1025 Spring Hill Road
On February 11, 2016 the City received a building permit application for an in-ground swimming pool. Staff conducted a
preliminary review based on the information provided and recommends the following items be submitted or revised in order
for your application to be considered complete and for the plan review to continue:
1. Certificate of Survey. One copy of a survey dated 9-10-15 was submitted with the pool permit application. City
records show a survey dated 11-17-15 was submitted for additions to the home,however the pool size on the survey
dated 11-17-15 does not match the proposed pool size shown on the pool permit application. Please provide
clarification and two copies of the most accurate and current certificate of survey which meets all of the City's survey
standards(enclosed). Please note,our engineer has not reviewed the survey,so additional engineering comments
may be forthcoming.
2. I.andscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all the
proposed exterior/landscaping improvements, i.e. patios,grading,sidewalks, retaining walls, etc. The plan should
include the name of the individual performing the work. The landscape plan should match what is shown on the
survey.
3. Escrow&Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of
an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-
of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with
City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is
$2,500. Attached is an updated escrow agreement combining the proposed pool with the additional/remodel
project. The property owner must sign the escrow agreement and return. No additional escrow money is required
at this time.
4. Minnehaha Creek Watershed District(MCWD). Your project may trigger the Minnehaha Creek Watershed District's
(MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding your project.
Please note,the City of Orono will not issue a building permit without a copy of the MCWD permit or documentation
stating the proposed project does not trigger any of their permitting requirements.

Christine and I have been reviewing the permit for the proposed pool at 1025 Spring Hill Road. The plan as submitted
cannot be approved as it shows the pool encroaching lakeward of the average lakeshore setback and the 100 foot
setback from the lake (required for properties with septic systems). I've attached the variance-approved plan for the
property and the plan you submitted for permit as a visual.
Please call me or schedule a time to stop in to discuss the options if you'd like. If you are considering the variance option
the next deadline is May 18"' at noon (for meetings on June 20 &July 11).

I started my review of the pool for 1025 Springhill Road and there is not going to be sanitary sewer installed for this site
or the other homes on this street at this time. I will not be able to issue a permit for the swimming pool until we have a
viable septic design and a permit for the installation of the new septic as required by City of Orono Code Sec. 58-47. If
the contractor(Prestige Pools)or the owner have any question please have them get a hold of ine. If you like I can call
Prestige Pools if this would help.

On June 12. 1990, the su ce drainage test w s conducted on a Cover-Pool safety

track system. The pool d nsfons were 14.17' ax.5'. The surface dralnage test was
conducted In accardance AS'�M ES 19 sect an 9.3. Wafer was applied evenly at
a rate of 11.7 gpm per 9000 sq, ft, A amall s�m pump, wfth dfschar�ge capacJty ot 20
gpm� was ptaced at ane en of the satety cove with the discharge hosc3 snaktng the
(ength of the p�ol, on top of e s�fety cover, a d�scttarging at the opposite end irom
the �ump, The water was a p((ed for 30 minut with the pump on and fn place. The
water wa� then shut aff and e pump was aqow to run for an addittonal 30 minutes.

minutes atter placing 77m upon the satety ver, an unsafs amount of watec as
