No sewer connection charges will be due. A Met Council sewer availably charge will be applied at the time of building permit for each new home (unknown about the existing home). The 3635 Togo Road property is zoned LR-IC. Required is 1/2 acre dry contiguous buildable acreage and 100'per each new lot. The subject property was served with city water in both Togo Road and Northern Ave as part of the 1970-LW-1 project which was assessed on both a front footage and unit basis. The property has 1 stub on Togo (presumably in use by the existing house) and two stubs at Northern Avenue, per the attached as-built. However, while the property was fully assessed for 294'of front footage, which includes both Togo and Northern frontages, it was only assessed for two units. This means that one additional water unit would be due if the property ends up with 2 new vacant lots. That a 3rd unit charge would be$4,240.00 per the 2017 Fee Schedule. II I also attached the sewer asbuilt for your reference. We haven't yet researched whether or not you will owe any sewer connection charges. I don't have time today to do this research. Please let me know if you wish to pursue further. Northern Oaks was platted as a PUD. Please see the attached. Note that the documents were recorded in both Abstract and Torrens but I only included one for your use to save data/space. Have a nice vacation. It is in a 1/2-acre zone—each resulting lot must contain a minimum of one-half acre of contiguous dry buildable land and 100 feet of road frontage via a standard plat subdivision. It is our estimation that no more than three total lots could result from a subdivision of the property. You would only get one lot on Togo Road, and perhaps two on Northern Avenue depending on the wetland extent. A wetland delineation would be required in order for us to give you any better information regarding this property. The property would not support 4 total lots based on the information we currently have available. In rural zones not served by sanitary sewer, each lot must contain a minimum of two acres of contiguous dry buildable land exclusive of wetlands, public and private rights-of- way, vehicular or pedestrian easements, surface areas below the ordinary high water mark of any surface water or areas at or below the floodplain elevation for a specific property. All rural lots must comply with chapter 58, article II. In urban areas served by sanitary sewer, each lot must contain contiguous dry buildable land equal to the minimum areas as prescribed in chapter 78 or half-acre, whichever is less (exclusive of public and private rights-of-way, vehicular or pedestrian easements, surface areas below the ordinary high water mark of any surface water wetlands or areas at or below the floodplain elevation for a specific property), and have legal access to the building site without encroachment of a wetland or floodplain area.
