RFCONVENED MEFTING OF THE
1981 ORONO BOARD OF REVIEW
The recoz:vened meeting of the Orono Board of Review
w<�s called to order by Mayor Van Nest at 7: 35 p.m. , June
24 , 1981. Council members present were Mary Butler. There
was no quorum. Also present were Don Monk, County Assessor
and Milt Hilk, County Appraiser.
Appearing before the Board were:

The Mayor asked rlr. Caroenter how he felt about the changes
in the valuations. Mr. Carpenter stated he was satisfied
with the results of the revaluation. Mayor �Ian Nest stated
that because there was not a quorum of the Board tonight,
the Board would have to set a reconvened meeting of the Board
of Review for Monday, June 29 , 1981, at 7: 30 p.m. Motion
by Butler seconded by Van Nest recommending the Council
approve the changes as presented by Mr. Hilk.
2. Bruce Curtis

The Mayor asked for the results of the revaluation done
by the County. Mr. F�ilk had sent one of his appraisers
there, but he did not understand what the appraiser had

done. He therefore requested the Board to table this item
until June 29. The Mayor suggested to the Curtis' that
they combine this parcel with the ajoining lot where their
house is located. The Curtis' stated they are thinking of
selling this lot to the neighbor across the street, who could
use it for lake access. Mr. Monk stated the County has
market data for lake access property. The Niayor requested
the County to revalue this propertv and asked the Curtis '
to reconsider the combination. They should also attend the
June 29th meeting. No action.

"�r. Hilk passed out the the Board sales data on lakeshore
properties. The Mayor asked Hilk "do you feel $156 , 000
valuation on this property is correct?" Hilk replied "yes
I do based on the sales data we have compiled. " "�ir. Kingman
described the problems with this lot; trees are dying because
of the high water table, County Road 15 is at the rear yard,
access is by an easement with the neighboring property and
a marina just down the road. Mr. Kingman introduced to the
Board rTr. Art Helland who had done a quick a�praisal of the
property. P4r. Helland stated he is a Senior Real Estate
Analyst and has been in the real estate business for 40 years.
He stated that if Ringman would have asked his advise before
he purchased this lot he would have advised him not to make
the purchase. Mr. Helland felt there should be a reasonable
reduction. The Mayor asked what a reasonable reducticn was,
Helland replied 20o . The PZayor questioned Hilk as to whether
this property was equalized with other properties, there is
a big difference where property is located and the type of
lakeshore. Motion by Van Nest seconded by Butler to hold a
decision until June 29th meeting and after the Board has
done more research on lakeshore property.

Mr. Hilk presented his review of this property. This is
10 acres with an old vacant house. The house has been vandalized.
Hilk recommended a reduction as follows :

Motion by Van Nest seconded by Butler to accept the revised
valuation.

5. Paul Kaster

Mr, Kaster stated he had �alked to Mr. Hilk before the
meeting and was satisfied with the value placed on his property.
His concern is the rising values in lakeshore properties.
No action.
6 . Louis R. Smerling

r4r. Smerlin_q had asked the County to revalue his property.
This is a lakeshore lot 90 feet wide with an old cabin, boat-
house and garage. Mr. Hilk told the Board he had changed
the value to:

Mr. Smerling reminded the Council of the problems he
has with the neighbor, run-off, and the house is on blocks
and is sinking. Smerling stated he had an estimate a couple
of years ago of $9 ,600 to remove the structures, as they are
a detriment to the lot. Therefore he requested the Board
to reduce the value in the same amount. rsayor Van Nest stated
I feel these allowances have been made, my recommendation
is to accept the $95 , 000 value. Butler stated she felt
that compared to other lakeshore properties this is fair and
could even be higher. The Mayor told the Smerlinc�' s they
are welcome to come to the June 29th meeting.

Mr. Nelson had been at the June llth meeting and wanted
to see what would be done at this meeting. No action.
8. Dr. Ahmad Nakib

rsr. Hilk presented this request to the Board. Dr. Nakib
had written to the County requesting a revaluation. Mr. Hilk
had revalued the property and had reduced the property to:
$115 , 100 from $125 , 800
Mr, f�ilk stated that while reviewing this property, it has
been classified as homestead, but Dr. Nakib lives in Red

Lake Falls , he told Mr. Hilk that his family lives here.
The County will check further to make sure this property
has been classified correctly.
