RE: Preliminary Plat Requirements
Mr. &Mrs. Kroll:
Recently you visited our office regarding your request for continued extension of the preliminary
subdivision approval granted in 2008. As we discussed, the City Council has amended the rules governing
approval extensions, limiting extensions to no more than 3-years following approval. What this means for
your applications (#s 08-3355 and 08-3413) is that because more than 3 years have passed since the
approval date, you must reapply for preliminary plat approval. Below I have outlined the current
application submittal requirements for a preliminary plat approval and pay the associated fees. Please
note the fees quoted are based on the current, 2016 fee schedule and may increase in 2017.
Preliminary Plat Submittal Requirements (copied from the Subdivision Application packet):
1. Application Form.
2. PreliminaryP/atapp/ication fee and escrow—2016 fees include = $i210.00 plus $2,500
escrow&actual engineering review costs(note: A storm water review fee was not
included). This project is considered a Class III subdivision. The Preliminary Plat application fee
is $850 + $30/lot plus a cash escrow of$2,500— unless any public improvements are planned or
required (road, storm water facilities, etc) warranting a larger, $10,000, escrow. There is a $60
per lot fee for the review of on-site septic systems. The City's review of a storm water system is
$250. It is unknown at this time whether any storm water improvements will be required. Please
contact the Minnehaha Creek Watershed District for more information. Please note, all City
consulting engineer and attorney charges incurred relating to application review would be your
responsibility and the bills will be passed through to you.
3. Property owners/ist-See enclosed application packet.
4. Certificate ofSurvey&Legal desciption -see enclosed survey requirements.
5. PreliminaryP/atdrawing—A preliminary plat drawing meeting the minimum requirements (see
enclosed application packet)
6. Conservation Design Plan-A conservation design analysis and plan would need to be submitted
with the preliminary plat application. This Plan will be based on an analysis and report you
submit. The Plan should include protection and or preservation of natural features or valuable
environmental assets on or near the property such as wetlands, areas with high quality
vegetation, etc. The plan should conform to the Conservation Design requirements in City Code.
I've enclosed a copy of City Code Chapter 78, Article XII regarding Conservation Design for your
reference.
7. Landscaping plan—see City Code Section 82-226, enclosed.
8. SepticDesign Plan -A plan for 2, 5-bedroom (minimum) septic systems will be required for each
lot created, including the existing home site.

Final Plat Fees Due:Total City fees due at final plat$48,070 (plus engineering review and legal fee
actual costs):
• Final Piat Application fee(2016 fee schedule): $700
• Storm Water Drainage Trunk Fee(2016 SWDT Fee): The storm water fee schedule was
amended last year. I have attached the revised SWDT fee schedule which reflects a $4,030 per
acre fee with a $7,680 maximum fee per lot cap for a 2 acre district. This results in a total SWDT
fee due at final plat for your property in the amount of$30,720.
• 2016 Park Fee: The subdivision would result in 3 new buildable lots. The new lots would be
subject to the City's park fee of$5,550 each for a total park fee due at final plat in the amount of
$16,650.
If you have further questions I would be happy to meet with you to go over the requirements. I
recommend that you wait to apply for preliminary plat approval untii you are ready to proceed with final
plat to avoid unnecessary fees, etc. Please let me know when you are ready to proceed with your
preliminary plat. I can be reached via email at mcurtisaci.orono.mn.usor by phone at 952.249.4627.
Sincerely,
CITY OF ORONO ,
