SCOPE: This review pertains to the design of the individual sewage treatment system intended to serve the
referenced facility, and is based upon Minnesota Rules, Chapter 7080. The review is based upon the
supposition that the data on which the design is based are correct, and that necessary legal authority has been
obtained to construct the project. The responsibility for the design, including structural features and the
efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory
disposition of any requirements included in this report.
Enclosed is a copy of the report and transmittal letter to be forwarded to the project owner.
INSPECTIONS: The installation of the individual sewage treatment system must be inspected by a licensed
sewage treatment system inspector or a qualified govemment employee. The installer must contact the city,
township or county zoning official for an inspec6on. If an inspector is not available from one of these
government offices, than a privately licensed inspector must be contacted for the inspection.
Preliminary Treatment - Two 1,000-gallon septic tanks and one 1,500-gallon lift station tank. A 1,500-gaflon
holding tank will receive the flammable waste trap discharge.
Final Treatment - 270 square feet of drainfield, mound construction (the rock bed is 27 feet long by 10 feet
wide).
Other Information: This system is designed to senre a maintenance building with 20 employees.
Maximum Daily Flow Rate -400 gallons per day.
Average Daily Flow Rate - 300 gaiions per day.
Soil Percolation Rate - 3.4 minutes per inch.
Depth to Restricting Layer- 30 inches to mottled soil.
REQUIREMENT(S):
1. The on-site sewage treatment system must be constructed in accordance with Minnesota Rules,
Chapter 7080.
2. A water meter must be provided on the water service line to the building to measure the water flow to the
sewage treatment system (see Minnesota Rules, part 7080.0125, subpart 4). The water use should be
monitored and written records kept. If the average daily water use ever exceeds 300 gallons per day,
then additional septic tank capacity and/or drainfield area must be provided.
3. A durable nonwoven geotextile fabric cover must be used to cover the rock layer. The cover must permit
passage of water without allowing the passage of overlying soil material.

4. A vertical inspection pipe must be provided into the rock bed/sand interface of the mound.
5. The owner of any septic tank or owner's agent must regularfy, but in no case less frequently than every
three years, measure or remove the accumulations of sludge and scum in the tank. The owner of the
tank must arrange for the removal and sanitary disposal of the contents whenever the top of the sludge
layer is less than 12 inches below the bottom of the outlet baffle or whenever the bottom of the scum
layer is less than 3 inches above the bottom of the outlet baffle.
6. The installation of the on-site sewage treatment system must be inspected by a licensed or qualified
sewage treatment system inspector. The installer must contact the city, township or county zoning official
for an inspection. If an inspector is not available from one of these govemment offices, then a privately
licensed inspector must be contacted for the inspection.
7. The sewage treatment system must be installed by an individual or business who is currently licensed by
the Minnesota Pollution Control Agency as an installer.
8. The sewage holding tank(s) must be constructed and installed in accordance with Minnesota Rules,
part 7080.0910, subpart 3J. The following items must be included in the construction and installation of
the sewage holding tank(s):
a. The sewage holding tank(s) must be constructed of the same materials and by the same procedures
as those specified for watertight septic tanks (see Minnesota Rules, part 7080.0130, subpart 1).
b. A cleanout pipe of at least 6 inches in diameter must extend to ground surface. The cleanout pipe
must be tightly capped.
c. A manhole of at least 20 inches in dimension must be provided.
d. In areas where a high water table may be present, the tank(s) must be protected against flotation.
e. The tank(s) must be located in an area readily accessible to the pump truck under all weather
conditions, and where accidental spillage will not create a nuisance.
f. The tank(s) must be equipped with a positive warning system which allows 25 percent reserve
capacity after actuation.
9. The project owner or the owner's agent must have a contract for disposal and treatment of sewage
wastes with a pumper, municipality or firm established for that purpose.
NOTE(S):
�1. The scope of this project consists of the individual sewage treatment system for a new maintenance
building.
Utilization of this individual sewage treatment system is limited to serve the facility as described above. Prior
to construction of any modifications or additions to the facility, additional plans must be submitted to and
approved by this office. Storm water connections may not be made to this system.
A properly designed and maintained individual sewage treatment system can provide reliable and efficient
wastewater treatment. If the system fails, the plumbing fixtures should not be used until adequate soil
adsorption capaciry can be provided or other corrective action taken. Consideration should be given to
connecting to a municipal sewerage system when available.

Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily
mean that recommendations or requirements for change will not be made at some later time when changed
conditions, additional information, or advanced knowledge make improvements necessary. .
