The following items inust be subinitted in order to make your application complete so that plan review inay continue: 1. Certificate of Survey. Provide complete information as indicated on the attached sheet entitled "Survey Requirements For All Residential Construction". Confirm the dry buildable (non-wetland) area of the property in square feet. 2. Wetland delineation report. Miiuiehaha Creek Watershed District maps indicate potential areas of wetland within the property. You must have the wetlands delineated by a wetland professional and show their boundaries on the Certificate of Survey. 3. Grading and drainage plan. Due to relatively flat topography, plan must indicate existing and proposed contours to confirm appropriate site drainage and allow verification of building height limit compliance. 4. �-Iennepin County Driveway Aecess Permit. All surveys shall be certified by a Minnesota Registered Land Surveyor. Civil engineers may certify topographic surveys. 2. A certified land survey shall indicate that permanent iron monuments are in place at each lot corner. 3. Offset stakes shall also be placed on each side lot line indicating front and rear building lines. In the event the distance to the side line is greater than 30 feet,stakes shall be placed on the front and rear building lines a distance not to exceed 30 feet from the building side lines. 4. Primary and altemate drainfield area corners shall be staked per septic design. Line stakes shall be placed on the nearest affected lot lines. 5. Indicate all proposed buildings with dimensions of each building and reference dimensions measured perpendicular from the front,side and rear lot lines to the nearest point of each building. 6. Indicate the location of all exisring and proposed decks,porches, driveways,curb cuts, and other accessory structures. 7. Indicate the total lot area in square feet. 8. Indicate elevations to sea level datum of the top of curb or,if no curb,the edge of the pavement of the street at points where the side lot lines of the property intersect said street. 9. Indicate proposed elevations to sea level datum of the top of foundation,garage floor and the lowest most floor. 10. Indicate proposed elevations to sea level datum of proposed and existing grade at each corner of the proposed buildings. 11. Indicate existing and proposed elevations to sea level datum of grade at each property comer. 12. Indicate location and elevation of any structures on adjacent properties within 30'of lot lines. For lakeshore lots,the principal structure on each adjacent lakeshore lot must be shown. 13. Indicate all existing easements,drainageways and wetlands within the property and within 30'of the property. 14. Indicate with arrows the direction of proposed surface drainage. Topographic surveys including countours 50' outside of lot lines are required on all lakeshore lots. (A hardcover survey and calculations will be required for all Lakeshore Residential zones when the property is within 1,000'of lakeshore.) 15. For property adjacent to lakes, ponds, streams or wetlands, indicate the established high water elevation as approved by the City Engineer. The lowest floor elevation shall be no less than one(1) foot above the regional flood elevation. We find that there are a number of specific issues related to building height and grading which must be resolved: 1. The proposed house has a defined height of 33.25' where only a 30' defined building height is allowed. Building height is measured from the highest pre-existing grade abutting the proposed house(determined from your survey to be 1032.5')to the average height of the highest gable (determined from your building plans to be 1065.75'). Attached is a copy of our analysis of building height. This issue might be resolved by a variety of inethods which may or may not be appropriate for this site: - set the house deeper into the ground(water table may be a limiting factor); or -reduce the roof pitches significantly("average of highest gable"would have to be reduced by 3.25', i.e. the peak height would have to be lowered by 6.5'); or - other design revisions or a combination of the above 2. The proposed house, based on the submitted grading plan, is defined as a three-story residence where City code only allows 2-1/2 stories. The basement level is defined as a story . because less than 50%of its perimeter(exclusive of the garage which is unexcavated) is at least 6 feet below final grade. By our analysis (attached) only 63' of the 178' basement perimeter is covered to a depth of 6' or more. An additional 26' of perimeter must be covered to a depth of at least 6 feet in order for the lower level to be considered as a basement in order to not be a 3-story home. Orono Zoning Code requires a conditional use permit for amounts of fill in excess of 500 cubic yards associated with home construction. Please have your surveyor confirm the volume of fill proposed with this grading plan. The conditional use permit process typically takes 6-8 weeks after application is submitted.
