Boz 66 Orono, MN 55356 Crystal Bay, MN 55323•0066 November 19, 2007 Dear Onsite Septic System Owners: The Orono City Council has adopted new regulations intended to ensure that non- compliant septic systems aze repaired or replaced in a timely manner. As a result of Orono's comprehensive septic system program, many subsurface sewage treatment systems (SSTS)have been deemed to be non-compliant and in need of replacement. In the defined Shoreland Management Areas, owners of non-complaint SSTS have a December 31, 2007 deadline to bring their systems into compliance (December 31,2010 for non-shoreland areas). The Council recognized that many homeowners who were notified of these deadlines, as much as 10-12 years ago, have not taken the necessary steps to upgrade their SSTS. Under the new ordinance, after the defined deadline date all non-complaint systems must be brought into compliance whenever a building permit is required for any improvements to the home or property. Home maintenance items are exempt, such as painting, furnace or water heater replacement. In addition, formal compliance inspections, in accordance with Minnesota Rules Chapter 7080 will now be required any time a home is sold. These inspections must be performed by a State of Minnesota Licensed Inspector or Designer One. The State of Minnesota has spelled out the criteria for this type of inspection and the required form that must be filled out. The Inspector or Designer One must file a copy of the inspection form with the city within 30 days of the inspection. The SSTS that aze found to be non-complaint must be brought up to code at the time of property transfer. Provisions can be made for transfer during winter conditions. A list of Licensed Inspectors or Designer Ones can be found at the following website, www.uca.state.mn.us/prorams/ists/ists xls. Since they are state licensed you may contact anyone/company on the list regardless of county listed. If you have further questions regarding this matter, please feel free to call me at 952-249-4600. Sincerely lCi ,-.✓ Willie Gibbs R.S. . SSTS Manager Telephone(952)249-4600 • Fax(952)249-461b www.ci.orono.mn.us Septic System Upgrade Deadline is Approaching Here's a friendly reminder to all Orono property owners with non-compliant onsite septic systems. Beginning in the mid-1990s the City began to identify those septic systems that made use of trench drainfields, a majority of which do not maintain the minimum required vertical separation above seasonal water tables. Each existing system was subjected to soil borings to determine the seasonal water table depth. When a system was identified as non-compliant,the owner was notified of the need to bring the system into compliance and given several years to complete the upgrade. The deadlines to upgrade were divided into whether or not the property was in the Shoreland District(within 1000' of a lake, or within 300' of a protected tributary stream). Properties in the Shoreland District were given until December 31, 2007 to become compliant. Properties outside the Shoreland area with non-compliant systems were allowed until December 31, 2010 to confoim to the septic code. Don't wait until the last minute! The City is strongly recommending that property owners not wait until the deadline arrives to bring their systems into compliance. The process to upgrade your septic system can be quite lengthy. The first step in the process is to hire a site evaluator& designer to determine what type of system is required and provide the blueprint for the system installation. The property owner must then contract with a septic system installer to have the system constructed. The installation of septic systems is very weather depenclent, especially for niound systems, which can onTy be installed when the ground is relatively dry, i.e. typically June thru September. Contractors' schedules fill up quickly, so it's important to start your planning and design process now to ensure a timely installation. The period of time from deciding to update your septic system to the actual installation can easily exceed three to four months or more. Please contact the Building and Zoning Department at (952-249- 4600) with any questions you may have about bringing your septic system into compliance. For a list of licensed designers and installers you may go to ww.ci.orono.mn.us, click on City Departments, click on Septic, then click on the link to www.pca.state.mn.us/programs.
