Box 66 Crystal Bay, MN 55323 Dear Mr. Weckman: After some study I have found that the problem with my septic system is that the connection between the tank and the drain field has failed. The condition of the drain field is OK and is quite usable. I am in contact with a septic company that will reconnect the tank and the drain field. I expect that will be done within the next four weeks. This will solve the surface drainage you were concerned about and my system will conform as well as most of the drain filed systems in Orono and better than some. Also, as far as I can ascertain, I am not causing any ecological problem or environmental harm. I have 7 1/2 acres and no run off problem. Your main concern was that flies could be a problem. We have no fly problem. However, Orono does allow uses like horse farms, stables, kennels and just pets for that matter that would have far more potential for fly and health problems. I don't believe it is fair to single out and harass individuals before you deal with your larger problems. It is easier, however. Box 66 Orono, MN 55356 Crystal Bay, MN 55323-0066 July 18, 1994 Mr. Steven Krogness 605 Stubbs Bay Road North Maple Plain, Minnesota 55359 Dear Mr. Krogness: The purpose of this letter is to confirm the results of our July 12, 1994 inspection of your septic system. Duane Ritter excavated the septic system beginning at the area where discharge was evidenced revealing a chunk of clay sewer line completely plugged with sewage solids. This pipe crumpled into pieces from contact with a hand shovel. Further excavation revealed a transit pipe in good condition beyond this section, however the line ended at this point and an area was excavated approximately 10' in diameter and no evidence of a drainfield area was observed. The soil excavated in this area was original, indicating that the system never had a drainf'ield. Based on the site inspection, no repair of the existing system can be made which will relieve the surface discharge problem that is currently being experienced. A system repair would only be effective if the drainfield line was plugged, but drainfield trenches were available and in adequate condition to receive the sewage output from the home. As no drainfield is available, a new system must be installed. Site evaluation and septic system design have been completed and approved by the City for installation. Other sites may be available on your property which meet City and State code if the cunent design is not satisfactory for you. In order to insure that repairs will be completed in a timely fashion, the following repair tune line must be met. Soil testing and septic system design must be submitted by August 1, 1994 for approval. Once the plan is approved, several bids should be obtained and a permit must be issued to the contractor of your choice by September 1, 1994. If there are any questions or problems that arise during the repair procedure, please contact me at the City offices as soon as possible to prevent legal complications. A recent deadline of September 1, 1991 was extended to reinspect the property for any drainfield area which could be reconnected to the existing system. Steve Schirmers of S-P Testing performed several soil borings to identify any fill soils which may be the result of trench excavation. No evidence of disturbed soil was observed. An earlier site investigation by Duane Ritter also failed to identify a drainfield. Based on the site inspections, no repair to the existing system could be made to eliminate the surface discharge and a new system must be installed. As this system is discharging to the surface and all site evaluation system design have been completed, a permit must be issued to the contractor of your choice by September 30, 1994 with the work completed no later than October 31, 1994. Failure to meet these repair deadlines will result in legal action by the City. Please contact me at the City offices if there are any questions.
