Oberhauser 2425 Dunwoady Avenue Wayzata, MN 55391 Re: 3865 Shoreline Drive, 3875 Shoreline Drive, 3877 Shoreline Drive, 2405 Dunwoody Avenue - Hazardous Buildings Dear Mr. Oberhauser: � On January 28, 1988, we met and discussed the above subject properties and how corrections could be made. These items are as follows: 3875 Shoreline Drive l. Certified engineer and contractor must inspect roof and verify in writing structural stability and repairs to be made. 2. Certified engineer must inspect and verify in writing corrections to foundation. 3. Inspection of interior was not conducted, therefore, arrangements must be made with the building department. 4. Certified engineer must verify structural integrity of entire structure. 5. Remove chimney. An itemize list of corrections and when they will be comp leted must be submitted within 30 days. 2405 Dunwoody Avenue 1. Engineer and contractor must inspect roof structure and verify structural stability and submit letter of drawings of the work to be done. 2. Certified engineer must verify structural stability of foundation in writing. 3. Certified engineer and contractor to inspect entire building for structural stability and provide an itemized list of repairs and dates of completion. Inspection of interior of structure not completed by building department. Arrange access for inspection. 5. Remove chimney. An itemized list of corrections and when they will be comp leted must be submitted to the City within 30 days. 3865 Shoreline Drive 1. Provide 100 amp electrical service. 2. Outlets must be provided in the kitchen and bathroom (ground fault) . 3. Remove wood stove. 4. Provide new heating facilities. 5. Water heater relief valve to crawl space. 6. Side entry - remove and replace. 7. Gas shut off valve must be provided. 8. Repair all ceilings that are damaged. 9 . Replace faucet and trap on bath tub. 10. Replace toilet. 11. Provide front step maximum 8" rise. 12. Repair or replace roof. 13. Paint inside dwelling unit where needed. 14. Provide outlets so that extension cords are not used as permanent wiring. 15. Paint exterior to preserve siding. We spoke about the above without mentioning deadlines on items with exception to the exterior painting. We spoke of a deadline of June lst and July lst, therefore, I will set the deadline for the exterior painting at or before June 15, 1988. All other items you must submit an itemized list with proposed deadline dates. Louis R. Engineer to verify structural stability of entire structure. 2. Basement stairs - provide stair tread. 3. Provide letter stating basement is to be used for mechanical purposes only - not habitable. 4. Raise furnace 4 " above floor on concrete slab to prevent deterioration. 5. Provide 100 amp electrical service. 6. Provide piping on safety release valve to within 18" of f loor. 7. Repair all damaged ceilings and walls. 8. Provide smoke detectors right away. 9. Provide fire egress window in each sleeping area - minimum 20" wide, 24" minimum height, minimum 5.7 s.f. of opening. 10. Remove chimney. 11. Remove and replace roof. 12. Repair all damaged metal siding. 13. Paint all window sills and frames. 14. Remove washer and dryer, place in laundry room. 15. Paint interior as needed. Site 1. Clean up junk and debris. 2. Remove all unlicensed and inoperable cars and trucks. The above list must be itemized with completion dates. will be completed. Submit list with deadline dates within 30 days. I am requesting deadline dates on the above items , please be reasonable as I will review and make changes if to much time is allotted to an item. « ► . �uis R. Oberhauser 2425 Dunwoody Avenue Wayzata, MN 55391 Re: 3877 Shoreline Drive, Orono - Hazardous Building Proceedings - Repair of Buildings Dear Mr. Oberhauser: The City is in receipt of your letter dropped off on October 17, 1988. It appears in your letter that you are questioning whether the City's determination that the roof is not structurally sound, therefore I am requesting from you a certified engineer's report on all roofs of the structures. As you know, in the Hazardous Building Proceedings and in the past I have requested this information from you. At that time, you told me that you would bring the roofs up to code. I am writing this letter to inform you that you have done work without authorization, continued to work after inspector stopped project and therefore, pursuant to Uniform Building Code Section 303 (e), Suspension or Revocation, I am supending your building permits for the above subject property until a certified engineer's report on al 1 roofs is received by the City. Failure to get this certification of the roofs will result in the hazardous building action continuing through the legal system. Oberhauser : In January 1988 , the City commenced hazardous build;r.g actior.s against the above referenced properties. At that time, staff inet w:th you to discuss the necessary i�rprovements to bi_ng each st�ucture to a conforming status. Since that time, only c�e residence was noted to have received repair. A re-roofing pernit was issued for the residence at 3877 Shoreline Drive and a deno permit was issued for a garage at 3865 Shoreline Drive. At the time the City commenced the hazardous building actions, you advised staff of personal problems related to your family and asked for additional time. It is now over 2 yea�s since your oricinal notice of the pen�ing City action. The C:ty will once aaGin direct the City Attorney' s office to conti^ue with the hazardous building actions. The enclosed resolutions have been drafted to reflect t�e re-roofing of the structure at 3877 Shoreline Drive and `^e garage demo at 3865 Shoreline Drive. Neveaux : The purpose of this letter is to confirm the telephone � conversaticn we had today regarding the preliminary agr2ement o� August 9, 1990 relating to Mr . Oberhauser ' s various properti�s in Orono. I discussed with you my concern that we had not yet received a final agreement between Mr . Oberhauser and the City. Certain deadlines are approaching that are the subject of the proposed agreement . For example, Mr . Oberhauser is to demolish the building located at 2405 Dunwoody by October l, 1990. Also, by October 1, 1990 , Mr . Oberhauser is to provide separate water service to the property located at 3877 Shoreline. You have agreed to provide me with a copy of the agreement between Mr . Oberhauser and the City by September 27, 1990 . I hope you will call the October 1, 1990 deadlines to Mr . Oberhauser ' s attention; in that I would like to avoid the possibility that, immediately following the execution of the agreement, we have a situation where there is a breach.
