GEIV�RAI, INSTRUCTIONS
1. Applications for septic system permits may be mailed or submitted in person at the City
Offices; however, permits will not be mailed out. The permit must be picked up in
person at the Ciry Offices and work must not begin unless the permit card is on the job
site.
2. Permits will be issued only to contractors holding a City of Orono Septic System
Installers License.
3. All work must be done in accordance with the approved septic system design. Design
reports are not considered approved unless accompanied by the "City of Orono Septic
Sy'stem AoDT_'Oval" cover sheet signed by the City Inspector.
4. The following inspections will be required for all septic systems:
A. Pre-installation site inspection to include inspector, installer, and general contractor.
B. Tank installation prior to covering.
C. Drainfield trench installation prior to c,overing. For mounds, inspection is required
after rough-up but prior to sand placement (sand will be jar tested for silt coritent),
and again during pressure distribution piping installation in the rock bed.
D. Final inspection to verify proper final cover depths and to verify that all pump station
(where required) cornponents are functional and comply with codes.
5. Individual holding MPCA Installer Certificate shall be present during inspections. A 24-
hour ❑otice is required for all inspections.

We were retained by Mr. ,Idcobs�n to prcivide c:ritet'ia fo.r the desi�n ar�d i�stalldtion�f dn
individual sanitary sewage treatment system to handle the sewage flow generated by water-use
appliances within a single farnily dwelli�ig with 2 bedraoms(1 present and t possible future).
PROCEDURE
A total of four(4) soil percolation tests �vere performed on iv1ay 17, 1995 in areas to the south of
the existing house.
In addition , four(�) soil boring's 4vere drilled �vith a 2" i.d.x 3 l;�" o.d. Hand auger to check for
the position oti the grc�und water tabie and to identiFy the underiying soil type;s. Lacation af tests
and boring's are shown on the site plan.
The percolation tests ih°er� performLd i�� accordance i��ith th� provisions of"Minnesota Follution
Control Agency Rules and Standards Chapter 7U80". The percc�(ation test ho(es were driiled to a
alternate mound de�tii of 12 inches with a 5" i.d. x G" o.d. auger. Two if�ches of pea gravei w�ere
placed in the bottom of each hole to prevent scaring. Water«�as ther. added to the test holes and
replenished as necessary, rnaintaining a saturation. After more than lb hours each holc �vas
refll(ed to a 12-inch head of water over the bottom, and the percotation tests commenced.

Considerin�;the soil data and minimum design requirements of the Septic System Qrdir�ance, our
proposal is as fol}ows:
Construct a Mound System based on an estimated water usage of 3Q0 gallons per day.

A 2 inch discharge pipe frozn the pump to end of the mound area shall be tnstatled prior to soil
surface preparation. If this supply line is less than 3.5 feet deep it must be insulated to the
equivalent of 3.5 feet. The trench e�cavated to install the discharge pipe shall be carefuity
backfilled and compacted to prevent seepage of ef�luent.
The total area s�1�Gte� for the mc�unci, incltading thZt t�nci�r th�clike�, �h�til b� m���hen�� in orcl�r
to thcr�ughly break up any existing sod iayers and ta �ravidc;a su;tah�c transition zanc between
the original soil and the sand layer oF the mound. The area st�all be roug}�ened only wt�er� the
moisture content of the soil 8 inches below the surFac�e. is drier than the ptastic ii�nit. The ptastic
limit is the soil moisturc content bciow�vhich the soil may be manipulated for purposes of
instalting a soii treatmeriE system, a►�u above which r��ani�uiatiori will cause cotn�iactiu�► and
puddling. Surface preparation or scarification wil! he performed�vith a back-hoe bucket. There
shall be no dead furraw in the mound construction area.
Mound construction shatl proceed immediately after surface prepa.ration is completed. Every
effort should be taken to prevent rain from falling on the prepared sof l surface.

An alarm device shall be instalied to�varn of pump fai�ure. The dosing chamber will be sizec� for
a minimum of 2 days of restricted use due to amaunt of daily use.

conditions likely will not oc;cur at the same time in a septic ta�ilc, but

IN THE SEPTIC TANK
To deternune scucn accumulation, use a three-inch square piece of
wood attached to the bottom of a long stick. Push the measuring
device through the scum layer into tl�e liquid layer. If the stick is
carefully moved down and up, resistance on the"foot"should locate
the bottom of the scum layer. Equipment is also commercially avail-
able to measure scum and sludge accumulations.
Mark the stick at a conveiiient reference point when you feel the
bottom of tlie scum layer. .With the same stick, locate the bottorn of
the oudet baffle. Determine the distance between the bottom of the
scum layer and the bottom of the outlet baffle by measuring the dis-
_ tance between the mazks on the stick.
