This is especialty true in the winter time. Even human foot traffic can cause frost to penetrate the mound resuiting in potential j freezing problems. Do inspect your mound system annually for winter kill, (reseed if necessary) animal damage, (burrowing)or signs of potential failure. IDo not plant trees or shrubs on the mound system, smaller trees and shrubs may be planted at the edges. Remember, that sunshine is the key to a healthy mound system. Do ask questions, if you have any concerns or questions concerning your mound system i please feel free to call me, I can be reached at 952-249-4626. 1 I ° O O CITY OF ORONO Municipal Offices , 3treet Address Mailiag Address: I G' 2750 Kelley Parkway P.O. Mabusth, Building & Zoning Administrator . : Michael P. Gaffron, Asst Planning & Zoning Administrator : August 22, 1989 ect: Preliminary Plat of Fox Bend - Septic System Testing Septic system site evaluations for this 17-lot subdivision a een submitted. Additionally, a topographical survey of the r erty containing a plot of the drainfield sites has been u ittedt I^make the following comments regarding each proposed lot: Lot 1, Block 1. Primary and alternate sites have been located. Both tre sites require a mound system due to high seasonal water tables. Slopes range from 2-6$. These two sites are about 50' from a proposed detention basin, but should not affect nor be affected by that basin. The sites should be totally fenced off with snow fencing before any road or detention basin construction takes place in the subdivision. Lot 2, Block 1. Primary and alternate sites have been located, and both sites have soil and water table conditions to allow for a trench drainfield system. With the proposed house site at the south end of the lot, there should be no I problem preserving these sites. Again, the drainfield area shou 1 d be f enced of f to keep a 11 traf f i c away during road and detention basin construction. Lot 3, Block 1. Again, primary and alternate drainfield sites are suitable for trench systems. The two sites are at I the rear of the lot. With the most likely house site near the front of the lot, these sites appear to be very suitable. i Lot 4, Block 1. Primary and alternate drainfield sites are located on the knob at the southwest corner of the property. Both sites require mound systems. With the house site suited for a walk-out to the northeast, a driveway would likely be centered on the lot east of the drainfield sites. Slopes are in the range of 3$, and not accurately ref lected by the topographic map. It is critical to totally enclose these sites with snow fence prior to any road construction i work, since the sites are very close to the road. Also, road grades and cuts should be reviewed to verify that the roadwork will not cut into site #2. Lot 5, Block 1. Primary and alternate drainfield sites are located to the rear of the property on slopes of 0-28. Both sites require a mound system. With the probable house e centrally located on the lot, these sites appear very suitable. I I I _ F . I , Preliminary Plat of Fox Bend - Septic System Testing August 22, 1989 Page 2 of 4 ILot 6, Block 1. The drainfield sites are near the rear i property line, and not likely to be affected by construction traffic. These sites are located about 70' back from the travelled portion of Luce Line Trail , and should have no affect nor be affected by the trail. Slopes are virtually flat. Again, the likely house location would be in the center of the lot. Depending on final house location, additional sites might be located on this property. ; Lot 1, Block 2. Primary and alternate drainfield sites have been located at the north end of the lot, adjacent to the proposed road connection to Leaf Street. These sites both ; require mound systems, and this is perhaps the most critical lot of this subdivision since drainfield sites are uphill from the proposed house location and surrounded on two sides by proposed road construction. These sites must be surrounded by snow fence to avoid any construction traffic. The building envelope is large enough that a house can be constructed leaving approximately 50-60' or more setback , ' from the drainfield sites. I would further recommend that no driveways or other grading be constructed within 30' of the toe of the mound sites. Again, the contour lines shown IIon the topographic survey do not quite jive with elevations found in the field. Lot 2, Block 2. Primary and alternate drainfield sites are located at the southeast corner of the property near Fox Street. The house site would be located north of the pond I area. The two drainfield sites tested must be preserved, since they are the only two available sites on the property, both requiring mounds. From a technical standpoint, ' location of drainfield systems as much as 300-350' away from , the house should not cause any problems. Lot 3, Block 2. Both primary and alternate drainfield sites were located on the property. The primary site would be suitable for a trench-type system. The alternate site would require a mound. Both sites are located in the wooded area of the lot. _ . +-.d_., _, 'Lot 4, Block 2. Both primary and alternate drainfield sites L`'.1 have been located. Those sites are generally parallel with the proposed road and near the north lot line. These sites definitely need to be snow fenced totally in order to ' ,`preserve them during road construction. , ,. .„„ ., * .. e 'minary Plat of Fox Bend - Septic System Testing g t 22, 1989 g 3 of 4 Lot 5, Block 2. Primary and alternate sites are located I about a third of the way back into the lot off the road, just above the woods. While additional sites probably could be located in the woods, the sites leave a relatively small building envelope near the road. Again, the sites need to be snow fenced to keep construction traffic off of them. I Both sites require mounds. Lot 6, Block 2. Primary and alternate sites, both being mound systems, are located near the north end of the property near the road. Again, topographic contours vary slightly from those shown on the survey. Slopes range from 3-6$. These sites force the house location to be more centrally located on the property. The sites need to be snow fenced to avoid traffic during road construction. I Lot 7, Block 2. Both primary and alternate drainfield sites are located near the north end of this lot. Both sites require mound systems. The sites allow for great flexibility in house location. Lot 1, Block 3. Primary and alternate drainfield sites, both being mound systems, have been located on the property. House location would be relatively near the cul-de-sac. The primary site somewhat limits the potential house locations. ot 2, Block 3. Primary and alternate drainfield sites, oth being mounds, are located near the westerly corner of I his property. These sites definitely need to be fenced off uring road construction, since they are in a prime "short- ut". area. ot 3, Block 3. Both primary and alternate sites are ocated at the extreme east end of the property, leaving reat f lexibility in house placement. These sites are not ikely to be disturbed during construction of roadways. ot 4, Block 3. The two drainfield sites are centrally ocated on the property, having some significant effect on ouse placement. The site evaluator anticipated the xisting house would be removed, with a newer house placed o the northeast corner of the lot. House placement will ave to take into account the drainfield sites. Both sites equire a mound. I ^ A • I F#r iminary Plat of Fox Bend - Septic System Testing Au st 22, 1989 Plag 4 of 4 al Coments - Each proposed lot appears to have suitable primary and t rnate drainfield sites. On some lots, the primary and t nate sites shown are the onl possible sites available. On h lots, it is likely that additional testing could find a m r of potential sites, allowing additional flexibility in u placement. In each case, drainfield sites have been designed to meet e inimum 20' setback f rom property lines, and 75' setbacks r m designated wetlands. n the majority of lots, extreme cantion must be taken d i g construction of improvements to the property. Road c is ruction will take place within 50' of tested drainfield s ' e on at least 6 of 17 lots, and on 2 lots the sites are r a ively near the area proposed to be graded to provide a d e ion basin. I would recommend that each lot have drainfield s e protected by snow fence totally surrounding the drainfield s e at a distance 20' from the boundaries of each drainfield s t m. Additionally, when road construction plans are s m' ted, I would like to review them to determine where road c t w uld have a potential impact on drainfield sites. S - t of 34 drainfield sites tested, 29 require mound systems an 15 ould allow a trench-type system. Each lot has primary and al r ate sites designated. It would not be surprising if as ma 20 of the sites ultimately wil 1 have to be re-tested due to h buyer's preference for house sites near or conflicting wi d ainfields. Some lots are extremely limited for potential dr 'nf eld sites, others provide a degree of f lexibility in house pl em nt.
