Dear Melanie:
We have reviewed the plans for the proposed new home construction at 465 Spring Hill Road.
The plans are dated 7-20-10. We have the following comments with regards to engineering
matters:
• It appears that the proposed retaining wall in the back of the house is approximately 5
feet high in areas. Engineered design and details should be submitted for review and
approval for all retaining walls over four in height, and for all tiered walls with a
separation of less than two times the wall height.
• The plans should show a proposed driveway culvert at Spring Hill Road to maintain the
existing ditch drainage.
• The plans should note any driveway removal and restoration work located within the
existing easement at 445 Spring Hill Road.
• The plans must show existing contours at least 50 feet on to the surrounding properties.
• This project will disturb more than one acre and require a MPCA NPDES permit.
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) must be
submitted. A $4000 sediment and erosion control financial security should be required of
the owner for this permit.

matters:
• The plans address previous engineering concerns and appear acceptable. The following
two items are reminders from previous comments that must be obtained prior to grading
activities.
• This project will disturb more than one acre and require a MPCA NPDES permit.
• This project will disturb more than 100 CY of material. Sediment and erosion control
information meeting the requirements of Orono's City Code 79-7(c)(2) has been
submitted. A$4000 sediment and erosion control financial security should be required of
the owner for this permit.

This letter assumes that the exiting pool is not reused. Kyle had a meeting last Thursday to discuss this with the project
team and owner. I haven't heard if anything was decided, but this letter would let them know that the current plan is
acceptable if they were to move forward with that.
