Diann Goetten, and Gabriel Jabbour. Councilmember JoEllen Hurr arrived at the meeting at 7:50 p.m. The following represented staff: City Attorney Kevin Staunton, City Administrator Ron Moorse, Assistant Planning & Zoning Administrator Michael Gaffron, Public Works Director John Gerhardson, City Engineer Glenn Cook, and Recorder Barbara Anderson. Mayor Callahan called the meeting to order at 7:30 p.m. ( #1) CONSENT AGENDA Jabbour requested that Item #8 be added to the Consent Agenda and that Item #9 be removed for discussion. Jabbour moved, Goetten seconded, for approval of the Consent Agenda as amended. Ayes 4, nays 0. ( #2) PRESENTATION BY AAA - PEDESTRIAN SAFETY AWARD JoAnn Boche representing the American Automobile Association of America presented an award for Pedestrian Safety to the City of Orono. Chief Steve Sullivan accepted the award on behalf of the City. APPROVAL OF MINUTES ( * #3) SPECIAL MEETING OF DECEMBER 13, 1993 Jabbour moved, Goetten seconded for approval of the Minutes of the Special Meeting of December 13, 1993 as submitted. Ayes 4, nays 0. ( * #4) REGULAR MEETING OF DECEMBER 13, 1993 Jabbour moved, Goetten seconded, for approval of the Minutes of the Regular Meeting of December 13, 1993 as submitted. Ayes 4, nays 0. PARK COMMISSION COMMENTS There were no Park Commission comments. PLANNING COMMISSION COMMENTS There were no Planning Commission comments. 1 MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING HELD JANUARY 10, 1994 PUBLIC COMMENTS There were no public comments. ZONING ADMINISTRATOR'S REPORT ( #5) #1778/ #1779 ANDREW GOETTEN, 1385 FOX STREET - FINAL SUBDIVISION APPROVAL - RESOLUTION NO. 3377 Goetten left the table for the following item. Mayor Callahan moved, Jabbour seconded to adopt Resolution No. 3377 approving #1778/ #1779 Final Subdivision for Andrew Goetten, 1385 Fox Street. Ayes 3, nays 0. Goetten abstained. MAYOR /COUNCIL REPORT ( #6) PARK COMMISSION LIAISON SCHEDULE After brief discussion, the Council accepted the Park Commission Liaison Schedule as submitted. ldoh_ Kelley inquired about the responsibility of the City to inspect the Washington • Scientific plant for hazardous chemical handling to ensure that they are being handled properly. Gerhardson responded that there are several agencies that monitor the handling of hazardous wastes, and those agencies conduct periodic inspections to ensure that there are no code violations. He noted that it was not up to the City to monitor this, as the City receives a report from the State agencies regarding hazardous waste inspections several times annually. Moorse concurred, and noted that this is done via field inspections which are done periodically by the State agencies. Jabbour commented that he felt it would be a good idea to monitor the plant to ensure that the inspections were being done and that hazardous materials were being handled properly. Mayor Callahan commented that the City does not have any criteria by which to regulate hazardous waste handling and Gerhardson stated that every company or business which uses hazardous chemicals is licensed by Hennepin County, and there is a tracking system in place to monitor those uses. Moorse stated he had contacted Washington Scientific, Industries (WSI) and they had indicated that while orders were down, they had reduced their number of employees as much as they intended to, and were simply waiting for more orders to come in. He stated they had indicated they were not going out of business. Jabbour commented he felt the City should send them a letter of support, as they were a major industry in Orono. • X, -4► - - MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING HELD JANUARY 10, 1994 • MAYOR /COUNCIL REPORT CONTINUED Kelley noted that there was a movement afoot to have the ice facilities moved onto the school property to facilitate the girls hockey program. Nothing formal had been done yet, but he felt the Council should be aware of this movement. ENGINEER REPORT There was no Engineer's report. CITY ADMINISTRATOR'S REPORT ( #7) LONG LAKE WATER QUALITY PUBLIC INFORMATION COMMITTEE Moorse reviewed the project and asked for Council input regarding appointing someone to serve on the Water Quality Public Information Committee for Long Lake. Mayor Callahan commented he felt they should give this matter some thought before deciding who would serve on the committee. He also felt it should be determined what the body was going to do before appointing someone. Discussion ensued regarding the various agencies involved. Councilmember Hurr arrived at the meeting at 7:50 p.m. ( * #8) PARK COMMISSION REAPPOINTMENTS Jabbour moved, Goetten seconded, to reappoint Richard Flint, Susan Wilson and Sherokee Ilse to the Park Commission. Ayes 5, nays 0. ( #9) 1994 APPOINTMENTS - RESOLUTION NO. 3378 Mayor Callahan requested that the Acting Mayor be changed from Diann Goetten to Gabriel Jabbour. Hurr stated she did not want to serve on the Cable Commission as she did not have cable television and she asked Jabbour to replace her on that body. Jabbour agreed. Hurr moved, Goetten seconded, to adopt Resolution No. 3378 as amended, designating selected appointments for the Year 1994. Ayes 5, nays 0. ( * #10) ANNUAL PURCHASE OF NEW SQUAD CARS Jabbour moved, Goetten seconded, to approve the purchase of two police squad cars under the State of Minnesota contract from Superior Ford at a price of • $13,951 each. Ayes 4, nays 0. 3 MINUTES OF THE REGULAR ORONO CITY COUNCIL MEETING HELD JANUARY 10, 1994 ( * #11) VEHICLE PURCHASE - PUBLIC WORKS DEPARTMENT Jabbour moved, Goetten seconded, to approve the purchase for the utility operation of a one -ton cab and chassis, under the Hennepin County Purchasing Program, from Thane Hawkins Chevrolet in the amount of $19,162; and the purchase of the utility truck body from Crysteel, Inc. in the amount of $5,857.00. Ayes 4, nays 0. ( * #12) VEHICLE REPLACEMENT - BUILDING AND ZONING DEPARTMENT Jabbour moved, Goetten seconded, to approve the purchase for the Inspections Department of a pick up truck, under the Hennepin County Purchasing Program, from Thane Hawkins Chevrolet at a total cost of $10,369. Ayes 4, nays 0. ( * #13) SEWER /WATER RATE ADJUSTMENT - ORDINANCE NO. 124, SECOND SERIES Jabbour moved, Goetten seconded, to adopt Ordinance No. 124, Second Series, an ordinance amending Ordinance No. 123, Second Series, adopted December 13, 1993, and entitled "1994 Fee Schedule ". Ayes 4, nays 0. ( * #14) TAX FORFEIT PROPERTY UPDATE - RESOLUTION NO. 3379 Jabbour moved, Goetten seconded, to adopt Resolution No. 3379 requesting conveyance of tax forfeit lands for public use by the City of Orono for park purposes from Hennepin County. Ayes 4, nays 0. ( #15) SCHEDULE PUBLIC HEARING DATE FOR CDBG FUNDS Moorse stated that February 14, 1994 had been selected as the Public Hearing date to reallocate the CDBG funds which were allocated for developing a park plan for the City of Orono, but which had not been used. These funds must be reallocated to another project from the same year, and staff proposed they be allocated to the Housing Rehabilitation program. These funds can be replaced with future CDBG monies for the development of a park plan later on. ( * #16) DONATION TO POLICE DEPARTMENT FROM LONG LAKE BANK Jabbour moved, Goetten seconded to accept the donation of $1,500.00 from the Long Lake Bank and to establish a tuition reimbursement program. ( * #18) BILLS A- Northern Cesspool Co. 10524 Douglas Drive Brooklyn Park • Jabbour moved, Goetten seconded, to approve payment of the All Funds Account. Ayes 4, nays 0. ( #19) DONATION - DAYTON'S DEPARTMENT STORE EMPLOYEES Moorse reviewed a memo included in the Council packet regarding a donation from Dayton's Department Store employees which staff proposes be used for a project such as the wild flower seeding project at French Creek Park Reserve. He noted that if the City agreed to accept the donation, a representative of the Council and the Park Commission should attend a meeting when and where the check would be presented. Jabbour moved, Kelley seconded, that the City accept the donation from the Dayton's Department Store employees to be used for a project such as the wild flower seeding project at French Creek Park Reserve.
