The 1985 Board of Review reconvened on June 10 , 1985 at 6 : 30 p.m. The
following were presentfrom the Council: Acting Mayor Frahm, Councilmembers L.
Adams, and Grabek. Councilmember T. Adams arrived at 7 :39 p.m. Mayor Butler
was absent. The following represented the City staff : City Administrator
Bernhardson, City Attorney Radio, and Recorder Sutton. City Assessor Rolf
Erickson was also present. Acting Mayor Frahm called the meeting to order at 6 : 35
p.m.
City Administrator Bernhardson noted that three membersof the public were at
the May 30, 1985 , Board of Review meeting presenting two appeals . Bernhardson
explained that the Councilmembers received a random sampling of sales in the Orono
area and also the Assessor ' s recommendations regarding the requested changes in
valuations at the last Board of Review meeting. Bernhardson noted that
information received tonight regarding the Rossing residence at 130 Cygnet Place
should include a market value of that property of $108 ,000 .
Mr. and Mrs. Charles Boehm of 997 Wildhurst Trail were present. Boehm noted
that he submitted a letter to City Hall for the Councilmembers stating his
position.
City Administrator Bernhardson explained that the letter Boehm wrote was
included in the Council packets for their review.
Mr. Charles Boehm of 997 Wildhurst Trail (PID #07-117-23 21 0004 ) stated that
he feels his property value is unfair. Boehm stated that even though he paid
$165,000 for the home, he did not realize that the home needed extensive
remodeling and he felt that the home was not worth $165, 000 . Boehm noted that the
home was on the market for 14 months which should have been a test for the true
valuation. Boehm stated that the garage is sagging and he has received a quote
from a contractor of $15 , 000 to repair the garage. Boehm stated that he tried to
appeal last year but missed the deadline for appeals. Boehm felt that the
Assessor is not aware of the extensive remodeling that is needed and the cost of
reconstruction of the garage that has structural problems. Boehm felt that his
valuation should be $128 , 000 .
Assessor Rolf Erickson stated that he was not aware of the cost to repair the
garage and did not figure that the garage would cost $15 , 000 to repair. Erickson
stated that taking into account the repairs needed that he would feel comfortable
reducing the assessment by $5 , 000 .
Acting Mayor Frahm moved, Councilmember Grabek seconded, to reduce Charles
Boehm' s at 997 Wildhurst Trail (PID #07-117-23 21 0004 ) 1985 market value $5 , 000
to reflect a 1985 market value of $143 ,900 . Motion, Ayes (4 ) , Nays (0 ) .
Acting Mayor Frahm moved, Councilmember Grabek seconded, to approve the
Assessor' s recommendations on the following valuations:
Alan McDowell, 905 Ferndale Road West (02-117-23 44 0010 ) with a 1985 market
valuation of $745,000 - No Change.
Marvin Borman, 1080 Tonkawa Road (08-117-23 13 0011 & 0010 ) with a 1985 market
valuation of $401,200 for both parcels - No Change.
Clara Lyman, 825 Old Crystal Bay Road (09-117-23 21 0001 & 0005 ) with a 1985
market valuation of $637 ,800 for PID ( 09-117-23 21 0001 ) and a valuation
of $130 , 000 for PID (09-117-23 21 0005 ) - No Change.

Robert Owens, �1700 Bohns Point Road (16-117-23 22 0003 ) with a 1985 market
valuation of $383,100 - No Change.
Balboa Inc. , Shoreline Drive (17-117-23 34 0005, 0006, 0007 , & 0008 ) with a
1985 market valuation of $108,900 - No Change.
Margaret Rossing, 130 Cygnet Place (04-117-23 22 0023 ) with a 1985 market
valuation of $102, 200 reduced $6 ,500 from $108,700 .
Spring Hill Conference Center, Spring Hill Road - with regard to the appeal
f or the tax exempt states it was recommended that determination be made
by the tax court.
Motion, Ayes ( 4 ) , Nays (0 ) .
Acting Mayor Frahm moved, Councilmember Grabek seconded, to approve the
minutes of the Board of Review meeting of May 30, 1985. Motion, Ayes ( 4 ) , Nays
(0 ) .
Acting Mayor Frahm adjourned the reconvened Board of Review meeting at 6 :59
p.m.
