Sec.13.04 RIGHTS OF SCTBJECTS OF DATA
Subd. 1. Type of data. The rights of individual on whom the data is stored or to be stored shall be as set forth in this section.
Subd.2. Information reqirired to be given individual. An individual asked to suppiy private or confidential data conceming himself shall
be informed of: (a)the purpose and intended use of the requested data within the collecting�tate agency,poliucal subdivision,or statewide system;
(b)whether he may refuse oY is legally required co supply the requested dara:(c)aay Imown consequence arising fmm his supplying or refusing to suppty
private or confidenaal data;and(d)the idenriry of orher persons or enuties authorized by state or federal law to receive the data. This requirement shall
not apply when an individual is asked to supply invesdgadve data,pursuant to section 13.82,subdivision 5,to a law enforcement o�cer.
The commissioner of revenue mav Dlace the notice required under this subdivision in the individual income tax or propertv taz refund
instcuctions instead of on those forms.
Subd.3. Access to data by individuai. Upon request to a responsible aurhoriry,an individual shall be informed whether he is the subject
of stored data on individuals,and whe[her it is class�ed as public,private or co�dendal. Upon his further request,an individual who is the subject
of stored private or public data on individuals shall be s6own the data without any charge to him and;if he desires,shall be informed of the content
and meaniag of chat data. After an individual has been shown the private data and informed of ia meaning,the data need not be disclosed w him for
six months thereafur unless a dispute or acaon pursuant to this secdon is pending or additional data on the individual has been collected or created.
The responsible authority shall provide copies of the private or public data upon request by the individual subject of the data. The responsible authoriry
may require the requesting person to Qay the actual coses of making,certifying,uid compiling the copies.
The responsible authoriry shall comply immediately,if possible,with any request made pursuant to this subdivision,or within five days of
the date of the request,excluding Satucdays,Sundays and legal holidays,if immediate compliance is not possible. If he cannot comply with the request
within that tune,he shall so inform the individual,and may have an addidonal five days within which to compiy with the request,excluding Saturdays,
Sundays and legal holidays.
Subd.4. Procedure when data is not accurate or complete. An individual may contest the accuracy or completeness of public or private
data concerning himself. To exercise this right,an individual shall nodfy in wricing the responsible authority describing�he nature of the disagreement.
The responsible authoriry shall within 30 days either: (a)correct the data found to be inaccurate or incomplete and attempt to nodfy past recipienu of
inaccurate or incomplete data,including recipients named by the individual;or(b)nodfy the individual that he believes the data to be correct. Data
in dispute shall be disclosed only if the individual's srntemenc of disagreement is included with the disclosed data.
The determinadon of the responsible authoriry may be appealed pursuant to the provisions of the adminisuarive procedure act relatiag to
contested cases.
DATA PRIVACY ADVISORY
In accordance with M.S. 13.04, Subd.2, "Rights of subjects of data", we would like to inform you that your request
for a permit or license from the City of Orono or any of its departments may require you to furnish certain private or
confidential information.
You are notified that:
1. The information you furnish will be used to determine your qualification for the permit or license requested.
2. You may refuse to supply data, but refusal may require that the City deny the permit or license.
3. The information may be shazed with other local, state or federal agencies to the extent necessary to process
the permit or license.
4. If your requested permit or license requires Council action to approve, some information may become
public.
5, You have certain rights under M.S. 13.04 (available upon request) to review private data on yourself.

. _ H. Temporary Signs. There shall be no more than
4 temporary business signs issued per calendar year, and for a
period of not more than 10 days per time or of the duration of the - .
event promoted by the sign message, whichever is less. The sign
(includes banners or balloons), sign supports, or portable stand
shall be removed from public view at the end of the period. Total
area of the sign shall not exceed 32 square feet per surface (64
s.f. total signage allowed for 2 sided portable sign). Advertising
balloons are not subject to area restrictions but must meet all
applicable Federal and State standards. There shall be no more
than one temporary sign in any required yard area and if separate
multiple signs are proposed, the total area of the signs shall not
exceed 32 square feet. Temporary business signs require a building
permit from the City. No such permit shall be issued by the City
if a conditional use permit under Section 10. 61, Subdivision 2
(A) (3 ) has been issued to a residential property. No temporary
sign shall be allowed in residential zones unless permitted as
election or sale signs under this subdivision. Multi-tenant
buildings shal 1 be considered as a single property for purposes of
this paragraph, and the use of the single temporary business sign
by tenants on the property shall be the responsibility of the
property owner or designated manager who shall endorse in writing,
� all applications for sign permits.
The owner or manager of the sign and the owner of the property
shal 1 be equally responsible for the proper location, maintenance,
and removal of the sign. All temporarry signs shal 1 be located on
a property so that they do not impede safety by obstructing vision
of pedestrians or motor vehicle operators.

I. Election Signs. Election signs are permitted on
private property in any district provided such signs are removed
within thirty days following the election as related to the signs.
No election sign shall be permitted in any "R" District sooner than
two months preceding the election relating to the sign.
