(MPCA)National Pollutant Discharge Elimination System permit(NPOES)is required.
• Enforcement notes: A$100.00 After-the-Fact fee has been issued far this lot for beginning
work without a required permit. A stop work order will be issued for this lot if application
materials are not receiyed by B:OOAM Friday September 23, 2005. (see copy of inemo
originally sent on 11/29/OS)
The MCWD requires that the permit holder take the,above corrective actions by 800AM Friday
Septembe�23,2005,to avoid formal enforcement actions, which include but are not limited to:
inspection fees, legal fees, report to the MN Department of Commerce for possible violation of
license terms, criminal misdemeanor prosecutlon, and the issuance of a stop work order.
As a reminder,all projects must install and maintain effective erosion and sediment control
measures to MCWD specifications until all soils are permanently stabilized with vegetation. In
addition, streets�tr�ils, and all other common impervious surfaces must be kept free of excess
sediment and cleaned on an as needed basis.

As there is a large amount of disturbance�in the area constituting an atypical situation, in

area was a wetland was placed on the presence or absence of wetland soil and hydrology
ara an intc�ral part, indicators. �bservations made in the wetland area included:saturated soils, ponded water,
rhrough rcgulation, areas of reed canary grass near-monoculture, oxidized root channels, reduced soil matrlx
with iron concentrations within upper 10 inehes of clay soil imm�diately below A layer,sulfidic
capiral projects, odor. Applicant may pursue one of ths following options: .
a) Restore wetland erea as marked by eight red flags an 10/04/05 with furthest
