planner Melanie Curtis,Assistant City Attorney Amy Schutt, and Recorder Jackie Young.
Mayor Walsh called the meeting to order at 7:00 p.m., followed by the Pledge of Allegiance.

PUBLIC COMMENTS
Richie Anderson,3205 Crystal Bay Road, stated there has been a lot of whining and complaining about
Stubbs Bay and Tanager Bay being shut down to motorized craft due to the high-water level. Anderson
indicated he and Council Member Johnson attended the last LMCD meeting where he raised the
possibility that there will be another high-water event this year and questioned whether the LMCD is
going to do something different to address the situation.
Anderson stated following that meeting, he went out and purchased this buoy as an example of something
that could be placed on the bays to alert boats that this bay is shut down due to high water or no wake is
allowed due to high water. Anderson stated he will be attending the Wednesday LMCD meeting and
raising the possibility of purchasing buoys with custom-made stickers on them alerting boaters about the
high water. Another option to help address the situation is to have bay captains for each of the bays.
Johnson stated most residents that live on the lake know the rules and that they want to distinguish
between the people who are unaware of the rules and the people who do not care about the rules. The
buoys would be a great visual reference and then no one can say they did not know the rules,which
would help with enforcement.
Anderson stated this is the only buoy he could find right now but that the bigger and fatter buoys would
be better, and he will pursue that. Anderson stated even though he owns a marina on Tanager Bay, he did
not know that Tanager Bay and Stubbs Bay were completely shut down and that the LMCD should send
something out to the marina owners so they can alert their customers.
Johnson commented the buoy is a good idea.
13. CITY ADMINISTRATOR PERFORMANCE EVALUATION UPDATE
Johnson stated since the Council is shorthanded tonight, he would suggest moving this item to the next
meeting.
Mayor Walsh requested this item be placed on the next City Council agenda.
MAYOR/COUNCIL REPORT
Johnson had nothing to report.
Crosby noted the City owned parking lot in Navarre is being used by another City's business for their
parking and so forth. The problem is that Orono's businesses are losing business because shoppers think
the lot is full. Lord Fletcher employees and other customers of theirs are using the municipal lot and then
shuttling people over. The Lake Room and the Narrow's was also complaining about it. While it is an
open lot, Orono does not want their local businesses harmed because of a business located in another city.
Walsh noted the adopt-a-dog ceremony was held at Lurton Park this past Saturday. Approximately 600
permits have been issued this year, with around 60 percent of those being nonresidents. The Lurton Dog
Park continues to be a great success and a number of Eagle Scout and Girl Scout projects have been
completed up there. Walsh thanked the Park Commission for keeping the park looking great.

CITY ADMINISTRATOR REPORT
14. SELECTION OF RESIDENTIAL RECYCLING SERVICES CONTRACTOR
Rief stated September 30 is the end of the City's current contract with Waste Management for residential
recycling services. In early May the City of Orono issued a request for proposals for companies that have
the resources and ability to provide comprehensive recycling services for the entire City. Orono currently
has 3,138 residential units that are picked up biweekly on Tuesdays. The new contract would run from
October 1,2019,to September 30, 2024.
All three proposals came in at a higher cost than what was anticipated. Staff has reviewed those
proposals and all three met the parameters laid out in the RFP. Each contractor has submitted a proposal
for five years of service. The dates of service would remain the same, but Republic Services would split
the City in half and pick up from one section one time and the other section the next time. Randy's and
Republic Services also are proposing a pricing option that would increase based on commodity values and
the recycling market. Staff considers Waste Management's firm pricing option to be the best option for
the City.
Walsh stated the Council's job is to reduce the risk as much as possible to the residents and City and that
a firm pricing option would be the best option rather than having the price dependent on commodity
values. Walsh indicated he would concur with Staff's recommendation.
Crosby noted some of Orono's streets are very difficult to navigate and the Waste Management drivers do
a good job with that.
Johnson stated the big difference in the quotes is the accelerator in the pricing option and that he would
concur with Staff.
Crosby moved,Johnson seconded,to approve Waste Management as the selected Recycling
Contractor,as shown in Attachment D of their proposal,and to authorize Staff to enter into
contract negotiations. VOTE: Ayes 3,Nays 0
Rief reported the City's road improvement projects are going well and that some of the streets will be
receiving a layer of asphalt in the near future.
