Deaz Mr. Hegland:
It has come to the attention of this department that you have recently done siding,roofing and screen
porch work at the above referenced property. This letter is to notify you that a building permit is
required for the work that was done and to require you to submit a permit application with the
required submittals. If this deadline is not met,the City may initiate legal action and make a report
to the State Commerce Department on your non-licensed construction activity. If you have any

Re: Work Without Permit
Dear Mr. Krogness:
Last fall the City became aware of the conshuction of a screen porch and the residing and reroofing
of your home at 605 Stubbs Bay Road in Orono. The requirement for a building permit for this work
was brought to the attention of the contractor that did the work, Robert Hegland. Mr. Hegland
promised to provide a building permit application with the required submittals for City review. As
of this date,the building permit has not been applied for.
Mr.Hegland is an unlicensed contractor and performed the work in violation of State and local laws.
A report will be forwarded to the Minnesota State Commerce Department regarding his activity for
legal action.
Unfortunately, you as the property owner are ultimately responsible for obtaining the permit and
complying with building and zoning codes. The City has established a deadline of May 12, 1997
for submittal of a building permit application along with two sets of building plans and a current
survey showing all improvements and the new porch (see survey requirement sheet in enclosed
building pernut application packet). If this deadline is not meet,the City will initiate legal action.
