Dear Jeanne:
We have reviewed the plan for the proposed duplex on the Steven Martin property. The
drainage and access to the site are the significant-eng�neering issues. � `�.,,�

We recommend that t floor elevation of 934.0 shown on t�e plan be rais�d one foot to 935.0.
This change is desira e so that a suitable driveway_��ce-�ss can be attained a�-additional flood
protection can be provi ed; as there is no immediate overflow. The drainage on the site was
provided for with Hennepin County's C.S.A.H. 15 improvement project, and is adequate for up
to a 10 year storm. We recommend that a thorough soil boring exploration program be
implemented prior to any construction to analyze the suitability of the soils for a building
foundation.
Easements should be granted to the City over all wetland areas. The plan should be submitted
to the DNR for review and approval. The City of Spring Park should be contacted to review
the application.

Planning Commission recommends the following:
Tabling the application providing additional time for both applicant
and the City to receive responses on the following items:
l. Applicant to provide revised site plan lo�ating residence structure at
a m ' nimum 14' from 931.5 elevation. The �placement of the house of
14 ' w ' llow a 4 : 1 minimum slopina, Per our recent phone
conversation, you trav���ee-n- a�vi�ed"to provide a final grading plan
that locates all land alterations proposed on the property in relation
to existing drainage pattern. Per that conversation we also discussed
that your engineer address the concerns of Spring Park's engineer
regarding the additional hardcover and the added run-off from the site
at the proposed level of development. It is interesting to note that
the engineer for the City of Spring Park is from your own consulting
firm, Schoell & Madson, Inc. I have enclosed copies of the
correspondence from Spring Park to the City of Orono for your review.
2. As I already noted to you over the phone, Ceil Strauss of the DNR has
been asked to comment on your proposed duplex use of this site. Her
preliminary comments were that she did not feel that the DNR would
have any interest or require a permit for the proposed improvements.
She will submit a letter for the official files of the City within the
next two weeks.
3. The Planning Commission asked staff to seek an opinion of the City
Attorney concerning the desire of certain members to deny the current
conditional use permit in light of the fact that a previous
conditional use permit for duplex use had been approved by the City in
1979. A letter to the City Attorney has been enclosed for your
information.
