REGARDING LANDSCAPE PERNIITS AND SURVEY
REQUIREMENTS
THE CITY COUNCIL OF THE CITY OF ORONO,MINNESOTA ORDAINS:
SECTION 1. City Code Chapter 86, Section 86-66 regarding land alteration permits is hereby
amended as follows:
Sec. 86-66. —Required
�Permits Rec�uired.
It is unlawful for any person#o erect, construct, enlarge, alter, repair, move, improve,
remove, convert, or demolish any building or structure, or any part or portion, including
but not limited to the general constrvction, plumbing, wate��on-site sewage
treatment system, wood stoves and fireplaces,ventilating, heating or air conditioning
systems, or cause such worlc to be done, without firsf obtaining a separate buiiding, siqn,
or general permit for each such building, structure or separate camponent from the city.
�Zonin� Permit for Land Alteration.
A land alteration and hardcover plan shall be submitted with the survey or site nlan and
incQrporated as part of the buildina oermit approval�includin4 the name of the individual
qertormina the woric. If no buildinq aermit is necessarv, a separate zoning AeRnit
apalication for hardcover and/or land alteration shall be submitted bv the individual
aerformina the work prior to conductinQ anv land alteration oc hardcover installations on
a aronertv, includin�saradinp, patios and retainin�walls. The zonina permit shall be
reviewed and apqroved bv the citv prior to issuance.
SECTION 2. City Code Chapter 86, Section 86-68 regarding survey requirements is hereby

(a} The application for a construction permit or land alteration permit shall include such
information as may be requirBd by the city, which may vary between types of construc�iion
projects.

as-buil# sUrvey shall oe�tify the flnal topography of the site; verify drainage pattems;

event that weather or a4her conditians pr�event the completlon of an as-built survey at

We received a building permit application for deck. Staff conducted a preliminary review based on the information
provided and recommends the following items be submitted or revised in order for your application to be considered
complete and for the plan review to continue:
1. Certificate of Survey.
• A site plan was submitted. The site plan does not show the septic line which appears to exit the
house under the porch and potentially the deck. Please have the septic line and tanks shown on the
site plan.
• The site plan did not show the drainage easement on the property. Upon further review of our
maps, it appears a wetland extends along the northwest line of your property.
2. Wetlands. Based on our available information, it appears there is a wetland within the subject property.
This wetland appears to be located within 150 feet of the proposed project. Because Orono City Code
requires a 35-foot setback from any wetland for structures or hardcover,the location of the wetland must be
indicate n the survey. Setbacks must be verified with wetland delineation information.
Leve12 Delineation is required.
A Level 2 delineation shall include the exact surveved boundarv of the wetland shown on the
certificate of survey.
3. Escrow & Escrow Agreement. Permits involving grading and/or review by the City's engineer require
submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement
to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will
guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required
escrow amount for this project is $700. The escrow agreement is enclosed. The property owner must sign
the escrow agreement and submit a check for$700.
4. Separate City Permits Required for:
a. Zoning Permit. Prior to the commencement of � exterior/landscaping improvements, i.e. patios,
grading, sidewalks, retaining walls, etc., not currently shown on the site plan/survey requires a Zoning
Permit application be submitted and approved.

Your project may trigger the Minnehaha Creek Watershed District's (MCWD) permitting requirements; please contact
the MCWD directly at 952-471-0590 regarding your project. Please note, the City of Orono will not issue a buiiding
permit without a copy of MCWD permits or documentation from the MCWD stating the proposed project does not
trigger any of their permitting requirements. The above information is required in order for the plan review to

Adam,
The property owner,Juan Cristiani, stopped in a couple of weeks ago and spoke to Jeremy and I about a proposed deck
at the above address. Since there is not a recent survey in the file,we told him we were not sure if an updated survey
prior to the project would be required or just an as-built.
On 5-12-2015 Mr.Cristiani submitted an application. Loren from Metro West has some concerns about the septic line
and the footings of the proposed deck. See Loren's memo.
The septic sites are shown on the site plan, but not the pipe and tanks, see septic as-built. I am wondering if the site
plan that was submitted will suffice? Or does it need additional detail? Will this project require an as-built survey?
