The meeting was called to order at 7:00 p.m. Members present; Mayor Callahan and
Councilmembers Hurr, Jabbour and Kelley. Members absent Councilmember Goetten. Staff
present; Ron Moorse, City Administrator and Tom Kuehn, Finance Director.
Moorse provided an overview of the budget including expenditures, tax levy, other revenues and
program and service level changes reflected in the 1995 budget.
Mayor Callahan invited those in attendance (one resident and one media representative) for their
comments or questions. The media representative asked the Council how they felt about the
budget.
Councilmember Jabbour expressed concern about the impact of State mandates on the budget and
also indicated it is important that the budget enable the city to retain good staff.
Councilmember Kelley indicated productivity is very important. The city has improved
productivity very significantly and needs to continue this improvement. He indicated that in the
face of new service demands it is remarkable that the city has been able to hold expenditures
steady.
Mayor Callahan indicated that personnel related expenditures are the most significant portion of
the budget, this makes continuous productivity improvement very important.
The resident asked for an explanation of the city's recycling program. Mayor Callahan
explained proposed improvements to the recycling program, and indicated an increase in the
recycling fee was due to a substantial reduction in the County recycling grant which had been
funding the majority of the recycling program costs.
Mayor Callahan indicated that the final Truth In Taxation hearing to adopt the 1995 Budget and
Tax Levy will be held at 7:00 p.m. on Monday, December 12, 1994.
