RECONVENED 1982
BOARD OF REVIEW
The reconvened meeting of the Orono Board of Review was
called to order at 7: 30 P.M. by Mayor Van Nest, June 29 ,
1982 . Also present were Councilmembers Tom Frahm, Mary
Butler, JoEllen Hurr and Tim Adams. Also present were
Hennepin County Assessor pon l�Zonk and Milt Hilk Hennepin
County P,ppraiser.
Mayor Van Nest stated that some 70 properties have been
reviewed by the assessor and the Council. The Board has
to complete the Board' s business tonight. Those persons
wishing to appear before the Board tonight will be called
in the order of their arrival. Those persons who want
to go on to the next step in the appeal process should
call 348-4247 in order to get on the County Board agenda.
The County Board of Review meeting starts July 6th.
Appearing before the Board were:

After reappraisal by the County no change in the assessraent
was made. Councilmember Hurr had viewed the pro�erty
and felt the value placed on the property by the assessor
was correct. Motion by Butler seconded by Van Nest
to accept the valuation of $78,000 as placed on the
property by the assessor. Motion carried.
Mayor Van Nest reminded the people present that the next
appeal process was the County Board and then on to the
State Board of Review, or you may go to the Tax Court.
2. Kenneth Roelofs

Their property had been reappraised and they felt the
$156 , 800 was too high. After a discussion by the Board
Mayor Van Nest urged them to go before the County Board
of Review. Motion by Van Nest seconded by Adams to
accept the valuation of $156, 800 as placed by the Assessor.
Motion carried.
3. William A. Bockmann

Mr. Bockmann stated after a reappraisal his property
valuation had been lowered by the Assessor from $109 ,800
to $108,300. Hurr asked Hilk if he felt this was a
fair value for the property, Hilk said he felt the
value was fine. Motion by Van Nest seconded by Hurr
to accept the valuation of $108 ,300o Motion carried.

4. George Grooms

Mr. Grooms felt that the valuation of $146, 300 placed
on his property is too high for the 70 feet of lakeshore
he owns. Mr. Grooms felt that properties with a large
amount of lakeshore were being assessed less than the
smaller properties. Monk and Hilk explained the theory
of the practice of site valuation and wholesale
effect of additional property. Motion by Van Nest
seconded by Butler to accept the valuation of $146, 300
as stated by the assessor. Motion carried.
5. William J. Sime

Mr. Sime stated he wanted the County Assessor to use
the cash equivalency appraisal method. The Mayor stated
that cash equivalency is great but the equalization
of properties is also important because of the resulting
tax from the budgets.
County Commissioner Bud Robb stated that hundreds of
people were before the Hennepin County Board of Commis-
sioners budget hearings asking and pleading for more
money, only one person asked them to hold the line
on spending.
Van Nest had reviewed the property and felt the assessor' s
valuation of $185,500 was correct. Motion by Van Nest
seconded by Butler to accept the $185,500 valuation as
correct. Motion Carried.

The valuation had been reduced to $150,900 after a re-
valuation. Mr. Meagher felt the valuation was still
too high. Motion by Van Nest seconded by Adams to accept
the assessor' s value in the amount of $150,900. Motion
carried.
7. Edith Allen

No further comments. Motion by Van Nest seconded by
Butler to accept the value of $146,000 as placed on the
property by the assessor. �lotion carried.
8. Evelyn Trutnau

No further comments. Motion by Van Nest seconded by
Butler to accept the assessor' s valuation of $91 , 400.

9. Royal Dossett

Mr. Dossett stated he had not been at the previous
June lOth meeting. He felt that the $196,900 value
placed on his property was too high. He stated his home
has 2 bedrooms and 1 bath and is on a lakeshore lot
with about 150 feet of lakeshore. Property had been
listed for sale but no one was interested in the property
because of a bad floor plan. Mayor Van Nest stated
that the City of Orono had requested an extention of
time for the Board of Review but at this time was unsure
of the status of the extension. Diayor suggested to the
Board that they reconvene again June 30th at 7: 00 p.m.
to consider Mr. Dossett' s case after the Board has had
a chance to inspect the property. In order to preserve
his right to appeal at the County Board Van Nest made
a motion and Butler seconded to adopt the assessor' s
valuation of $196 ,900 until the reconvened meetin_q of
June 30 , 1982 , at 7 : 00 p.m. Motion Carried
10. Richard Hatch

Mr. Hatch is in the process of making improvements on
his house and had talked on the phone with Monk today.
Monk had suggested that he file an abatement. Motion
by Van Nest seconded by Butler to accept the assessor' s
valuation of $134,600 as the Board has no information
on this property. Motion carried.
Monk stated he would send the abatement to Mr. Hatch.
11. Jim Gothmann

Motion by Hurr seconded by Butler to accept the assessor' s
value of $106,200. Motion carried.
12. Charles Miller

Mr. Miller stated this a 50 foot lakeshore lot on Stubbs
Bay. There is a 20X20 foot cottage that has no water
or sanitary facilities. Miller stated he had been told
by Jean Mabusth, City Zoning Administrator that this
was not a buildable lot. The access is by the neighbor' s
driveway. Frahm stated he had viewed this pro�erty and
felt that assessor' s value of $36,000 was too high.
Motion by Frahm seconded by Butler to place the 1982
market value at $16,000. Motion carried.

Had requested and received a revaluation of her property.
The assessor had made no change in the $157 ,700 valuation.
Van Nest stated he was familiar with this property and
felt that value was fair. Motion by Van Nest seconded
by Frahm to accept the assessor' s value of $157 ,700.
Motion carried.

16. Gitta Holzer

After she had requested a revaluation the assessor
lowered the 1982 market value from $198,500. She felt
this valuation was correct. Motion by Van Nest seconded
by Hurr to accept the assessor' s value of $159 ,600.
Motion carried.
17. Mrs. Harold Sullwold
3705 North Shore Drive

She felt that the valuation on her property was too high
compared to the neighbors valuation. The P�ayor was
familiar with this property and agreed with Mrs. Sullwold.
Motion by Van Nest seconded by Frahm to reduce the
1982 valuation of $153 ,700 by $2 ,200 to $151,500. Motion
carried
18. George Norling

Norling felt the values placed on these properties were
too high. This property had not been reviewed by the
assessor. Mayor stated the Board had no information
on this property. Mayor suggested to the Board that
they take this matter up at the second reconvened meeting
June 30th at 7 : 00 p.m. after the Board has had a chance
to inspect the property. In order to preserve his right
to appeal at the County Board Van Nest made a motion and
Butler seconded to adopt the assessor' s 1982 market
value of $62 ,300 on P.I.D. number 17-117-23 31 0020
and $5 , 800 on P.I.D. number 17-117-23 31 0021 until

Mr. Reid had requested a revaluation of his property
and the assessor had recommended no change in the $81,100
1982 value. Hurr stated she had been in the area and felt
this value was correct, Motion by Van Nest seconded
by Butler to accept the assessor' s 1982 market value
of $81,100. Motion carried.
20. Barbara DeCosse

Mrs. DeCosse stated she felt that $272 , 400 was too high.
Hilk stated he had been at the property and felt the
value was correct. Motion by Van Nest seconded by
Butler to accept the assessor' s 1982 market value of
$272 , 400. Motion carried.

After a revaluation by the assessor there had been no
change made in the 1982 market value of $75 ,100. Butler
said she had viewed this property and felt the valuation
was correct. Motion by Butler seconded by Frahm to accept
the assessor' s value of $75 ,100. Motion carried.
23. Mrs. Audrey Oglund

Mrs. Oglund had left the meeting but was represented
by her daugher Diane Rowe. Motion by Van Nest seconded
by Butler to accept the assessor' s 1982 market value
of $164, 600. Motion carried.
24. Edward Callahan

After a revaluation the assessor had reduced the value
to $303,0�0. Callahan feels it is still high by $10,000
or $12 ,000. Motion by Hurr seconded by Van Nest to accept
the assessor' s 1982 market value of $303,000. Motion
carried.

After a revaluation the assessor had reduced the value
of this vacant lot to $80 ,000. Motion by Van Nest seconded
by Frahm to accept the 1982 market value of $80 ,000.
Motion carried.
26. Paul Kaster

After a revaluation the value had been reduced to $209 ,200.
Kaster felt this was the correct value for his property.
Motion by Van Nest seconded by Butler to accept the
assessor' s 1982 market value of $209,000. Motion carried.
27. Kendall Mix

Represented by Edward Callahan, said this property should
have been divided. No change was made by the Board.
28. Spencer Smith

Represented by Edward Callahan. Motion by Van Nest
seconded by Butler to accept the 1982 market value as
placed on the property by the assessor. Motion carried.
29. Kingsley Murphy

Mr. Murphy was unable to attend the meeting but requested
a reduction in the valuation of his properties. Motion
by Van Nest seconded by Butler to accept the assessor' s
1982 market value. Motion carried.
Motion by Van Nest seconded by Hurr to adopt the assessor' s
valuation, on the Dossett property 21-117-23 32 0002 and
the Norling property 17-117-23 31 0021 and 17-117-23 31 0020,
if the Board can not legally have a meeting tomorrow, June 30,
1982, at 7: 00 p.m. This would allow these people their right
to appeal at the County Board of Review.
Mayor Van Nest suggested to Don Monk that the Orono Board
of Review should be held earlier. In that way the Board
would have more time to review each case. Monk stated the
date was set later to accommodate the people who call and
make appointments with the appraisers before the Board of
Review meeting.
Motion by Van Nest seconded by Adams to close the meeting
at 10 : 30 p.m, and reconvene at 7 : 00 p.m. , June 30, 1982.

BOARD OF REVIEW
The second reconvened meeting of the 1982 Orono Board of
Review was called to order by Mayor Van Nest at 7: 00 p.m. ,
June 30 , 1982. Councilmembers present were Butler and Hurr.
Appearing before the Board were:

The Mayor stated he felt the lot value was correct.
Hurr had viewed the property today.. P4ayor Van Nest
asked Hurr for her opinion of the property. 5he stated
the house had a very poor floor plan. She felt that
maybe a 5o increase over the 1981 market value would be
more in line with the current value, Motion by Van Nest
seconded by Hurr to reduce the 1982 market value to
$190 ,000. Motion Carried.
2. George Norling

Mr. Norling was not present. Hurr stated she had viewed
the property today and stated she felt the property was
assessed correctly. Motion by Hurr seconded by Van Nest
to accept the assessor' s 1982 market value of $62, 300
on P.I.D. 17-117-23 31 0020. Motion carried. Motion
by Hurr seconded by Van Nest to accept the assessor' s
1982 market value of $5 ,800 on P. I.D. 17-117-23 31 0021.
Motion carried.
Motion by Van Nest seconded by Butler to adjourn the 1982
Board of Review at 7:15 p.m. Motion carried.
