Re: 000139-06000-0 Orono: 60 Smith Avenue Retaining Wall
Remarks:
At your request, I have inspected the retaining wall at the above mentioned residence. The wall is partially
constructed. The blocks are 2 feet high by 6 feet wide by 2 feet deep and the wall is_36 feet long. The slope in
front of the wall is approximately 2H:1V, and there is level ground behind the wall. The wall is leaning towards
the bottom of the hill and the blocks do not appear to fit together well.
1. There is no grading or wall plan. It appears there is no design for the wall. Provide a retaining wall plan and
design signed by a professional engineer.
a. The design should address assumptions, safety factors, block characteristics, and any wall
reinforcement that may be necessary.
2. The wall section does not have the following components, and should be reconstructed using the following:
a. Provide a foundation (compacted bedding aggregate or concrete) for the wall and proper wall
embedment.
b. Provide a positive block setback for the correct wall batter.
c. Provide well draining backfill behind the wall.
d. Provide drainage aggregate at the back face of the wall and positive drainage away from the wall.

TJ,here is the inspection document from the engineer at Bonestroo. If the wall is to be left
at its euistin9 height,any height above four feet,then a wall plan and design will need to be
submitted by a professional enginesr and address the concems in the memo. Regardless of
how high the wall is it will need to conform to item (2) ai! of the memo. H your excava�r
told you that he knew what he was doing, 1 might be having a talk with him. The items
listed by Bonestroo are fairly basic construction practices.
Please let ms know as soon as you can as to which avenue your going to take. Either
option you will still need to provide the site plan and perm�t as previously discussed. My

Please forward a set of plans to the watershed district. Our offices are located at 18202
Minnetonka Blvd, Deephaven, MN 55391.
Once we have an idea of where the wall is relative to the "pond" we can make an
assessment. More t_han likelv if there are no proposed impacts to wetlands a permit will
not be needed. �

Likelt� not much of an issue for MCWD as long as the construction is not in close proximity
to the wetland. I've forwarded your request to the appropriate people in our office for
an official response. They will most likely request a set of plans/drawinas to evaluate
and issue official comment.

needs your approval.
There is a pond 70 yards away from the backyard. This is why they suggested I contact you.
The reason I would like to build the retaining wall is to hold dirt above the pond in
place, and to prevent the hillside from eroding downward, as it has been from the rains
this spring.
After the sewer connection was made necessary by the city last fall before the snow fe11,
their was quite a mess made. In attempt to clean up the mess this spring, the city
contacted me, instructing that a permit was needed for a wall greater than 4 feet.

I have review �he location of the proposed wali in relation to the wetlands at the xear of
your property and adjoining properties. It does not appear that any impacts are proposed
with this construction activity.
Also, unless you are disturbing over 50 cubic yards or 5, 000 square Feet of soil a permit
wiil not be requ�xed for this project.
