MEMORANDUM TO: MAYOR AND COUNCIL MEMBERS FROM: ORONO MANAGEMENT TEAM SUBJECT: INFORMATION UPDATE DATE: APRIL 19, 2013 Information Update—04/19/13 • The City has received notification from the State that we are in compliance with the Local Government Pay Equity Act. The notification letter and test results are attached. • Attached are the results of the survey regarding Future Task Prioritization that was discussed at the joint Work Session on April 3. A point system was used to calculate the relative priorities with High = 3 points, Medium = 2 points, and Low = 1 point. The results were fairly consistent between the PC and Council votes. Highest priority was placed on the two ordinance review processes we are currently working on —Accessory Structures and Wetlands. Tied for second highest priority were the Navarre Mixed Use ordinance and Stormwater & Drainage Trunk Fees. Coming in 3rd was the Average Lakeshore Setback ordinance review, followed closely by the Park definitions review. Please feel free to contact Mike if you have any questions. • Attached is the meeting record from the CSAH 112 TAC meeting on April 10, 2013. • Hennepin County has provided the attached notice of their 5 year Capital Improvement Program. In 2015, they will spend $900,000 to replace "Boy Scout" Bridge on Tonkawa Rd, north of County Road 51. In 2016, they will spend $500,000 to replace the bridge on Brown Road over Long Lake Creek, south of Fox Street. In 2017 and beyond, they will reconstruct CSAH 112 (Turnback of Highway 12) from County Road 6 to Wayzata Boulevard. • Minnehaha Creek Watershed District has provided the attached notice of the Milfoil Weevil Study that will take place this summer in Veterans Cove along Big Island. • Attached are recent comments received regarding Navarre from Bill Koch, Dave Rahn, and Bill Wolfe. Also attached is a 2002 memo by Officer Bruce Anderson with background on the Navarre crosswalk. • Last Saturday Mayor McMillan attended a meeting at the Westonka Historical Society with the mayors of Mound, Spring Park and Minnetrista. The historical society is seeking an annual contribution from the area cities to fund operating expenses. The mayors cautioned the Society that cities cannot make outright donations to various organizations. Funding should only be done as a contract for services, outlining the public good in such expenditures. The mayors suggested the Westonka Historical Society could consider demonstrating such a need and send this information on to the city administrators. The cities can then review the request when budget talks begin. • Attached ice-out chart for Lake Minnetonka. • Public Works removed the plywood and broken door at Orono Golf Course and installed a new door. • 42 total citations were issued in the Police Department for the week of April 8-April 14. The 1st quarter 2012 amounts have been corrected. • The Annual Spring Clean-Up Day is tomorrow, April 27 from 8am — 2pm. • Many changes have taken place at the golf course over the last couple of weeks. There is a new door, the interior spaces have been repainted, there is a new TV with the old TV being removed, and over two truckloads of stuff was removed from the clubhouse and will be included in the Spring Clean-up tomorrow! • 38 total citations were issued in the Police Department for the week of April 15-April 21. It was well attended and there was a constant stream of residents all day. We were able to dispose of: • 600 lbs (0.30 Ton) - Batteries • 23,000 lbs (11.5 Ton) —Steel • 1520 lbs (0.76ton) —Tires • 18,440 lbs (9.22 ton) —Construction materials • 17,840 lbs (8.92 ton)—Trash • 4,000 Lbs (2.0 ton) - Appliances • 12,000 Lbs (6 ton) — Electronics • The Cities of Medina and Orono held a joint neighborhood meeting for residents on Willowbrook Drive to discuss the upcoming mill and overlay project on Wednesday, May 1. Only one resident attended, but we were able to answer all his questions. Medina is special assessing their residents and will be holding a Public Improvement Hearing/Special Assessment Hearing on May 21, 2013 at the Medina City Council meeting. • The Orono Golf Course opened on Thursday, May 2, 2012. • The Step To It Challenge started on May 15`, to date there are 51 people who are participating in this year's challenge. A few of the participants that signed up immediately received a Pedometer (supplies were limited) and all participants received Twins T-Shirts. Weekly drawings will be held each week for a chance to win Twins Tickets. Additionally, the Report will be downloaded on the LMCD's website at www.lmcd.org, under, "Pamphlets and Reports." • The LMCC is meeting on May 21, 2013 and attached are the cover letter, agenda and April 2013 meeting minutes. • Public Works was notified of a water main break on Wednesday in front of a driveway on Walters Port. The repairs on the break were completed by Wednesday evening. • Public Works is done flushing all the water hydrants in Orono. • City Hall summer hours will start Monday, May 20th and continue through August 30th. Summer hours are Mondays—Thursdays 7:30 am —5:00 pm and Fridays 7:30— 11:30 am. • Now you can recycle your empty milk cartons,juice boxes, soup, broth, and wine cartons. Cartons are made mainly from paper, and that paper can be recycled into new products. CD Date: 22 May 2013 To: Mayor McMillan Council Members Jessica Loftus, City Administrator Vt >From: Melanie Curtis, Planning&Zoning Coordinator tv Subject: Zoning Inquiries The Council may be aware that Dr. Michael Ebertz contacted planning staff recently inquiring about the vacant commercial property at 2745 Kelley Pkwy—the lot east of the medical building. He may have contacted some or all of the members of the City Council. He wanted to gain an understanding of the level of support he might receive regarding an application to amend the code to allow a school/daycare use in the B-6 Highway Commercial District where that use is not allowed. We receive inquiries about how properties can be used quite frequently. When the proposed use isn't allowed within that district the applicant often seeks guidance from staff on how they might go about changing the zoning/use. Our normal response is to provide the applicant with information about the application process and try to help them understand the City's perspective on the issue. Unless the Council has voiced strong feelings in one way or another on a subject, staff usually advises the applicant to make the application and go through the process. When the applicant learns of the application requirements, a common response is'how can I get this in front of the Council to test the waters without spending money or time?'. We hesitate before suggesting they could contact individual Council members, but of course they have that option whether or not it is brought up by staff, and often it's the applicant who makes the suggestion. We know it is difficult for a Councilmember to respond immediately on any issue without having some of the basic background. Staff acknowledges that it can be uncomfortable to try to provide direction to a resident when put on the spot. We wanted to review this particular topic with the Council and discuss whether Council would like staff to address similar requests differently in the future. Staff welcomes the opportunity to provide information to the Council (via an email, etc) at your request before you respond to any individual in detail. We receive so many of these types of inquiries that it is impossible for us to determine who will contact Council, and we want to avoid flooding you with information on every inquiry.
