Our staff has acted very responsibly in regard to the drainage situation
along Tonkawa Road.
When we mobilized, we met with Bruce from your department as well as a
representative from the Hennepin County Right of Way department.
We discussed with Bruce an abandoned clay tile drain pipe neat the NE
corner of the property. This appeared to have been plugged for some
period of time, and was reported to have led to the lake at some point in
time down through the middle of the lot we are constructing the custom
home on. Water drains along the street in a Northerly direction from the
lot(s) to the South of us through our site. We discussed this with Mr.
Zetterstrom, and he left an application for relocating the curb cut more
northerly than the current location. We also discussed culvert installation
concerns in the event we left a drainage ditch along the road.
We offered full cooperation to George Stickney as a contact person for the
property to the North. He has chosen to ignore our offer to interface with
him on any filling that he might want to suggest to his client at this time.
Any `ponding' on our site would only lead to an undesirable condition with
additional drainage water collecting. It would not lower any water level, as
water sheet drains across Tonkawa to the East when ponding is full.
Filling the ditch in front of the adjacent northerly lot is an easy fix, makes the
road safer(in the event a car is forced off of the roadway and into a ditch),
and was offered to be done by us at a time when we had dirt from the pool
excavation `literally free'for the asking —or for the granting of the offer to fill.

8-5 Tues. Cloudy—no rain.
LOT CLEARING. Todd cut trees outside footprint for over dig and const access. Todd
pointed out the power line issue and trees that needed to be removed for over dig and
equipment movement around house corner by front door area.
EXCEL ENERGY ISSUES. Placed call to Shawn—cell 612-630-4292- at Excel to
discuss downed line with neighbor's tree, transformer location, underground or overhead
routing of wires,temporary power location. Todd pointed out that the pole (near the 30
inch Oak that had to be downed) is obsolete- has the old metal `steps' sticking out the
side that kids can climb up and get `fried'. It has a gray, round transformer on it—fairly
close to the house. This pole/transformer feeds both Vaillants and the now vacant lot to
the North. The neighbor's Box elder tree up by the road fell across the line and dropped it
—tree laying on Vaillant's lot in the `maybe wetlands'. It fell during last month's big
storm. Todd feels—I agree—pole with transformer should be moved closer to the street—
must be within 100 feet of the new home, but not `on top of it'. Services for both homes
should go underground to homes from there. The gray, round transformer is ugly, and
Power Company will maintain a large `swath' under the lines from the street to the
transformer pole at all times—don't want that. Did not get a return call back.
WETLAND DRAINAGE. Todd and I observed the boulevard areas to be bone dry.
Found an antiquated culvert of clay tile on the northerly neighbor's part of the drainage
ditch wetland- hard to say what that is all about... In the southerly wetland was another
plugged culvert. Todd spent an hour shoveling it open, and digging through a 17 inch
`barrier' around it to help drain standing water when runoff collects there.
8-7 Thursday. Sunny.
LOT CLEARING. Ingram (612-685-0109)mobilized at 8:30 with a bobcat. Two-man
crew consolidated stairs and debris from around site. Todd was there hauling and cutting,
and supervised. Worked alongside them with his chains to pull stairs apart.
DRAIN TILE TO LAKE AND SEWER LINE. Shawn said old survey showed a clay tile
installed by the City from low area to lake—through the lot. She thought when the gas
line was shut off that someone dug through it and blocked it—thought it was 6-7 feet
down. We need to know routes of this line, as it is needed, as well as the route of the
SEWER LINE—prior to further excavation. She thought Sven might have some
knowledge. She is looking for the old survey that showed the clay drainage tile to the
lake. I will fax this info to Robert Merila(turned out to be confused with the sewer).
MCWD. Shawn will stop by and sign MCWD application. Updated Shawn via phone on
the MCWD start—don't start issue.
SILT FENCE. Have materials in Stonewood stock for SDB installation. Discussed
installation scheduling and plan with Andy McLain—he will contact me to walk the site.
Will install per normal regulations
8-11 SEWER. Sewer was installed in 1975. Planner and Jeff decided that the sewer was
capped at cleanout in April on southerly side of driveway about '/2 way from street to
prior house. Pipe in the two `low areas' must drain across the street. City did not tile
wetland to the lake, as Shawn believed. *** SEE 8-17 notes for correction.
8-16 Sat. Sunny, and 8-17 Sunday. Sunny.
LOT CLEARING. Todd continued to clean up lot. He discussed the hollow `leaning
Oak' near street with Dennis and Shawn—neat tree, but I agreed to take it out if owners
gave permission. He will make a final cleaning and I will get Stump Busters back for
stumps and Buckthorns. Asked Todd to try to clear culvert under driveway that was
buried.
8-17. Monday. Sunny.
HENNEPIN COUNTY HIGHWAY RIGHT OF WAY. Dave Zetterstrom—763-745-
7643 or pager 612-580-3104. Jeffrey set meeting for 11 AM today to discuss road area
and filling possibilities—got permission to fill and relocate to the north the curb cut -
hold culvert if utilized to 50 feet of length. Dave will see if any maintenance personnel
have any history on the culverts, etc. (Bruce cleared it all up). Took$50 application
with me for curb cut re-locate should we change it.
DRAINAGE CULVERT. Bruce at Orono confirmed Shawn's original statement of the
pipe following the sewer line to the Lake. Lakeside washout gully was from this, and part
of the Permit responsibilities is to cap it off at the street and just allow the water to collect
there on the Northerly neighbor's property to be dealt with as surface water.NOT
ALLOWED TO CULVERT THE RUNNOFF WATER TO THE LAKE. I will inform
the Realtor for the northerly property that shares the drainage ditch if he calls—we know
him. Will jointly fill and groom the areas.
8-19 Tuesday. Cloudy—rain held off but was threatening.
EXCAVATION. Met Todd @ 8 AM and Wayne @ 9AM to go over excavation plans.
Might bury some of the `wetland' trees we cut down. Late start: backhoe and Trax 953.
Wayne and Danny.
`WETLANDS' CULVERT. Wayne and I discussed a possible need for an 18-inch
culvert 50 feet in length to eliminate water standing on `our land'.
CONCRETE. Bob Speed spent one hour on site with Jeff and Wayne placing benchmarks
and discussing elevations, knee walls, etc. Footings maybe Monday/walls Thursday.
TREE CLEARING. Todd spent day on elms and willows in `wetlands'. Ingram buried
half the rain forest debris along the boulevard.
MANHOLE. Must be raised, per Bruce. Sanitary manhole cannot be below water's
elevation(is not currently, but water stains show overflow into the sanitary has occurred
in the past). He stopped by and went along with the right of way filling. Bruce
acknowledged an 18-inch culvert was a good size for future cleaning and drainage of
large amounts of water—if a culvert was utilized. This is where all the water goes—it
comes from the southerly neighbor's property, and `our water' from our front yard joins
it and goes northerly along the street or across the street when the low areas fill up. We
cannot cut off the neighbor's water from the Southerly property. Dennis said the
northerly neighbor purchased 30 feet off of their lot in years past, and this was the reason
for the culvert deviating back across the Vaillant lot from the low spot near the 30 foot
strip—will be a collection spot in future years for runoff.
It appears that thre pipe has been clogged for years.
SURVEY - Randy stopped by @ 1:30 AND MET WITH Wayne alone. —City needs `as-
built' topo before occupancy cert to very compliance to approved grading plan.
Home is being dug to submitted plan—might drop home 4 inches due to 10' ceiling
height under garage rather than 10'-4".
Question on `lowest floor elevation' —dropped Sport Court under garage of walkout
level???
PROJECT MEETING—TO BE SCHEDULED. Tony is to set a project meeting for this
Friday with the Speed, Bernie (Bennett Lumber and window supplier), and framer- to
discuss specific specs (footing sizes and exact wall heights, windows, dates, etc).
SILTFENCE. Andy installed 50 ft of fence along the northerly boulevard for filling.
OWNER UPDATE: Met with owners at site @2:30 to review front yard sport court
grading and add'1 garage space planning. Went over floor elevations, lower level add'1
window possibilities. Driveway will `wiggle' to the North a bit to eliminate the `shotgun'
approach to the home.
8-20 Wednesday. Rained heavy 3-7 AM. Muddy, rain threatening in AM.
MCWD. Called to check on status of permit. Renee is out of the office until the 25t".
Jessie is the only person to know, and he is out of the office all day. Jessie called @ 2 and
admitted he approved his last week's site inspection, but had not processed his report yet
—I demanded the permit—said it was promised in a few days as of last Friday—Renee
out `til the 26th. He said he would try to speed it up.
EXCAVATION. Mobilized around noon. Dug main portion of house. Will complete dig
tomorrow.
LOT CLEARING. Todd cleaned up the northerly boulevard. Will remove the dangerous
Maple toward the street.
ELEVATIONS. Lowered house 1 foot. Randy will document and clear with City
approval process.

George,
I see the boulevard drainage ditches are full of water for obvious reasons.
When we graded to the South of your listing, the City and highway department gave us permission to fill whatever
we wanted in their right of way, which was a continuation of the drainage ditch system along the street basically
on both sides of our driveway and continuing along the front of your listed lot. We have graded and will final grade
to allow as much water as possible to drain along and across the street- from our lot as well as the natural
drainage from the lot and boulevard to the South of us flowing to our boulevard and now to the wetlands across
Tonkawa.
We had our job stopped for a few months while we met with the Watershed District to do delineations that showed
the drainage ditches along Tonkawa were just that—and not protected wetlands. We have raised the sanitary
sewer manhole inverts to accommodate either the filling or the water levels, as the case may be.
There is a lot of free fill available from the#12 Bypass—it might be worthwhile for your owner to pay for a little
grading and get the front of your listed lot filled and seeded prior to marketing issues. The Highway Department
has no problem with it at this time. It might be wise to not have any possibility of someone claiming there are
wetlands along the front of your lot in the future—could hold up a permit and create the need for another spendy
and time consuming wetlands delineation process.
Let us know if you want any help coordinating this, or including this work in with our grading for a reimbursement.
There might even be some extra fill coming up with the excavation for our client's pool —we never know until we
dig it.
You have a great listed property. Our home is entered in the June Luxury Home Tour. If it is still available, I would
bet on the tour traffic delivering a buyer for it.
