MINUTES OF THE ORONO PARK COMMISSION Monday, May 7, 2018 6:30 o'clock p.m. ROLL CALL The Orono Park Commission met on the above-mentioned date with the following members present: Chair Rick Meyers, Commissioners Jan Berg, Bryce Johnson, Brian Roath, and Julie Ruegemer. Representing Staff were Public Works Director/City Engineer Adam Edwards, and Recorder Jackie Young. City Council Member Victoria Seals was present. Commissioner Brenda Johnson arrived at 6:47 p.m. Acting Chair Berg called the meeting to order at 6:34 p.m., followed by the Pledge of Allegiance. APPROVAL OF MINUTES 1. JANUARY 2, 2018, PARK COMMISSION MEETING MINUTES 2. MARCH 13, 2018, PARK COMMISSION MEETING MINUTES Berg moved, Roath seconded, to approve the minutes of the January 2, 2018, Park Commission meeting as submitted, and the minutes of the March 13, 2018, Park Commission meeting as submitted. VOTE: Ayes 5, Nays 0. SPECIAL COMMITTEE REPORTS 6. CASCO POINT PARK PLANTING PROPOSED UPDATE — JULIE RUEGEMER Ruegemer reported Casco Point residents John and Amy Miller had approached her regarding the possibility of them planting various native plants at the Casco Point Park. Ruegemer stated she and Chair Meyers met with them at the park a couple of months ago and since that time the Millers have developed and submitted a planting plan for the park. Ruegemer stated they also requested that some type of path be mowed through the grass and that the plan is to keep the area as natural as possible, with some plantings along the path. Meyers stated there should be minimal maintenance required of the planting areas. Bryce Johnson asked whether the Millers said anything about needing to prepare the soil. Meyers indicated there will be minimal disruption to the area and that they are looking at digging out a few areas along the path. Meyers asked whether the Millers will be purchasing all the plants. Ruegemer indicated they will be. Meyers stated that perhaps the City could supply some bags of soil that could be used. Edwards noted the City also has a supply of compost and that the Public Works Department could deliver a load of compost down to the park. Meyers suggested the Millers be told that. (Commissioner Ruegemer left the meeting at 6:47 p.m.) CHAIRMAN'S REPORT 3. CHAIRMAN'S UPDATE — RICK MEYERS Meyers reported work has commenced on the deck at the Orono Golf Course and that the early feedback from the patrons of the golf course is that they are excited to have a deck off of the clubhouse. Meyers stated the City will also be seeking a bid for the firepit in the near future. Roath asked whether the City received a bid for expanding the parking lot at the golf course. Edwards indicated they have not. Meyers stated the lower parking lot would be the easiest to expand since that is the flattest area. Meyers stated the goal is to try to contain the parking on the site to one location as much as possible. STAFF REPORTS 4. PUBLIC WORKS PARKS UPDATE — ADAM EDWARDS Edwards reported the Public Works Department has performed 217 odd jobs have been completed at the various parks since March, with the following work having been performed in the last couple of months: Trails and Parking Lots: The snow was cleared on the trails and parking lots over the winter. The Willow trail rehab punch list still needs to be completed by the contractor this spring. Big Island: The City has procured a mower for the Island and approved the Big Island Master Plan. The docks will be installed once the weather improves and Staff has been negotiating boat sharing with the City of Long Lake. Rehab on the visitor center will be commencing with the help of volunteers and sign replacements will be erected. Edwards noted there were some issues over the winter with motorized vehicles traversing the Island and that the Master Plan calls for placement of large boulders to deter vehicles. Orono Golf Course: Seasonal hiring is underway for the golf course. Tree trimming and removal has been completed, with the basement sealing project underway. Buckthorn removal was completed with the assistance of Sentence to Serve, irrigation repairs have been made, and a garden was planted by volunteers. Pending work includes the deck installation, drainage improvements, and soliciting fire pit quotes. Saga Hills: Trees have been trimmed and spot seeding was performed by Prairie Restoration. Pending work includes the placement of the entry boulders and the sitting stone, additional plantings, and erection of trail signs. Lurton Off Leash Dog Park: The City has solicited trail proposals, which will be before the City Council for approval at the May 14 meeting. In addition, the Public Works Department placed temporary Page 2 of 6 MINUTES OF THE ORONO PARK COMMISSION Monday, May 7, 2018 6:30 o'clock p.m. wood chips down in some areas and the prairie has been mowed. Pending work includes the installation of the shade sales and the placement of extra picnic tables. Edwards noted the Community Management Plan is currently being reviewed by Orono's neighboring agency. Edwards reported the City's grant for the Navarre sports court was approved and that the City will be receiving $10,000 towards those improvements. Edwards stated that item will be brought before the City Council at their May 14 meeting. PUBLIC COMMENT Marsha Hanson, 1280 Lyman, stated she talked a couple of times with the City about the condition of their road due to the deep potholes. Hanson stated she thought Lyman was slated to be repaired in 2019. Meyers noted this is a Park Commission meeting and that she should speak with the City Council. Edwards stated the 2019 roads plan was tabled at the last City Council meeting to give the council members an opportunity to drive the different roads to observe their condition. That item will be on the agenda for the May 29 meeting. Hanson commented she loves the Orono Golf Course and that she loves living in Orono. 5. PLAN FOR LAKE ACCESS MARKING — ADAM EDWARDS Edwards noted last fall the Park Commission heard from the residents on Carman Bay about the lake access in their neighborhood. Since that time the City has procured six 4 x 4 cedar posts with some arrows pointing inward towards the access. Two of the signs will be installed by the entrance, two signs will be installed midway down the access point, and two signs will be installed down by the lake. In addition a sign listing the dock rules will be erected. Last year signs were erected at the lake access of Casco Point. Meyers asked if this will be the City's standard marker that will be used at other lake access points. Edwards indicated it is. 7. BEDERWOOD PARK PLANNING UPDATE Victoria Seals, City Council Member, reported some potential ideas have been mapped out for Bederwood Park. Commissioner Williams has spoken with the Orono Baseball Association about how they have historically used the park and their future desires for the park. The Baseball Association has indicated they would like a batting cage at the park. Seals stated she has noticed that people are using the park more than they have in the past. Seals stated she is also on the Orono-Westonka Thunder Board and that she has met with their operations committee about their field space needs. Seals stated they were super excited to hear that the City is willing to work with them on using the ballfield. Seals stated in speaking with the neighbors, they Page 3 of 6 MINUTES OF THE ORONO PARK COMMISSION Monday, May 7, 2018 6:30 o'clock p.m. indicated they are not super excited about lights but that they are fine with them using the park during the day. Seals stated the one thing the soccer program did ask for was if one field could be artificial turf, which would require less maintenance. Seals commented Bederwood Park is a really nice location for them since they have combined with Westonka and that they are willing to partner with the City in any way the City deems appropriate. Meyers noted Commissioner Roath is working on a new grant application and that perhaps the City could obtain a grant for the artificial turf. Edwards stated this park is an ideal candidate for the grant and that the City has two or three different sports organizations the City can partner with. Meyers suggested Commissioner Roath obtain a bid for artificial turf and then look into the grant. Roath reported he met with Commissioner Williams a couple of weeks ago and that the Orono Baseball Association and the Orono-Westonka Thunder Association are two of their main partners in the new grant application. Roath indicated they will also be reaching out to the lacrosse and football teams to see if they would be interested in partnering with the City. Roath noted he is also interested in meeting with the DNR about the parking to see whether they would be interested in partnering with the City on the parking lot. Edwards indicated he has reached out to the DNR and that the local representative indicated that the DNR would endorse any grants the City pursues. In addition, the representative indicated they would partner if the City is interested in just regraveling the parking lot and could possibly donate a couple thousand dollars Roath stated they will continue to reach out to some of these other organizations to get their input and that they would also like to reach out to Hennepin County Commissioner Jan Calliston. Roath asked whether Staff could arrange the meeting. Edwards stated typically they will speak with her staff first about a possible meeting and then elected official to elected official. 8. BIG ISLAND PARK UPDATE Edwards reported the Big Island Master Plan as presented to the Park Commission at their last meeting has been approved and adopted by the City Council. Bolton and Menk are now seeking opportunities for grants and that they will be looking at grants similar to Navarre. The other option is to inquire of the State Historical Society to see whether funding can be done to conduct a Level I archeological survey on the Island and perhaps install some interpretative signage. The Minnehaha Creek Watershed District has reviewed the master plan. The Watershed Board was not willing to give a formal endorsement of the plan, but they did provide feedback to the City. Given the easements over the park, as more formal plans are developed for any of the improvements, they will need to be submitted to the Watershed District. Page 4 of 6 MINUTES OF THE ORONO PARK COMMISSION Monday, May 7, 2018 6:30 o'clock p.m. Berg asked whether the City will need to obtain permits from the MCWD. Edwards stated that will be necessary depending on the project. The MCWD is also planning to go out there to review the riprap and plantings in the near future. Council Member Seals thanked Adam Edwards for his hard work on the Big Island Master Plan and that the plan provides a real clear direction on where the City wants to go. Seals commented it is likely Big Island will be discussed quite a bit in the upcoming year as grants are being pursued. The Park Commission took no formal action on this item. COMMISSIONERS' REPORTS 9. COMMISSIONERS' UPDATES Lurton Park Bryce Johnson stated he spent Sunday afternoon at the dog park and walked around and noticed a few items. Johnson reported six cars were at the park, none of which had permits, and there were also a couple of people who brought dogs that they had just adopted to the park and were not aware of the rules. Johnson stated the park has been getting a lot of use even with the mud earlier this spring and that in his view the gravel trails are a real necessity. Overall the comments from the people at the park were generally positive. Johnson stated there were also many small dogs in the large dog area, which apparently is fairly common according to one of the large dog owners. Johnson stated the City will need to do something about the mud in the area where people enter. At this time the pavers look okay but they will likely get muddy again. Johnson asked what the latest count is on the permits and whether some sort of sign should be created about how to obtain a permit. Edwards stated a few weeks ago the count was over 400 but that he does not have the latest number at this time. Meyers commented it might be necessary to shut the park down for a couple of weeks to take care of the mud situation. Edwards noted the City has received a quote for the trails that will be taken before the City Council at its May 14 meeting. Assuming the City Council approves the quote, the project will need to be fit into the contractor's schedule. Edwards noted the Park Commission has approximately $20,000 worth of gravel to place on the trails. Saga Hill Bryce Johnson reported he and Chair Meyers also walked Saga Hill on Sunday and that they were very impressed with the cleanup of the trees and the parking lot. Johnson stated he would strongly encourage Page 5 of 6 MINUTES OF THE ORONO PARK COMMISSION Monday, May 7, 2018 6:30 o'clock p.m. everyone on the Park Commission to walk around Saga Hill. Johnson stated in his view the park could use some additional signs and perhaps a bench in the Big Woods area. Edwards stated the City does have a Boy Scout who is interested in constructing some land bridges for Saga Hill near the entrance and that they have also had two Boy Scouts and a Girl Scout inquiring about possible Eagle Scout projects. Lurton Park Berg asked what the plan is for the pavers. Meyers noted the Park Commission had talked at a work session about having a separate area for the pavers apart from where people walk but that he is not sure what the final decision was. Edwards stated he does not recall what the formal action was of the Park Commission. Bryce Johnson stated the idea of installing pavers where people walk was not practical and that the portion where the memorial pavers are should be a separate area. Johnson stated the Orono seal should also be redone and repositioned in the center area of the new paver area. Meyers suggested the contractor be approached about relocating and leveling the pavers. Meyers reported Kyle Hoffman with Corner of Kindness approached him about holding a gathering of people who have adopted dogs through their agency at Lurton Park. Meyers stated they would need to know the approximate number of people who would be attending, and that once that is figured out, he would need to speak with Staff to see whether the event can be accommodated. Meyers noted they would also need a special event permit and parking accommodations. Miscellaneous Edwards noted the City received two quotes for the Navarre sports court and that he will be bringing those quotes to the May 14 City Council meeting. Berg asked how she should handle people fishing at the beaches. Edwards stated with any type of enforcement issues, the police should be contacted. ATTEST: Rick Meyers, Chair Page 6 of 6 AGENDA ITEM Item No.: 6 Date: July 2nd, 2018 Item Description: East Long Lake Road Conversion to Trail. Presenter: Adam T. Edwards Agenda Public Works Director/ Public Works Director/City Engineer Section: City Engineer's Report 1. Purpose. The purpose of this action item is to update the Commission on City Council direction for the future disposition of East Long lake Road and to establish a working group to develop and vet options for the project. 2. Background. At the May 29" meeting, the City Council directed staff and the Parks Commission to develop a plan for the conversion of northern section East Long Lake Road to a trail. Staff sought direction from Council on the long term disposition of East Long Lake Road; particularly the northern section due to its extremely poor condition. The southern portion which provides access to homes is included in the 2019 road maintenance plan. The northern section of the road runs along the eastern shore of Long Lake. Portions of the roadway are becoming undermined and the pavement is crumbling. The pavement is beyond pothole repair. The portion of the roadway just south of the Spring Hill intersection is low lying and prone to seasonal flooding requiring periodic closures of the roadway. 3. Scope of Work. The council provided direction to pursue project that would convert road to a bike trail. This will include the removal of the existing asphalt, stabilizing the lakeshore where required, construction of an 8-1 Oft wide multipurpose trail. Also a turnaround feature would be needed at the northern end of the southern section. 4. Timeline: Develop plan with a goal of seeking grants in 2018/2019 and converting the road to a trail in 2019/2020. 5. Consulting Support. Staff has solicited a proposal from Bolton and Menk to assist in the development of concept/ mater plans for the project. The proposal will go to the City Council for Approval on July 91h. LIFE SAVING RECOGNITION Long Lake Fire Chief Van Eyll stated on March 21, 2018, the Wayzata Police Department received a call concerning someone having trouble breathing and asked that the Long Lake Fire Department be paged once they started CPR. The Long Lake Fire Department arrived on scene and assisted with CPR. Their efforts were successful. The Long Lake Fire Department would like to recognize the following responders: Deputy Chief of Administration DJ Goman; Deputy Chief of Training Cody Farley; Fire Caption Chris Adams; Battalion Chief Shane Gardner; Assistant Chief John Hall; Firefighters Derek Lee, Shaun Rioux, Thomas Aldrich, Bryan Frank, Ryan Hoster, Blair Mileski, Ben Rasmuson; Wayzata Police Officers Brandon Haapoja and Andrew Sharratt; North RN Erick Shaft; and North Paramedic Thomas J. Boucher. Mayor Walsh, on behalf of the City of Orono, thanked the officers for their life-saving efforts. 14. WESTONKA HISTORICAL SOCIETY AND MUSEUM Pam Meyers stated she would like to make a donation to the City of Orono on behalf of the Westonka Historical Society and Museum. Meyers presented a copy of the book "Classroom Voices" to Mayor Walsh. Meyers stated the book is filled with memories of the children who attended Westonka schools prior to 1950 and also includes a history of the schools and the formation of the Hennepin County Consolidated School District in 1915. Crosby moved, Dankey seconded, to accept the book donation from the Westonka Historical Society and Museum. VOTE: Ayes 5, Nays 0. PUBLIC WORKS/CITY ENGINEER REPORT 16. EAST LONG LAKE ROAD DISPOSITION — DISCUSSION V J Edwards stated Staff is looking to gain guidance from the City Council on the future disposition of East Long Lake Road and to take public comment. At the present time East Long Lake Road is in an advanced state of deterioration. Edwards displayed a number of photographs depicting the condition of the southern and northern portions of the roadway. The southern 890 feet of the road is included in the 2019 road maintenance plan. The northern section of the road runs along the eastern shore of Long Lake. Portions of the roadway are becoming undermined and the pavement is crumbling. The pavement is beyond pothole repair and is subject to seasonal flooding requiring periodic closures of the roadway. Notice of tonight's meeting was sent to the affected property owners and some written comments have been received. Page 2 of 11 MINUTES OF THE ORONO CITY COUNCIL MEETING Tuesday, May 29, 2018 7:00 o'clock p.m. 16. EAST LONG LAKE ROAD DISPOSITION — DISCUSSION — Continued Possible options for the northern section of the roadway are as follows: A. Reconstruct the road. This option would include rebuilding the roadway by stabilizing the lakeshore, rebuilding the subgrade, raising the roadway elevation through the lower areas, and repaving. The estimated cost of this option is $1.3 million. If this option is selected, the Council should direct Staff to conduct a feasibility study with a goal of completing the reconstruction in 2019. B. Convert road to a bike trail. This course of action would include the removal of the existing asphalt, stabilizing the lakeshore where required, construction of a 10 -foot wide multifocal trail and a turnaround feature at the northern end of the southern section. The estimated cost of this option is $500,0000, with grants being available. Edwards noted the disadvantage of this option would be the removal of a north -south transportation corridor, with traffic being pushed to Femdale or Brown roads. C. The third option is to do nothing and to keep the road closed. Staff recommends Option B. Mayor Walsh opened the public hearing at 7:15 p.m. John Goldsby, 1025 Spring Hill Road, asked if the road was reconstructed whether it would be similar to the construction along Highway 112 where they removed all the trees and re -enforced the road to keep the soil in place. Edwards stated in some sections of the road the trees would need to be removed in order to shore up the soil and in other sections where the road is offset more from the lake the trees could be saved. Walsh commented the road is in a unique location, with likely runoff into the lake, and that there are a number of factors that will need to be considered. Joanne Pastel, 951 Spring Hill Road, stated even though the road is closed, cars are still going down the road. Pastel stated if the road is permanently closed, they will need to do something different than simply placing a sign there because the sign has been moved. Pastel stated since she has been living there, people have used the road as a shortcut, which has improved somewhat since Highway 112 has opened up, but that cars like to travel fast down the road. Pastel expressed concern about getting hit by a car when she walks on the road because they are going so fast. Pastel requested the City Council take that into consideration when making their decision. Walsh noted one option the City Council is considering is eliminating it as a road and making it a trail. Pastel commented it would be nice to see a bike trail. Page 3 of 11 MINUTES OF THE ORONO CITY COUNCIL MEETING Tuesday, May 29, 2018 7:00 o'clock p.m. 16. EAST LONG LAKE ROAD DISPOSITION — DISCUSSION — Continued Fred Polacky, 1020 Old Long Lake Road, stated he is here to support Option B as the most environmentally sensible and cost-effective solution. Polacky indicated he has walked and driven on the road and at times when you come around a curve another car will be coming at you in the wrong lane because they are swerving potholes. In addition, closing off the north section would be a good option to help preserve the wetland and the water quality of Long Lake. Polacky stated at 324 cars per day, that is less than two cars per hour and Ferndale and Brown Road are equally useful to get around town. Polacky stated in his opinion Option B affords the most benefit to the community. Bill Dunlap, 951 Spring Hill Road, stated he has resided at his property since 1981 and that he has always envisioned the road as being a bike or walking trail. Dunlap commented it is a very beautiful area and that he supports Option B. Dunlap stated in his view $1.3 million is on the low side and the actual cost would be a lot higher. Dunlap stated the City Council should also consider the safety aspects of the road given the speed of the vehicles. The road also serves primarily as a shortcut to get to Medina and the majority of the vehicles on the road are not Orono residents. In addition, the environmental impacts need to be considered and there might be an opportunity to obtain some private donations to make it a bike/walking trail. Norm Hamman, 450 East Long Lake Road, stated their property is located directly across the street from Summit Beach and was purchased in 1966. Hamman noted he agrees with the comments made so far and that he and his family are supportive of Option B. Hamman read the following statement: "The Hamman family would like to provide the following comments regarding the disposition of the northerly section of East Long Lake Road in Orono: Our family has lived at 450 East Long Lake Road for more than 50 years. In addition to the cost considerations regarding the reconstruction of the roadway, we also have serious concerns regarding the safety of this road. Cars oftentimes travel at unsafe speeds and it can be dangerous when two cars meet each other on this narrow stretch of road. There's really no margin for error when two cars are passing each other, and also there is no space or shoulder for pedestrian traffic as well. The situation can be further made more complicated or serious when people are exiting from the Summit Park Beach onto East Long Lake Road as there is restricted visibility when exiting the park. In addition to the above-mentioned items, we encourage the City Staff to confirm whether or not there are existing easements for this road. A title search regarding our property conducted several years ago revealed that no easement for the road exists relative to our property at that point in time. Based on the costs and the other information as mentioned above, we would like to see the road closed north of 550 East Long Lake Road and we do support course of action B." Mrs. John Winston, 765 Spring Hill Road, stated she has lived on that property except for a few years since 1942. Winston commented she is sad the road cannot be what it used to be and that over the past few years the road has been allowed to deteriorate. Winston stated she is against making it into a super highway because of the speed of the cars that travel down it currently, which would make it more dangerous. Winston stated her first option would be to have it the way it used to be or else make it a trail. Winston stated she is not sure if it is possible to make the road a one-way, but that might be one option. EAST LONG LAKE ROAD DISPOSITION — DISCUSSION — Continued Mayor Walsh closed the public hearing at 7:35 p.m. John Winston, 765 Spring Hill Road, recommended the road be converted to a trail, which is the recommendation of Staff. Winston stated since the road closure, bikers, hunters and fishermen have enjoyed the peacefulness of the area now that cars are no longer a challenge. A trail will improve water quality and be much less costly than reconstruction. In addition, the sharp curve has always been a hazard and cars have gone off the road and into the lake. Grants might be available to cover a portion of the trail, and with the saved money, Winston stated he would like to see some of those funds be dedicated to the carp study on Long Lake. Mayor Walsh stated he appreciates the comments of the residents and that Seals stated in her view Option C is not a good plan. Seals noted the City does not have any extra money in the road budget to give to anybody and that Option B is probably the best option. Walsh commented reconstruction of the road also does not take into account the environmental concerns and that converting the road to a trail would create a tremendous amenity for the residents of the area. Crosby stated in his view Option B is the best choice and that a public/private partnership would be a win-win. Seals moved, Crosby seconded, to approve Option B and direct Staff and the Parks Commission to develop a plan with a goal of seeking grants in 2018/2019 and converting the road to a trail in 2019/2020, with consideration being given to some parking near Summit Beach. VOTE: Ayes 5, 17. OLD CRYSTAL BAY ROAD (CSAH 112-CSAH 6) AWARD Edwards noted in July of 2017, the City Council authorized Bolton and Menk to complete a feasibility study for Old Crystal Bay Road. Following completion of that study, the City Council authorized Staff to initiate design work, with the preliminary design being approved on January 22, 2018. The final design was completed and approved by the State on May 9, 2018. Bid opening was on May 23, 2018. The project will consist of the reconstruction and reconfiguration of Old Crystal Bay Road between County Road 112 and County Road 6. In addition, the project will include replacement of associated water, sewer and storm water utilities. GMH Construction provided a bid for $3,073,421.24. In addition to the construction cost, Bolton and Menk provided an estimate for construction oversight for an amount not to exceed $220,000. The total cost of the project is $3,656,421.24. An amount of $901,596.57 will be funded by the Orono School District, the amount of Municipal State Aid to be received is $1,558,346.11, and $167,493.10 will come from the Community Investment Fund. Proiect UnderstandinE Based on our understanding, East Long Lake Road is in need of extensive maintenance to repair the existing roadway. It has been determined the roadway has a low vehicular functionality compared to the maintenance cost associated with the roadway. The City would like to explore alternative uses for this corridor. One alternative that will be studied is converting the existing roadway into a trail with possible scenic areas, fishing spots, interpretive signage and shoreline restoration. Bolton & Menk will assist with an East Long Lake Road corridor master plan that will study and determine the most appropriate design to increase recreational opportunities, lower maintenance requirements and improve the shoreline and water quality along this corridor. Proposed Scone of Services We propose to complete the following East Long Lake Road Master Plan tasks: 1. Create 2-3 East Long Lake Road Conceptual Master Plans for review with City Staff/Comm ittee/Community Master Plan Concepts to include but not limited to the following items: • ADA accessible pathways and destinations throughout trail corridor • Overlook/scenic areas • Fishing spots • Shoreline restoration • Interpretive signage locations 2. Develop preliminary cost estimates for the various conceptual plans 3. Attend two (2) meetings with City Staff to review/refine/present concepts 4. Coordinate and attend up to two (2) meetings with the Minnehaha Creek Watershed District to discuss partnering and possible funding alternatives 5. One (l) Open House to gather input and provide information Fee Estimate Based on the scope of services described above, we propose a total not -to -exceed fee of $17,500 to be billed on an hourly basis.
