The submitted building plans indicate that one wetland has been delineated on the property-a manage 2 wetland which requires a 25 foot buffer. Based on the building plans the wetland and its buffer should not be negatively impacted by construction activities. All construction is proposed to take place well out side of the wetland buffer and its setback. Silt fences have already been put into place and should remain in place until all construction activities have been completed. A field check of the existing wetland buffer was also completed. The dominate plant species in the wetland buffer is reed canary grass (an undesirable species), but there are several desirable native wetland plant species interspersed throughout the wetland and its buffer (tussock sedge, lake sedge, blue vervain, and giant goldenrod). Because wetland buffers containing reed canary grass and large amounts of Canada thistle are considered to be unacceptable per Div 3. Sec 78-1605 B(2) reed canary grass and Canada thistle must be removed from the buffer(using an appropriate herbicide by certified applicators) and replaced with an approved native seed mix. The seed mix must include 12 lbs per acre of native grass seed and 5 lbs per acre of native wildflower seed. The mix must contain no fewer than 4 native grass species and 5 native wildflower species. The planned seed mix must be submitted to the city prior to planting for approval. To ensure all interested persons are aware of the wetland buffer boundary, the area should be staked and marked on the property-this will ensure the buffer remains in tact and undisturbed (this includes mowing). The builder should also submit an electronic CAD file to the city in county coordinates which outlines the buildings,the wetland, and the wetland buffer. To allow for follow up compliance checks, we recommend the city take a letter of escrow in the amount of$720.00.
