Dear Melanie:
Attached is our Zoning Permit Application for building Phase 2 of the Good Shepherd Peace
Garden. Included are two sets of construction plans, some additional plan sheets, and a copy
of the letter from the Watershed District indicating that no permit from them is needed. This
project involves building a free-standing 5' ta11 wall for plaques memorializing individuals
buried elsewhere, as well as widening a short section of the existing sidewalk adjacent to the
wall.
We are ready to begin construction, and request that you process our permit as quickly as
possible. Please call me when the permit is ready so I can pick it up.
When we met yesterday, we discussed the need for erosion control on this project. You
requested I note this in this letter so you can have the city engineer review the project. Your
feeling was that we may not need formal erosion control because the project area is small
(maximum 830 square feet), the duration of the project short(about 1 week of construction,
with a minimal amount of sod needed to restore the tur�, all the runoffwill remain on the
church property(no other property owners are affected), and as the attached drainage plan
illustrates, the drainage distance to the wetland is about 215 feet(with no direct drainage from
the construction area to the wetland). Given the project's finances, we would like to avoid the
expense of installing erosion control if it isn't absolutely essential.

Melanie,
We just finished meeting with David Owen from Good Shepherd Church regarding phase 2 of their Peace Garden
project. Steve Christopher had previously met with David and it was determined (and David had documentation from
Steve Christopher)that no permit would be needed for this project. David will be using bio-logs for erosion control for
this very small disturbance area (just over 800 square feet)which is over 160 feet from the wetland on a parcel that is
over 4 acres.
We wanted to let you know that MCWD will not require a permit for this project.

the approved plans and specifications,applicable City approvals,and the
State Building Code. This permit is for only the work described and does
not grant permission for additional or related work which requires sepazate
permits. All provisions of laws and ordinances goveming this type of work
shall be compied with whether or not specified herein.This permit will
expire and become null and void if construction authorized is not
commenced within 180 days of the date of issuance,or if construction is

Chris,
On behalf of Good Shepherd Lutheran Church, I am requesting a refund of the $700 escrow fee paid to the city
regarding Zoning Permit#2014-01003. The project was approved by the city inspector on October 23, 2015.
Only after I called the City to check on the status of the refund was I informed that this letter was required to
have the escrow fee returned. I was not informed of this requirement previously, and am dismayed that 6
weeks have passed since the final inspection and approval with no communication about this requirement from
the City of Orono. Please send the refund to the church address as indicated on the permit as soon as
possible.
Please let me know when we can expect the check to arrive.
