(763) 498-8779 Fax (763) 498-8290 Revised March 22,2018 Norton Homes 4745 Augusta Street Orono, Hennepin County This on-site Sewage Treatment System is designed for a Type I,five-bedroom home in accordance with the Minnesota Pollution Control Agency Chapter 7080 and local ordinances. The periodically saturated soils were located at 12-18 inches(mottled soil). Due to the periodically saturated soils,a pressurized mound system with 6 inches of rock will need to be installed to treat the septic effluent. The bottom of the treatment area must be located at least 3' above the saturated soils. This system is designed with 6 inches of rock. The soils at a depth of 12"have a percolation rate averaging 18.3 MPI. All tanks need to be insulated if there is less than two feet of cover over the top of the tanks.Clean outs must be installed on the end of the laterals for maintenance. Use 7/32-inch perforations on the laterals. This system is designed with a 2250-gallon combination septic tank. A 1300-gallon pumping chamber will need to be installed to lift the effluent to the treatment area. The power supply and switches must be located outside the manhole and pumping chamber in a weatherproof enclosure.A warning device must be installed with light and sound devices:this is in case of a pump failure. A flow measurement device must be installed. Including but not limited to a water meter, event counter, running time clocks or electronically controlled dosing. Keep all heavy equipment off of the proposed treatment areas before, during and after construction. The area around both sites must be fenced off by the contractor before any construction begins. With proper installation and maintenance, this system should have no problem in treating septic effluent effectively.Nothing other than gray water,(laundry, showers, etc.)Human water and toilet tissue should be disposed of into the septic tanks. Garbage disposals are not recommended. Iron filters cannot go into the septic system. Additives must not be used they may cause harmful damage to your septic system. It is recommended that you pump the septic tanks every two years. Sincerely' t, Joseph J.Olson ` ` . ^ \ .009,5 ,,, ,,, ,.,,,,, . :Ip'''''''%"-'1,11,,,:, .,, , : ,. 1 ,,,,,-,---'"i'''‘‘ \.' Perimeter sediment control measures must be installed by the contractor and inspected by the City prior to any work, including demolition. Contractor must provide minimum 24 hour notice prior to inspection. Adam Note the Basement floor elevation is 1000.3 and the grade immediately next to the walk out is 999.8. So it should be fine. From: Christine Mattson Sent:Wednesday, March 28, 2018 3:48 PM To: Adam Edwards<aedwards@ci.orono.mn.us> Cc: Roger Peitso<rpeitso@ci.orono.mn.us> Subject:4745 Augusta Street/#2018-00342 Adam, We received a building permit application for a single family home at 4745 August Street. The house initially measured taller than the allowed defined height of 30'. A slightly higher existing elevation was identified and in conjunction with the house being lowered, it now meets the defined height. I have given you copies of the original survey, it doesn't appear to me that they've adjusted the grades to accommodate the proposed walkout. Please review and provide comments. Thank you! Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Building Height. City code allows structures a defined height of 30'. The definition is as follows: Building height means the vertical distance between the highest existing ground level or ten feet above the lowest ground level, whichever is lower, and the top of the cornice of a flat roof, or the deck line of a mansard roof, or the uppermost point on a round or other arch-type roof, or the median height of the highest gable of a pitched or hipped roof. Topographic changes which elevate the adjoining ground level above the existing terrain shall not be considered in determining building height. For a pitched or hipped roof situation, regardless whether the highest living space in a building is a half-story or full story, if the highest living space contains windows(excluding skylights)the upper measuring point for defining building height shall be the median height of the top of the highest window and the highest peak of the roof Based on the following calculation, the current house does not meet the City's 30' defined height: Distance Between First Floor and defined Top of Roof* (See "building height"definition): (a) 26.5 First Floor Elevation(from building plans): (b) 1011.7 Highest Existing ground level(per survey)or 10'above lowest ground level, whichever is lower: (c) 1006.0 Difference between(b)and(c)*: (d) 5.7 DEFINED HEIGHT If highest existing adjacent grade is below FFE-Height is(a) +(d) (e) 32.2 Please provide updated building plans meeting the City's height requirement. March 23,2018 4745 Augusta Street Page 2 of 2 2. Certificate of Survey. A survey dated 3-23-18 was provided. Please have the survey updated to address the following: a. Show the well location. b. Have the survey legend address the various spot elevations shown. What is the difference between the elevations called out around the perimeter of the foundation that are grayed out(maybe in a color) versus the elevations labeled X(1010.0)X for example. c. Have the survey call out the highest existing elevation that touches the perimeter of the proposed foundation. Please provide two copies of an updated,full-size certificate of survey which meets all of the City's survey standards(enclosed). Please note our engineer has not reviewed the survey,so additional comments may be forthcoming. 3. Minnehaha Creek Watershed District (MCWD). Your project may trigger the Minnehaha Creek Watershed District's (MCWDs) permitting requirements; please contact the MCWD directly at 952-471-0590 regarding your project. Please note, the City of Orono will not issue a building permit without a copy of the MCWD permit or documentation stating the proposed project does not trigger any of their permitting requirements. Please feel free to contact me at 952.249.4620 or by email at cmattson@ci.orono.mn.us if you have any questions on the above requirements.
