Dear Mr. Flannery:

it has .come to our attention that you may be contemplating
connecting to the municipal sewer system: A sewer stub does
exist near your property, via which you could physically
connect to the system. However, your lot is considered as
part of the Rural Service Area, and was never assessed for
the cost of the 197371 sewer project which serves Tonkawa
:toad.
Before we can issue a permit for you to connect to the sewer,
you must request in writing that the City Council allow the
connection. If approved, the Council would determine the
assessment amount to be paid. In addition to the assessment,
the City would require a $425.00 Sewer Availability Charge
and a $20.50 permit fee.
I would recommend that if you plan to proceed with .the con-
nection that you make your request in writing, to my attention,
as soon as possible. The alternative would be permanent
repair of your septic system. If you have any questions, feel

Dear Ms. Snyder:
City records indicate the above referenced property was not assessed for municipal sewer at the time
sewer was installed in Tonkawa Road in the mid 1970's(please see attached letter from City Planner
Alan Olson dated 8/12/81). This property was at the very end of the sewer line at that time and
apparently was either considered as not abutting it, or was given the choice to 'opt out'. Note that
since that letter,the property has been incorporated into the Urban Service Area;this occurred when
sewer was extended to the West Lake Street neighborhood in 1992.
Properties which are now connecting to sewer but which never were assessed originally for the costs
of the sewer, are required to pay a Sewer Connection Charge at the time of connection. Per the
attached excerpt from the 1999 City Fee Schedule, the amount due for connection to the 1973-1
sewer lines is $12,590.
Additionally due prior to connection is the Metropolitan Council Wastewater Services$1,050 Sewer
Availability Charge(SAC)which is a pass-through fee(collected by the City and forwarded to Met
Council). This charge is due for each new residential connection to the Metro sewer system.
Please forward payment in the total amount of$13,640 payable to the City of Orono.If you have any
