this letter am applying for the extension of the.North Long Lake sewer project to serve
��45�umty�Zoad 6.
We hope to have this nzatter heard by the Caty Council at its regularly scheduled
-City Counc�meeting the evening of February 2q., 2003,
• In the interim,we hope to work with City Staff,to dascuss the terms and
conclitions on which the sanitary sew�x�be extended to i�.4 . Prior to the
February 2,c}Ci�Council meeting,we also hope to meet with t�ie neighbors of the three

RE: Septic System Variance Application for 1145 County Road 6 .
Ladies and Gentlemen:
As owner of the property at 1145 County Road 6, I am requesting the requisite
variances to permit the installation of a performance septic system, as defined by
Swedlund Septic Service, for the construction of a new home at 1145 County Road 6.
The property in question consists of more than 7 acres and has more than 800
feet of shoreline on Long Lake. It is truly a spectacular location! My mother recently
vacated the existing house on the property, in which she lived for more than 30 years,
and we have put the property up for sale. The existing house has very limited market
appeal. It is quite outdated, and, depending upon the configuration, has either two or
three bedrooms. The septic system, now failed, is certified for a four-bedroom house.
In the opinion of various real estate consultants, the house is a teardown.
Another Orono family has made an offer to buy the property, contingent upon
being able to build a six-bedroom house, to accommodate their family.
It is clear to me in working with )efF Swedlund of Swedlund Septic Service, that
the properry has only two possible septic sites, and that these will accommodate only a
three-bedroom house, if a conventional septic system is used.
With this in mind, Jeff Swedlund has designed a performance septic system for
the site that will accommodate a six-bedroom home. We have also worked with the
environmental engineering firm Liesch Associates, to design a lawful and
environmentally acceptable system. The system is designed to meter"close-to-clean"
effluence into the series of trenches. The system Mr. Swedlund proposes is consistent
with many he and others have designed, built and monitored around the Twin Cities.
He has purposely chosen a trench system to minimize the number of trees affected,
and to minimally alter the landscape.

To accomplish the foregoing, we need to obtain a variance from the City's
current septic system ordinance. Variances are contemplated by the ordinance under
part E of Section 12.30, to avoid either"unnecessary" or"unintended" hardship to an
owner. The strict application of the current ordinance to our property would result in
both unnecessary and unintended hardship to us. For all intents and purposes, unless
the variance is granted, the property cannot be developed in any reasonable fashion.
This was not the intended result for a seven acre parcel of land and the construction of
one single family home.
I greatly appreciate your considering our request. This properly, given its unique
topography and location, deserves a proper, reasonable and environmentally sound
new home. �
