Schedule a minimum of one hour for the framing inspection. Erosion control mechanisms must be installed and inspected by the City prior to any land disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to inspection. Double silt fence must be provided for any work within 50' of a wetland. Erosion control shall be installed and maintained throughout the entire project and must remain until vegetation has been established. A haul route shall be submitted to the City Engineer for approval and inspection prior to commencement of hauling from the site. Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. We have reviewed the survey provided and need the survey updated to show the top f foundation elevation which is currently NOT shown on the survey. Please have the surveyor call out the top of foundation elevation as well as show the point or spot where the top of foundation elevation it is in reference to and provide two copies of the updated survey for our review. Please note, we expect the top of foundation location to be consistent when submitting the foundation as-built. A copy of the City's survey standards is enclosed. 2. Building Plans. Please provide clarification on the following: V a. There appears to be a big elevation change from the service door that exits the garage. Provide information on how this transition will be addressed, i.e.stairs,grading, etc. b. Provide information on what is be proposed outside the lower level 'exercise room'sliding door, i.e. a landing or patio under the deck? 3. Landscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all the proposed exterior/landscaping improvements, i.e. patios,grading,sidewalks, retaining walls,etc. The plan should include the name of the individual performing the work. Any proposed patios, grading, sidewalks, retaining walls shown on the landscape plan should also be reflected on the survey. 4. Hardcover Calculations. The property is located in Tier 1 of the Stormwater Quality Overlay District. The hardcover calculations provided were based on the entire lot area. Minnehaha Creek Watershed District (MCWD). It appears the MCWD issued a conditional permit based on declarations being recorded. Please follow up with the MCWD to obtain your final approval. A copy of the permit and declaration amendment is attached and hard copies will be sent to you in the mail.To have it recorded bring two copies of the amendment to Hennepin County and have them stamp the extra copy which you can then scan and email to me. Wetland buffer signs may be purchased at our office for$2/sign and should be mounted on metal fence posts. Let me know if you have any questions. Introduction The intent of this report is to present our results to the client in the same logical sequence that led us to arrive at the opinions and recommendations expressed. Since our services must often be completed before the design, assumptions are sometimes needed to prepare a proper evaluation and to analyze the data. A complete and thorough review of this entire document, including the assumptions and the appendices, should be undertaken immediately upon receipt. A.1. Purpose This report was prepared to assist planning and design of the proposed housing at 1795 Fox Street in Orono, Minnesota development. Our services were authorized by Pat Dorn of Pat Dorn Construction. A.2. Scope To provide data for analysis, a total of 3 penetration test borings were performed. Our engineering scope consisted of provide geotechnical recommendations for potential houses. A.3. Boring Locations and Elevations The borings locations were selected based on positional information provided in the field by Mr. Dorn and were adjusted by CVT field crews based on access constraints. The approximate locations as drilled are shown on the Boring Location Sketch in the Appendix, and was based on plotting GPS coordinates for the borings and a property layout provided onto an aerial view of the site using Google Earth software. Elevations were estimated based using a laser level. An orange pin nailed into a tree was used as a benchmark and its approximate location is indicated on the sketch. This reference was assigned an assumed elevation of 100.0 feet. A.4. Geologic Background A geotechnical report is based on subsurface data collected for the specific structure or problem. Available geologic data from the region can help interpretation of the data and is briefly summarized in this section. Geologic maps suggest that the natural soils in the area are primarily glacial soils within a marshy area containing swamp deposits(peat and muck). Bedrock is commonly more than 50 feet below the surface and is not a consideration for the project. MINNESOTA IOWA WISCONSIN 1795 Fox Street July 14,2017 Project#: 11767.17.MNS Page-3 B. Subsurface Data Methods: All of the borings were performed using penetration test procedures (Method of Test D1586 of the American Society for Testing and Materials). This procedure allows for the extraction of intact soil specimen from deep in the ground. With this method, a hollow-stem auger is drilled to the desired sampling depth. A 2- inch OD sampling tube is then screwed onto the end of a sampling rod, inserted through the hole in the auger's tip,and then driven into the soil with a 140-pound hammer dropped repeatedly from a height of 30 inches above the sampling rod. The sampler is driven 18-inches into the soil,unless the material is too hard. The samples are generally taken at 2%to 5-foot intervals. The core of soil obtained is classified and logged by the driller and a representative portion is then sealed in a jar and delivered to the soils engineer for review. B.1. Stratification At the surface,the borings encountered less than 1 1 /2 foot of topsoil. The topsoil mainly consisted of dark. Slightly organic clayey sand. Beneath the topsoil,the borings met layers of primarily glacial sandy lean clays and clayey sands. A layer of rather clean poorly graded sand was met within the clayey soils at the east boring location. The boring data has been summarized in the following cross-section. The number of blows to advance the sampler 1 foot is called the penetration resistance or"N"- value. The results tend to be more meaningful for natural mineral soils,than for fill soils. In fill soils,compaction tests are more meaningful. Penetration resistance values (N-values) of 4 to 15 Blows per Foot (BPF) were recorded in the sands, indicating they were very loose to medium dense. Values in the clays ranged from 10 to 16 BPF, indicating they were rather stiff to stiff. A key to the descriptors used to qualify the relative density of soil(such as soft, std loose,and dense) can be found on the Legend to Soil Description in the Appendix. Pocket penetrometer tests were performed to help estimate the compressive strength of the cohesive soils. The sandy lean clays returned values of 1 to almost 3`tons per square foot(tsf)-. B.3. Groundwater Data During the drilling operation,the drillers may note the presence of moisture on the sampling instrument,in the cuttings,or within the boreholes. These observations are recorded on the boring logs. The water level may vary with weather;time of year and other factors and the presence or absence of water during the drilling is subject to interpretation and is not always conclusive. Water was not observed in any of the borings and all the boring were dry to cave-in depths of 12 'A to 14 feet after drilling. Groundwater levels would be expected to fluctuate seasonally, similar to water levels in nearby streams and rivers,along with local weather patterns. C. Design Information Each structure has a different loading configuration and intensity,different grades,and different structural and performance tolerances. Therefore,the geotechnical exploration will be construed differently from one structure to another. If the initial structure should change design,we should be engaged to review these conditions with respect to the prevailing soil conditions. Without the opportunity to review any such changes, the recommendations may no longer be valid or appropriate. The project is understood to consist of construction of a new residence. The main level is assumed to be at or close to the assuming ground elevations for the homes will be close to elevation 100 on the datum used, with an underlying full or partial basement. Foundation loads were assumed to be on the order of 30 kips or less per column and 3 kips/foot or less along strip footing lines. D. Summary Analysis The topsoil should be stripped from the housing areas. Properly compacted engineered fill should be used where structural fill is needed below footings or slabs. The data indicates the various materials are suitable for support of foundations carrying loads of up to 3,000 psf. Settlements are expected to be less than 1 inch and likely on the order of inch or less. The remainder of this report provides further details of our recommendations. E. Grading Recommendations E.1. Stripping We recommend removing all topsoil from the building and paved areas. Any debris, organic, root-laden or otherwise unsuitable materials that may be encountered during construction should also be removed from building and pavement areas. E.2. Over-Sizing The stripped surface should be oversized at least 1-foot beyond the perimeter of the buildings or paved areas for each foot of fill needed below footing grade or pavements. This over-sizing can be reduced by up to 50% if rather precise staking is present during grading. However, we suggest allowing a few extra feet as a nominal safety factor against stakes getting moved or against repositioning of buildings on site. E.3. Filling and Compaction All fill placed in building areas and paved areas should be compacted to at least 95%of the soil's maximum standard Proctor density. For ease in construction, clean sands or gravels are the preferred fill materials and should be used as backfill against below grade walls. When used sand against below grade walls,the sands should be capped with clayey topsoil or pavements,to prevent surface water infiltration into the backfill. F. Building Design F.1. Foundation Depth For frost protection, we recommend placing foundations for heated structures at least 42 inches below the exposed ground surface. Interior footings for heated structures may be placed directly below slabs. Footings in unheated areas should be placed at least 60 inches below the ground surface. F.2. Bearing Capacity and Settlement Footings are expected to bear on reasonably stiff or dense natural soils. Based on the date, we are of the opinion that a bearing pressure up to 3,000 psf may be used to design foundations. This capacity includes a safety factor of at least 3 against shear failure. Groundwater As mentioned earlier,water was not observed and appears to be below the depth explored by the borings. G. General Grading Recommendations G.1. Stripping and Excavation The surface stripping operations can likely be accomplished with either tired or tracked equipment. A backhoe with a smooth-lipped bucket is recommended for deep excavations. G.2. Compaction All fill should be placed in lifts adjusted to the compactor being used and the material being compacted. We recommend limiting lifts to no more than 1-foot—assuming large, self-propelled or tow-behind compactors are used. Thinner lifts would be required for smaller compaction equipment. If the earthwork occurs during freezing temperatures,good winter construction practices should be used. No frozen fill should be used nor should structural filling take place on frozen ground. G.3. Construction Testing and Documentation We assume the local building official would review the bearing conditions at the time of their inspections. Fill placed below building should be evaluated for conformance to the project gradation recommendations and should be tested for compaction. If the filling proceeds during periods of freezing weather, full-time testing should be considered to help confirm that imported fill is thawed prior to and during compaction,and that all snow has been removed before placement of the fill. H. Level of Care The services provided for this project have been conducted in a manner consistent with that level of care and skill ordinarily exercised by members of the profession currently practicing in this area, under similar budget and time constraints.
