A review of the application finds that the following information needed for review is missing: 1. Grading and drainage plan. Note that the City has on file a grading plan for the proposed driveway.� However, this plan shows a circle driveway and house footprint and location distinctly different from your proposal. Please provide a grading and drainage plan (existing and proposed contours) for the house and for the area of the driveway located near the house. 2. Septic system site evaluation and design. While the City has on file some septic testing information from 1978 when this subdivision occurred, that information does not contain a system design and certain of the findings are suspect based on current site evaluation practices. Please provide the necessary testing and system design. Also, you show a proposed future lot line that would place the previously tested drainfield sites �on a future lot. Obviously, if you intend to provide for a future lot split, drainfield sites should be tested and located so as not to cause future conflicts. 3. It is my understanding that the existing driveway access serving 2160 Sixth Avenue North will be shared with the new residence. If this is the case, please provide verification that Hennepin County Highway Department will not require an additional access permit (talk to Dave Zetterstrom, 935- 3381) . 4. The proposed residence is partially within the City of Orono and partial ly within Medina. City staf f wi 11 be in contact with the City of Medina regarding building permits and inspections, as well as to determine an assessment policy for this situation. Phi3.l.ips at 2140 Sixth Avenue North Dear Loren: The Orono Buil.ding & Zoning Department is in receipt of an applicaton for a buil.ding permit for the above referenced property. The site plan (enc].osed) indicates the proposed house will be partia3.ly within Orono and partial.].y within Medina. Because this is a unique situation invoX ving two jurisdictions, we propose the following process to deal. with permits , inspections, etc.: l. The atta�ched sketch indicates that, including the garage, the structure is two-thirds in Orono and one-third in Medina. The access wi3.l be from County Road 6 in Orono. 2. We propose that �the bui].ding permi�s for this property be handXed entirely by the City of Orono, and inspections made by the City of Orono. Splitting the permit process between two cities would probably prove confusing to the builder as well. as both cities. 3. Orono City Assessor Rol.f Erickson indicates that the County will not combine parce].s across a City boundary, hence Mr. Phil.l.ips wi1.l always get two tax statements ref lecting the val.uation of the house portions in each City. i 4. We will be requiring that Mr. Phil.I.ips execute a "Special Lot Combination" document to be fil.ed in the Chain of Title of both tax parcexs, which requires that the two parcel.s be kept together. If you wish, we woul.d be happy to forward copies of a].1. permits for your fi].es , as we1.]. as a copy of the Certificate of Occupancy once it is issued. 6. Based on the above being acceptab].e, we woul.d also request that shou].d a confxict with the builder arise rel.ative to differences between Orono and Medina codes, if they cannot be reasonabl.y resolved, you wi1.1 agree to abide by the rulings of the Orono BuiJ.ding & Zoning Department. 7. The proposed residence meets the 50' rear and 30' side setback requirements for the 2 acre zone in Orono. Pl.ease advise whether the setbacks on the Medina side of the J.ine meet your requirements. Pl.ease advise if the above procedures and conditions are acceptable, and cail. if you have any questions. Al.though, as of this writing I am stil.I. waiting for a grading pYan, I woul.d expect that we will compJ.ete a pl.an review and be ready to issue permits during the week of October 1, 1990.
