MINUTES OF THE RECONVENED BOARD OF REVIEW MEETING
HELD MAY 10, 1993
ROLL
The Board of Review met on the above date with the following
members present: Mayor Edward Callahan, Councilmembers J. Diann
Goetten, Gabriel Jabbour, and Charles Kelley. JoEllen Hurr arrived
at 7:56. The following represented the City staff: City
Administrator Ron Moorse, City Assessors Rolf Erickson and Dave
Wilde. Mayor Callahan called the meeting to order at 7:30 P.M.
Mayor Callahan explained the Board has received recommendations
from the Assessor for the 46 properties for which the owners have
questioned the value. He said if property owners still are not
satisfied, they retain their right to appeal to the County. He
noted there are a number of people who contacted the Assessor
wishing to preserve their right to appeal, and that list is
included in the packet. He said he feels we have a very strong
Assessor doing a very tough job. He reiterated the assessments are
complied by mass appraisals using comparisons and selling ratios.
He pointed out the area actually reviewed this year was North Shore
Drive. The appraised values compared to the selling ratio indicated
the market values were approximately 14% lower. The County requires
a valuation of 92 to 93% or the value is automatically raised.
Mayor Callahan noted there were some properties which were reduced
by the Board at the last meeting, and those will be included in the
approval motion.

Jabbour agreed that lakeshore property is a premium, but at the
same time property adjacent to commercial activities, such as the

Roads abutting this property, the public access across the road,

Kelley noted the similar parcel adjacent to this home that just
sold for $235,000.

Jabbour felt the value should remain at $232,000.
Goetten felt it was a large increase, and the property should
realize a smaller increase.
Jabbour felt they should be more concerned with the market value,
not an increase each year.
Kelley suggested $240,000.

Mayor Callahan felt this valuation was too high, and felt $204,400
would be a more reasonable value. He said the entire amount
increase for the property was assigned to the land, and he felt the
value of the land should be Iimited to an increase of 16.4% as
other lakeshore properties have done.
All members agreed to this reduction. •

Mayor Callahan felt the value should be reduced to between $83,500
to $86,900. He felt the main reason for the increase was probably
the sale of the next door house. The comparable house used has five
bedrooms. He felt the 15% increase was excessive.
Jabbour agreed.
Goetten felt it should be $83,500.
Dean Molin, 248 Cygnet Place #04- 117 -23 23 0017.
Mayor Callahan stated he did not agree with the value for this
parcel. He thought the value should be $161,000. The land seems to
have increased substantially.
All agreed.
Steve Wilson, 2485 North Shore - Drive, #09- 117 -23 44 0001.
Mayor Callahan said he did not agree with the valuation. He felt
the shoreland has gone up 23% for no particular reason. If the land
is reduced to the 16.4 %, the value would be $461,400.
All but Hurr agreed to this reduction. Hurr felt the property •
fronting on Crystal Bay with the view was not over - valued.

Jabbour stated if they are looking at this property as a potential
tear -down, one must include in the price the cost to raze the
buildings.
Hurr stated she could not believe anyone would tear the house down.

Mayor questioned the buildability of the lot.
Rolf Erickson said if the owner would like to document the
unbuildability, the value could be reduced.
Mayor Callahan said assuming it is buildable land, he was not
dissatisfied with the valuation.

Mayor Callahan noted the Board at the previous meeting did reduce
• the value to the sale price. After review of the Assessor's
comments, he felt perhaps that was not quite right as the earlier
sales would indicate a higher value. He stated the Sheriff's sale
is a sale which the person is only interested in getting his money
back.
Jabbour disagreed as everyone is invited.
There was no change from the reduced amount.
Laurence Reardon, 3080 North Shore Drive, #09- 117 -23 32 0019.
Jabbour questioned the Assessor's feeling on this property after
review.
Erickson stated the owner compared his property to previous sales
on Lafayette Bay, of which two had been altered after purchase. He
said this house has been updated.
Jabbour noted the proximity to the marinas. He said at some point
updating is necessary, but that may not increase the value.
Erickson said if there is a substantial change in the house, the
value will increase.
Jabbour felt the value should be $380,000.

It was moved by Mayor Callahan, seconded by Jabbour, to accept the
recommendations of the Assessor with the exceptions of the
particular items reviewed individually. Ayes 4, nays 0. Hurr
abstained.
ADJOURNMENT
The reconvened Board of Review was adjourned at 8:27 p.m. by Mayor
Callahan.
