HomeMy WebLinkAbout06-15-1983 Board of Review Reconvened Minutes 1983 FIRST RECONVENED BOARD OF REVIEW CITY OF ORONO The reconvened meeting of the 1983 Orcno Board of Review was called to order by Mayor Butler at 7 : 32 P.M. on June 15 , 1983 . Council members present were : Frahm and Hammerel , Councilmember Adams �rrived at � : 35 P.M. Also present were Don Monk County Assessor , Milt Hilk of his staff and Deputy City Clerk Hallin . Mayor Butler stated the Bcard would start tcnights meeting in the order cf the previous meeting . The following perscns �ppeared befcre the Board : Ron Miller 27A Willow Drive Narth 34-118-23 32 0f3GT4 and Ed Miller 34-118-2� 32 0A02 The Mayor asked Hilk what the recommended value was cn these two prcperties after a revaluation. Hilk stated the value on Ron Miller ' s property had been S99 , 000 after a revaluation the 19�3 market value is now placed at $n� , g�i�I , F.d Miller ' s property had been valued at $20 , 0�� and has now been changed to $17 , 3�J0 and the classificati_on has been changed from L type property to R type classificaticn . Motion by Frahm seccnded by Hammerel tc accept the reccmmended value chanqes cn these two properties . . Moticn , Ayes , ( 3) — rlays ( O1 . John Burch and Mrs_ Burch Big Island 23-117-2.3 3� �058 Mayor Butler stated that the Burch ' s had tcld the Board that they would not be able tc attend this meeting and wanted the results cf the revaluation sent tc them in the mail . Hilk stated that a letter had been sent notifying them of the change frcm $43 , 7�JP1 to a new recommended value of $39 , �80 . Motion by Frahm seccnded by Adams to accept the recommended change . Motion, Ayes ( 41 , Na�s (0) . William Stempel 425 Turnham Road 31-118-23 24 HHGT3 Hilk stated that the value had been reduced befcre the ,7une l , 1983 , meeting from 5189 , 20� to $165 , 90GJ . Motion by Frahm seccnded by Hammerel tc accept the 1983 market value of 5165 ,900 . Motion, Ayes (4) Nays ( 0) . The Board advised Stempel that if he wished to appear before the County Board of Review, July 11 , 1983 , he would have to call and place his name on the agenda . page 1 of 6 William Wyatt 4235 Sixth Avenue North 31-118-23 12 G1G�13 Mayor Butler asked Hilk to repert on the revaluation of this property . Hilk stated the 1983 market value had been $118 , (�f� and the recommended value after the review is 5113 , 4��1 . MGt.1GC) by Hammerel seconded by Adams to accept the 1983 recommended value cf $113 , 4g� . Motion , Ayes ( 4) , Nays (a) . Jose Torres 274H White Oak Circle (�4-117-23 42 0Q19 Mr . Torres had stated that he would nct be able to attend this meeting and would like tc be notified of the results of therevaluaticnby mail . Hilkstated there was no change in the 1983 market value of $197 , 6�1� and Mr . Tcrres had been notified by mail . Moticn by Butler to adopt the 1983 market value of $197 , ti01� seccnded Hammerel . Motion , Ayes ( 4) , Nayes ( �I) . Mrs. Crear 3�01 Shoreline Drive Casco Run Offices 20-117-23 2� 9033 Mayor Butler asked theAssessorwhattheresultsof the revaluaticn of this property were . Hilk stated that the value cf $ 281 , �4�� had not changed . `I"his value was based on cost of constructicn and not on income . The building is new and has no history cf rental tc use as a baseforinccme . Motionby Frahmseconded by Hammerel to accept the ]_Q83 market value cf S?.81 , OC��J . Motion , Ayes ( 4) , Nays (C�) . � David Bie Village Professional Building 3496 Shoreline Drive 17-117-23 43 0PJ91 and 17-117-23 43 0H92 Mayor Butler asked if Mr . Bie had talked with Mr . Benson of the County Assessor ' s staff . Bie stated they had met cn Thursday of last week . Butler asked Hilk for the results of that revaluaticn . Hilk stated the value had been $67 , 2C70 on each parcel (tctal value $134 , 41�d) . The new recommendation is $65 , �d6 on each parcel (total value $13(� , (��d) . Bie stated the total cost of construction and the purchase price of the 2 lcts amounted to 588 , 737 . Checkiny the cost of construction materials I find they have increased an average of 5 . 45o per year . Applying 6 . 45� inflation per year I estimate the value should be S1f�7 , �138 . The Mayor instructed the Board that they have the power to reduce the 1983 market value over the recommendation of the County Assessor . Monk told the Board that the appraiser had placed on the property a cost approach value of $135 , 5�1� , income value of $132, 8�1(� and market approachof $127 , 18� on this total property . These 3 values were then correlated , considering all of these page 2 of 6 apprcachesto $130 , 00� . TheBoardreminded Mr . Bie of his right to appeal tc the County Board on July 11 , 1983 , and that if he wanted to appear before them he should call 348-5�?ti to be placed on the agenda . After much discussion the Board agreed upon a total value on the 2 lots of $127 , 1�JPJ . Mction by Adams to place the 1983 market value on the ?_ lots at $127 , 1�� seconded by Frahm. Mction , Ayes ( 4) , Nays ( !�) . Frederic Riebel 44Q Stubbs Bay Road North 32-118-2� 13 HQ04 Mr . Riebel had been at the previous meeting but was not able to be heard by the Board . Mr . Riebel st�ted this property is la acres total , abcut 5 1/2 acres are wetlands . The house was built in 185� . The property is probably not divid�ble because cf the road frontage and the wetlands . Mr . Riebel had requested a revaluation of the property prior tc this meeting and was informed that the 1983 market value had been changed from $73 , 600 to $66 , �0D1 . Motion by Frahm seconded by Hammerel to direct the County Assessor ' s staff to review this property with the City Zcning Administrator to determine if this property could be subdivided and call the results of the reappraisal tc Dorothy Hallin who will report tc the Board at a reconvened meeting on June 7_� , 19�3 , at 7 : P��1 P. M. Motion , ( 4) , (G�) . N�ayor Butler announced to the audience that tMe Bcard would hear their comments and if the Board can do anything we will and if we can ' t we can ' t . We will take you in the order of your arrival at the Counci_1 Chambers . George Grooms 30�5 North Shore Drive [�9-117-23 32 0H01 Mr . Grocros stated , I received the ncti f ication that my homestead is still worth something over $145 , P1�0 . Having been through the whole course last year including the County Board of Equalizaticn and having experienced the frustration and futility of this exercise you may wonder why I am here . I keep concerning myself with the word equalization . I discovered last year the smaller your property is the more your gcing to be appraised for your lakeshore . I find this unfair . Mayor Butler explained that there is a fcrmula worked out with 1 building site at so much per front foot and then as you increase the width of the property along the lakeshcre the ratio goes down until you get to a point where you have 2 building sites and then it goes up. The Ccuncil explained to Mr . Grooms that he has riparian access to Lake Minnetonka . The F3oard reminded Mr . Grocros that the County Board will meet July 11 , 1983 , and he should call ahead to be placed on the agenda . page 3 of 6 Loma Linda Avenue Appearing before the Board were 3 couples that live on Loma Linda Avenue that have a neighborhood problem . Joan Hegg spoke for the group. She stated they have a neighbor who is using his property for commercial use , a body repair shop. We have called City hall and complained and have seen no action . He is still working on cars in his garage , even though he has cleaned up the outside , there are no longer cars stored outside in the yard and driveway . Mayor Butler explained that City hall is aware of_ the problem , but we do have to gc through legal steps that are clearly outlined in the state statutes and in the City zcning ccdes and it is a long process . I ask that you bare with us , your help could include keeping track of the level of traffic , signing a complaint , appearing in court if it gets to that . This is the kind cf cooperation we need from you to solve the problem . Mr . Warren Sand .ler stated that they wculd like to be kept informed of what is being done , we need to be informed . Mayor Butler stated she wculd call Mr . BensontheCity Administratortomorrow mcrning and ask him to cal]_ ycu and give you an outline cf what the neighborhood can do in order to aid the City in their effort tc get this resolved . R. Warren Sandler 1H38 Lama Linda Avenue Q8-11?-23 23 0PJ24 The 1983 market value is $147 , 1�0 an 11 o increase over the previous year . In the past 2 years the tax has gone up S�Jo . Hilk stated this property is scheduled to be revalued for the 1984 assessment . Mr . Mcnk reminded Mr . Sandler that the Board does not have jurisdicticn on taxes only in market value . Butler suggested to Mr . Sandler that since he had appeared before the Local Board he has the right to appear before the Ccunty Board of Equalization . The following properties were reappraised at the request of the Board after the June lst Board of Review meeting . Tim Adams The Farm At Lon�g Lake Hilk stated he had reviewed all of the lots in this subdivision and recommends a change in Lot 16 only. P.
