Roman rented a camera to inspect the drainage pipe from 3637 Togo to the City's drainage structure. I was able to fully inspect the pipe with the exception of approximately 5'which had a sag in the line and was under water. It appears the pipe is generally clear of debris and is functioning. I am unable to determine if the sag in the pipe is a result of the construction of the driveway at 3645 Togo Rd or if it existed prior to construction. The City can release the escrow. From the information from the neighbors, it has always been connected to the storm sewer manhole on the corner of your property. They also mentioned when the excavation was being done,this pipe was damaged and repaired by someone. Not sure who, but it was known. I do not have records of this pipe being installed and I consider this pipe a private line. Unfortunately the building of the driveway may have broken the pipe, but it is needed to help with drainage issues on the neighboring property and will need to be reinstated if it was broken. Since this is a private matter,you will need to contact a plumber who can televise this line with a push camera and then schedule a time with all of us to be out there when the televising operations are taking place so we can all see what happened. I never knew about that drainage existence. Was it installed by the city or it was installed by another property owner? Do you have city records about drainage existence? From my investigation and site visit, there is a good probability the construction of the new house damaged an existing 6" PVC storm sewer line which drains a low area on the neighboring property. Since this was damaged due to the construction, and it is resulting in additional ponding of water in the neighboring property, it needs to be corrected. In order to determine if the pipe was damaged during the construction of the driveway, you will need to have the pipe televised (run a camera into it). Many plumbers have the capability of performing this work. Please have them schedule a time with me as I will want to be on site while this work is being performed.
