We have the following comments in regards to engineering matters. • The sod swales north and south of the proposed home are shown at grades of 6%to 8%. We recommend that sod swales not exceed 5%because of erosion concerns.The applicant should modify the Swale design to minimize erosion potential. • Retaining walls exceeding 4-feet in height require a separate engineered design submittal for review and approval. Wall elevations were not provided so it is unclear whether any walls heights exceed 4-feet. • The applicant has stated that drainage calculations were submitted for the neighboring property at 684 Tonkawa approximately 1 1/z years ago.That may be true however they are not specific to this application. Separate drainage information should be submitted that is specific to this site. That information should include existing and proposed drainage area maps and drainage calculations for the one, ten and one hundred year storm events.The drainage area maps should show the total drainage areas(on and off site) affecting all areas of the property.Flows through swales on the north and south sides of the proposed home should be quantified. Pre new home rates should not exceed post new home rates. • The erosion and sediment control measures should be in place,inspected and approved by the city prior to any grading or construction activities. Box 66 Crystal Bay,MN 55323 Re: 680 Tonkawa Road Dear Mr. Oman: Concerning our new home being built at 680 Tonkawa Road,we are distressed that you do not have the time or resources to meet at the site with Denali Custom Homes and myself to discuss the drainage plan. Although the drainage plan was approved by the city engineer and the inspection department,as we got to the point where the walls were poured and we began backfilling, it became clear to us that the drainage plan had some flaws that would be very expensive to correct at a later date. Creating a swale running down the length of the house on the north side will have the following unintended consequences: 1.) Nothing much grows on that side of the house as it is in near constant shade. A swale for runoff is an erosion problem down the road. 2.) The mature trees just on our side of the property line adjacent to the new house would be lost,creating root loss and significantly adding potential erosion problems. The root systems of the Leipold's adjacent trees would be damaged as well. 3.) Removing these trees will remove what little visual screen there is for the neighboring house. 4.) Installing approximately 100 feet of up to four feet tall retaining wall adds needless hardcover. 5.) The approved drainage plan expects us to handle all of the runoff and spring-fed water entering the property from the north, and directing it to the lake without letting it pass through to the next door property to the south as it has for 70+ years. It makes more sense to send this runoff down the north side of the house without even letting it get to the south side to potentially cause problems for 684 Tonkawa. 6.) The approved swale will allow much runoff from the property to the north next to our house to enter the swale. Adding this to the water coming off our roof running very close to our foundation could thereby create future problems for us. I have discussed this with Darel Leipold of 678 Tonkawa Road. He is in agreement with us that the existing plan will create the above problems. For the above reasons, it is imperative that your staff or yourself visit the site and discuss these issues so we can proceed with our construction. To handle the 3 CFS for a ten year design, the culvert should be a smooth walled pipe such as HDPE and have a slope of at least 0.6% for a 12 inch diameter pipe.
