SUBJECT: Septic System at 2100 6th Avenue North
The Woodlands, Inc. located at 2100 6th Avenue North is a group home which houses six
residents plus a staff of five on a daily basis. This site has an existing failing trench system
requiring replacement at this time.
The existing trench system appears to have failed as a result of several errors found in the design
and installation of the system. The seasonally high water table was incorrectly identified in the
original soil testing at 4.5', while recent borings by staff indicate a seasonal water table at 2.5'
and would preclude the use of trenches. The system was designed with trenches no deeper than
1.5', but were installed at least 3.S' deep and within the seasonal water table. The water use
at the residence is often greater than the design flow of the system although on average the daily
flow is just below the design flow for the system. Also, it has been determined that
approximately 120 gallons of softener discharge enters the system daily which could be harming
the bacterial action of the system. It is impossible to determine the exact cause of the system
failure, but the combination of several factors is likely to have caused the problem.
The site evaluation for this property indicates that a suitable sewage treatment system cannot be
installed completely within the bounds of this property. Soil borings performed on the subject
property indicate that the existing system was installed within 3' of the seasonally high water
table and thus cannot be. expanded, while the previously designated alternate site has been
compacted and cannot be used. The remainder of the lot north of the residence consists of fill
soils and slopes greater than 12% which do not meet City codes.
A septic system design has been completed and approved by staff pending a lot line
rearrangement. A suitable area has been located north and west of the parking lot for the group
home lying jointly on the subject property and the property to the west. This site meets all City
and State codes.
Staff would recommend approval of the lot line rearrangement provided that a 20' setback is
maintained from the drainf'ield site to the property line. As the proposed drainfield site is the
only area available for sewage treatment on this property, extra care must be taken to protect
this site from compaction.

Dear Sir:
This letter is regarding your surfacing septic system. Last summer we sent you a letter stating
that your system was failing and it must be taken care of in the summer of 2003. I just wanted to
remind you that you need to get this taken care of as soon as possible. We need you to pump the
tanks when they are full because there is raw sewage surfacing from your mound. This is an
imminent health violation that must be taken care of.
You have two options to take caze of the mound.
1) You can connect to city sewer. The closest connection is at brown rd but I do not know what
the cost would be to connect to it.
2) You can try to rebuild the mound.

This is an official re,�uest to a11.ow The T�ToocLlands to connect to
tne city sewer system. � As you are no doubt aware� we have had a
difficult time maintaining a viable mound septic s;ystem..
The i�loodlands is a group home for 6 retarded youn� adults. mhe
home was built and has operated since Jttly 1, 1931� It is op�rated
by the non-profit corporati_on, Orono 4doodlands, Inc.
In 1993 the orininal drain tile system failed and a neUrr�ound s,ystem
was installed at a cost of 5� 15�OOd. This was nossible only trhen tae
were able to ac�uire an additi�nal site from the next door neighbcr.
This was our only sol.ution at that time in spite of the fact that the
house was built on the rea,uired two acre lot..
Last year the new mound s�rstem �egan failing. ;'e have had the experts
e�amine the system and have follow'ed all the sug�estions for repairs�
but the system continues to deteriorate. 1�^1e are currently having to
have the tanlcs puriped out every month, at considerable e,rnense. This
helps in a small ti�ray but does not cure the problem.
The experts now believe that the problem is due to tlie typ� of residence
The ?.doodlands is. The six developmently disabled a�u7.ts living there
require the use of frec}uent anti biotic and berat.ri,or controlling dru¢s
prescribed by their doctors. It apnears that these necessarv dru�s
effect the bac�teria action in the septic syst�m� causing it t�� �ail.
There seems to be no other solution to maintain� this home for ttle�e
disab�_ed young people so we urgently request that we be allowed to
connect to the citv sewer.

Dear�'ei�hborhood Residents;
� pressure se�i-er system is currently beina installed in your neighborhood. This sewer system is
a�•ailable for hookup by neiQhborhood residents on a voluntary basis at this time. You can continue
to use your e�cisting septic system until the s�-�m fails or is required to be replaced because of it's
nonconformina status. The present deadline tor the replacement of non conforming septic systems
is 2010. A conforming septic system can continue to be used until it either fails or is rendered
nonconformin� by future septic reaulations.
The se�ti-er connection fee is cunently 58,�00 and will be adjusted for inflation on an annual basis.
This connection fee can either be paid before connection to the sewer system or be assessed over a
1�-�-ear time period at a 6.2�%annual interest rate. A signed assessment waiver will be required if
�-ou request to be assessed for the connection fee.
In addition to the connection fee,there is a on:rime SAC fee of$1,27�. This SAC fee increases on
an annual basis and is payment for the additional costs of the future downstream capacity in the
�ietropolitan Council Sewer System.
This pressure sewer system requires that each property owner install and maintain their own
indi�-idual grinder pump station. A"proaressi�-e cavity"grinder pump will be required,and the City
needs to approve the pump that will be install� to ensure compatibilit5�with the sewer system. The
estimated property owner costs for the grindzr pump station, service connection, and septic tank
abandonment can range from�7,000 to 512,000 depending on the len�th of the service connection
required. The City's current flat rate user ch:rIIe for residential sew-er is approximately $90.00 per
quarter.

In the event that you are consideri.n�connection to the sewer system now, it may be cost effective
for you to hire the contractor who is working on the City project to directionally bore in your service
line from the curb stop at the street Right of Way line up to your grinder pump station location.This
will allow for an easier hookup for the licensed plumber who installs your grinder pump station. The
contractor completing this project is Red Pederson and he can be reached at 612-803-0547.
