The purpose of this memo is to explain the reasons for the rejection. Soil borings by Mr. Koch indicate that the trench system he has designed will not maintain the required three foot vertical separation between the bottom of the distribution area and limiting soil characteristic identified by soil mottling as described in MPCA Rules Chapter 7080.0060. Based on this encroachment to the seasonally high water table, the system design is non-conforming by City of Orono and MPCA standards. The proposed drainfield site is also severely limited by a 14$ slope. The site is located on a lower area of the property which would receive a large amount of drainage. The septic report does indicate that other drainfield sites are available. Based on past inspections on this property, other sites appear to be available that would be less limited by slope and would be more suitable for a mound. Therefore, I recommend that further site evaluation be performed to locate a more suitable drainfield site. Each septic system is inspected every other year in order to determine system conformity, tank condition, drainfield condition, limiting site factors, and gotential for system failure. The inspection report will include a determination of the system's conformity based on current Minnesota Pollution Control Agency (MPCA) regulations and City of Orono Municipal Codes, request maintenance, if necessary, or require septic system repair or replacement when the system is not functioning properly. Your septic system was inspected May 8, 1992 at which time the drainfield was observed discharging effluen�t to the surface and' a notice was sent requiring septic system repair or replacement within ninety ( 90 ) days of this inspection. Since then, two additional notices dated June 5 and July 2, 1992 have been sent as a reminder of the required septic system repair. Several telephone contacts have also been made to clarify any questions regarding the procedure for the septic system repair. A site evaluation/system design was rejected on August 21, 1992 as it does not meet MPCA regulations and Orono Municipal Codes. A letter was sent August 21, 1992 requesting additiona 1 site evaluation/system design information for a conforming replacement system. At this time, no new information has been submitted to the City and we have received no indication that the information is forthcoming. The deadline for the required septic system repair has been extended one month in order to give you adequate time to initiate septic system repair. We still have not received additiona I site evaluation/system design for the septic system repair/replacement. We have been very patient in allowing an extension and no progress has been made yet to repair the system. An additional fifteen days will be provided for you to retain a licensed site evaluator system designer so that the septic repair replacement can be made. The site evaluator/system designer may be any person of your choice who is in the business of site evaluation and septic system design and can meet the following requirements: Site evaluators/system designers must be licensed by the City of Orono according to Municipal Code Section 5.38. Licensure requires a license fee be paid to the City, a current Individual Sewage Treatment Systems Site Evaluator and Systems Design Certificate issued by the Minnesota Pollution Control Agency and approval by the City Council. A formal complaint will be filed on October 2nd if a licensed site evaluator/system designer is not retained by the owner on or before October 1, 1992. Confirmation may be made in writing or verbally from the contractor. We will continue to work with you and assist in any way possible. Please contact me at the City offices if you have any questions. Dear Mr. Hanning: I have received your letter dated September 28, 1992 regarding the modif ications you have made in order to repair your septic system. By disconnecting the water softner and filling around the distribution box, the septic system may function better for " some period of time, however staff does not believe this to be an adequate long-term solution. Therefore, the system Wiii be inspected more frequently to assure that surfacing does not reoccur. The system was inspected on October 21, 1992 at which time the drainfield appeared to be moist although not surfacing. If the septic system is £ound to be surfacing, the septic system must be replaced within 90 days of the inspection. The soil testing results from last summer indicated that a mound system would be required which will preclude the installation of additional trenches to the existing system �see file). As the system repairs are not anticipated to be a long-term solution, please be prepared to replace this system. Please contact me at the City offices if there are any questions.
