(Acorn), was contacted by Irfan Altafullah to delineate the on-site portion of the wetlands located on the subject site in Orono,Minnesota. The site was located ' at 2520 Thoroughbred Lane. On April 27, 2006, Marshal Braman of Acorn delineated the on-site boundaries of two wetlands for this project. The site was gently sloping across the property. The wetlands were located at the base of a slope. After the delineation was completed, the boundaries ' were located with GPS and drawings were prepared. The portion of the on-site wetland is shown on the included site drawing. ' If wetland impacts are proposed, the project sponsor should meet with wetland regulatory agencies during the project's planning phase. Draining, excavation or filling a wetland without ' permits from local, state and federal agencies is a violation of law. Methods ' Acorn used the 1987 U.S. Army Corps of Engineers (COE) routine wetland delineation method. Using a series of maps and aerial photographs of the area for background information, Acorn conducted a wetland delineation on this site. A copy of the USGS quad map for this site was ' reviewed to gather information on the site's topography(Figure 2). The National Wetland Inventory (NWI)map was reviewed for potential wetland areas(Figure 3). The DNR Public Waters Inventory ' (PWI)map(Figure 4)was also reviewed for potential Public Waters.Data for the wetland delineated was recorded on routine wetland determination data forms. They are attached at the end of this report. Site Characterization Size and Location ' The site area was approximately 2.29 acres in size. It is located at 2520 Thoroughbred Lane, Orono, Hennepin County, Minnesota. The PIN for the site was 04-117-23-11-0015. A general site location ' map is found on Figure 1. Land Use ' Land use on the site was large lot residential and wetlands. Two wetlands were observed and delineated on the site. Land to the northeast of the site was wetland. Land located to the north and west of the site was residential subdivision. South and east of the site was generally large residential lots. The USGS quad map ' shows that surface drainage generally flows to the northwest, eventually to Lake Claussen then to Lake Minnetonka, Minnehaha Creek and then on to the Mississippi River. Soil samples were taken to observe the soil texture and hydrology. Wetland hydrology indicators were not observed in areas ' other than in the wetland area delineated. ' Rainfall in April, 2006 had been 3.66 in. above normal as measured at the National Weather Service Office in Chanhassen. ' Soils The Hennepin County Soil Survey as shown in Figure 7 identifies the following soils in the vicinity: ' Symbol Name Hydric Yes/No Co Cordova Yes ' Ha Hamel Yes Lrb Lester Yes Ltb Lesuer Yes Vegetation Communities ' Vegetation communities observed on the site included Kentucky bluegrass sod, old field, and emergent wetland. One partially drained Type 2/3 wetland community and an additional Type 2 wetland community were observed on the site.Dominant species in the wetlands included reed canary ' grass, several sedge species, horsetail, willows and cattails becoming more prevalent in wetter portions of the basin. In upland areas, Kentucky bluegrass sod, dandelion and goldenrod were the dominant plants. Findings Two wetlands were delineated on the site. Wetland W-1 extended beyond the property boundaries. Pin flags and ribbon were numbered and placed along the delineated wetland edges for the surveyor to locate. The same was done for wetland W-2. ' This report presents the data obtained from off-site sources and the field investigation on the site. Other areas on the site that were depressions or swales were also assessed for wetland conditions. ' A two point transect was sampled perpendicular to the wetland boundary utilizing Corps ofEngineers (COE)routine method. No other areas met the COE wetland criteria. The narrative below describes each wetland. It was functioning as a partially drained wet meadow/shallow fresh marsh Type 2/3 PEMB/Cd ' (Palustrine Emergent Saturated/Seasonally Flooded drained) wetland. Wetland W-1 drains to the north through a CMP culvert located under Watertown Road. This wetland was shown on the NWI and other map sources. The slopes adjacent to the wetland were short, gentle and smooth. The adjacent upland area dominant plants consisted of Kentucky bluegrass, dandelion and goldenrod. Wetland vegetation consisted ofreed canary grass,sedge species,and willows with cattails becoming ' dominant in wetter portions of the basin. Hydrology was observed at 10 inches in the sample pit and on the surface in the center portion of the wetland. Soils were hydric. Silty clay loam soils extended from the surface down to depths exceeding 16 inches. The wetland boundaries staked in the field for ' this delineation are shown on Figure 8. Wetland 2 was 0.139 acres in size. It was located along the center portion of the subject property. It was functioning as a wet meadow Type 2/PEMB (Palustrine Emergent Saturated)wetland. This wetland was not shown on the NWI or other map sources. The slopes adjacent to the wetland were ' short,gentle and smooth. The adjacent upland area dominant plants consisted ofKentucky bluegrass. Wetland vegetation consisted of reed canary grass,Kentucky bluegrass and sedge species.Hydrology was assumed from drift lines and sediment deposits on the surface in the center portion of the ' wetland. Soils were hydric. Silty clay loam soils extended from the surface down to depths exceeding 16 inches. The wetland boundaries staked in the field for this delineation are shown on Figure 8. On the local level in Minnesota,wetland impacts often require a permit under provisions of the Wetland Conservation Act(WCA). Coordination under the WCA is through the local governmental unit (LGU) which may be a city, county, or watershed ' representative. On the state level, the Minnesota Department of Natural Resources (MDNR) administers Protected Waters permits. The MDNR should be contacted if wetland impacts are proposed to MDNR Protected Waters. This includes streamer rivers, and Type 3, 4;and 5 wetlands - identified on the MDNR's PWI maps.
