As stated on your building permit #2012-00589, due to weather conditions, a temporary certificate of occupancy (TCO) may be issued with a $10,000 escrow to be held until the exterior grading and landscaping are finished. Before you are able to occupy the home, you must sign the attached TCO escrow agreement and return to the city. We currently hold a $2,500 escrow in conjunction with the building permit. A check for $7,500 is required to be submitted to bring the escrow total to $10,000 to be retained by the City. The City will hold the escrow until the as-built survey can be field verified by the City engineer and all inspections have passed. The Minnehaha Creek Watershed District holds a $5,000 escrow for wetland buffer establishment/ improvement so the City will not require any additional funds related to the wetland. Your builder, Steve Peters from Masterpiece Homes, indicated the additional $7,500 will be provided by the builder. The City policy is to refund all escrow funds to the property owner.
