1983 ORO�O BOARD OF REVIEW
The Orono Board of Review met on June l , 198� . Mayor Butler calle� the
meetinq to order at 7 : �? P. M. Counci.lmembers present were : Tim Adams , Tom
Frahm and John Hammerel , also present representing Hennepin County were :
Don �1onk , County Assesscr , Milr_ Hilk and Glenn Busitzky of his staff_ .
Mayor Butler explained to the audience the purpose of the Board of Review and
the appe��l steps that are open to the property owners . She alsc stated that
the Board would reccnvene on June 15 , 1983 , at 7 : 3�1 P.M . to review the
finc3ings cf_ the prcperties that the As.sessor will be looking as a result of
this meeting .

because of_ the high watertable in this area .
Ed Mil_ler statec3 that his property consisted of
approximately 3 1/2. acres , part of the property
is usecl fcr a garden area , there are no structures
on this property. The watertable is very high in
this area .
Mayor Butler asked if this area was in the
quartile that was physically inspected . Hilk
said this area was reviewed this year and he was
unaware of the high watertable in this area .
Mayor Butler stated the Assesscr should revalue
these properties .

95 Smith Avenue
(32-117-23 21 f3�J31 Mr . Ahlberg stated that he had purchased the
property after the first of the ye�r for less than
the new 19�� estimated value . Monk stated he
woulcl reviecv the sales information on the
property and repert back to the Board on ,7une
15th .
David Johnson
3195 Watertown Road
04-117-23 22 0903 Mr . Johnson requested a rev�luation of his
property, he stated the house is 1H[� years old and
has about 8f�c� square feet on the first floor .
Acl�ms asked Monk if_ this property was physically
inspected this year . Monk �nswered no it was
not . Assessor will inspect this property and
report b�ck to the Board .
John Burch and
Mrs_ Burch
Big Island
?_�-117—?_3 32_ f3f35R Mr . Burch stated that this property belonged to
hismother , Mrs . Burch . They felt a 5�e increase
over the 19�7_ market value was too much of an
increase for property located cn Big Island .
The prcperty consists cf approximately 2(�8 feet
cf lakeshore , which has a high cliff . The cabin
is fcr summer �se only and has nc heat or
insulation, is not finished on the inside and has
nc well , ]_ake water is used .
Monkstated thatseveralpropertiesonBig Island
were going to be reappraised this week and would
include this property.
� � Mr . Burch stated they would not be abJ.e to attend
the June 15th meeting of the Bcard and would like
nctificaticn of the revaluation sent to his
mother . Her address is : 410 Ycrk Street ,
Cannon Falls , MN 55��i9 .

31-118-2� 24 i3t�03 Mr . Stempel had requested a reva].uation bef_ore
tonights meeting , as a result of_ that review the
19R � market value was reduced tc the 1982 market
value . Mr . Stempe). asked Monk how the values are
arri.ved at and Monk �nswered by physical
inspection and by computer increases as
determined by sales ratio studies . Mayor
Butler asked Stempel if he wished to have another
revaluation . Stempel suggested that Chippewa
Lane and Turnham Rcad properties be looked at .
Monk stated he felt the value cF this property was
close and felt it was fruitless to go back .

31-118-2� 1?_ �14T13 Mr . Wyatt stated 'ne felt his 1.98� market v�lue of
$118 , l�l�l� for hi.s house and 5 acres is too high .
The house is incomplete , he has a temporary
certificate of occupancy . Compared to
neighboring properties , that have completed
hcuses and more land , he felt his valuatian was
too high and requested a revaul�tion .

q2-117-�3 21 �qA7_ Mr . Eisinger state� that he h�d called the County
Assessor ' s of f ice and Mr . Bankston had been out
and revalued the property, but had no word as to
theoutcome of that revaluation . Monk stated he
wculd qet the results of the revaluaticn and will
report back to the Board on ,June lSth .
Josephine Carpenter

0?-11.?-23 31 (��Jf�3 Mrs . Carpenter stated real estate values have not
increased in the last 2 years . Monk asked her
opinion cf what the v�lue of her property should
be . Mrs . Carpenter stated she had no opinion ,
but her hushanc3 wculd , because he is a real estate
broker . He was unable to attend the meeting
tonight . The prcperty is 2 . f� acres with a ?_
story house . Hilk stated they would revalue
this property.
Jose Torres

4J4-11�-23 42 (3l319 h1r . Torres st�ted he had talked to Larry Mi11er of
the County staff and he felt the property was
correctly assessed . Mr . Torres still feels the
property is assessed too high and has been told
that pzoperty val ues were decreasing 1G1 o in this
area . Monk stated that they watch sales very
carefully �nd are not seeing any decrease , now we
are seeing more realistic asking prices on
property . Mr . Torres requested a revaluation
of his property . Mr . Torres stated he will be
out of tcwn on June 15th and requested
notificaticn by mail of the results of the
reval.uation .
Richard Kling

04-117-23 42 0�17 Mr . Kling wanted Monk to exp]_ain why the values
never go down , when the market is down . Monk
stated he ha.d never seen the market go down -
mayhe in isclated cases and small neighborhood
blight areas the values m�y go do�m . The
activity in the real estate market is down but it
is stil ] there , we have the sales .

Rennfeldtand Mr . Bensonof theCounty Assessor ' s
staff and they both f.elt the v�lue of the property
was correct . Mrs . Crear stated the building is
still incomplete and has cnly ?_ tennents . Units
are f. inished as they are occupied . In 1982 the
income from the building was less than $S , (�f�Pl .
The building consits of about 720Q square feet
which could be R rental units . Mrs . Crear stated
that there is a new manager for the building now
and hopefully there wi. 11 be an improvement in the
rental of the units . Mayor Butler suggested
thar_ Rennfeldt and Benson qet with Monk to review
the property and come back to the Board on June
15th with their recommendation .
Judd Ringer
34-118-2� 22 ��11 Mr . Ringer stated there was a house and a barn on
this property . The house is to be burned or torn
down and the barn has questionable va].ue . Hi].k
stated the land was valued at 53�1 , G�G1G1 and the
structures at $5 , (��r� , No change in valuation .
Joe Backes

23-117-2� Z�i 4��18 Mr . Backes stated he had talked to the County
appraiser to find out why the 2 lots had a
different value . He was tol_d one lct has a
hi_gher value because of a screen house he had
placed on the praperty . Mr . Backes said the
property was now classified as buildable and
wonc3ered what will happen when the property is
assessed as buildable . Monk stated that his
office keeps in touch with the City as far as the
classification of property is concerned . Mr .
Backes requested arevaluationof hispropertyas
the amount of the structure is about 4�J times the
price he paid . Monk st�ted they would review
this property and report back to the Board on June
15th .

30-118-23 34 (3H01 Mr . Nelscn stated he had filed an abatement cn the
valuation placed on the property f_or the 1982
assessment . He had been advised by the County
staff to wait until the resul.ts are known of the
abatement before he requests a rev�luation f_or
the 19�3� assessment . He stated he was appearing
before the Board to hold open his right of appeal
to the County Board on July llth . �Io action by
the Board .

cornmercial property is very soft . He has a 2��
vacancy rate for the 2.nd year . He felt a 72�
increase in 4 years was too much . He hac� talked
with Mr . Benson of the County Assessor ' s staff
and he would be reappraising the property next
w�ek with �ir . 5ie . Monk tcl_d Mr . Bie to meet with
Benson anc] to work with him , the County would give
Bie any inforr�ation he would r�quest to hel.p him
understand how the value had been placed on his
property . Monk expl.ained to Bie that the job of
the Assessor is to pl.ace the correc:t market value
on nroperty, his joh i. s not tc pl_ace taxes on
pro,�erty. Frahm explained the appeal pr_ocess
to Mr . �ie . The resulr_s of the rev�luation by
Mr . Benson of_ the County sta£f will be presented
to the Board �June ].Sth .

high a market value for his property and wanted to
know who on the Bo�rd would ��ri. te the c�Zeck Eor
that amount so he could sell his property to them .
He has about 2�P1 feet of_ lakesnore , total lot area
of abcut 4 1/� acres . He stated that this area is
zoned 1/?_ acre and he would ]. ike to subdivide and
builc3 ccndos on the prcperty . Council reminded
him he coul_d subdivide his property hut he woul.d
nave to comply with the zoning for that area . If
ne wante�3 to pursue a su�:�i��isicn he snculd talk
to Jean M�busth the City 7oning Administrator .
Mr . ,7ohnson requested a revaluati.cn of his
property and will return on June 15th .
