The following issues must be resolved before this plan will be approved: • The proposed coffee shop area is too small. The plan submitted is 18 feet long and a little over 10 feet wide. The Caribou Coffee shop at Eden Prairie Center (which I assume is a typical arrangement) is over 26 feet long and befinreen 10 to almost 14 feet wide. When the Eden Prairie location was proposed, it was considered to be too small and additional storage space of approximately ten feet by 12 feet was required (and this storage area currently is completely full). Another example of Caribou Coffee lack of storage space in a unit would be the New Hope Location. At times it is nearly impossible to walk through the backroom of that store, as food and single service items are �tacked onto the floor, blocking passage to storage shelving and the hand sink. Finally, the Caribou units in the Lund's and Byerly's stores have additional approved storage in their back rooms. • Submit a plan that is numbered to coincide with the equipment list and cut sheets. Submit a finish schedule. Submit cut sheets for each piece of foodservice equipment. • This facility needs a place for additional storage for food and single service items. • This facility needs a hand sink. An EqualOpportunity Employer Recyded Paper � • Page 2 Caribou Coffee Orono September 22,2004 • This facility needs a rinse/dump sink (a hand sink is not approved for this purpose). • A washable and cleanable ceiling will be required over the coffee shop. This may be the existing drop ceiling of the grocery if it is smooth and easily cleanable. • A sneeze guard will be required around the facility, in the same fashion as the Eden Prairie unit. • Storage for employee personal items will be required. • A Managers desk and file area will be required for paperwork. Your request for an onsite visit from this office was denied because Pam Foster, Hennepin County Environmentalist, recently inspected Rick's Super Valu in Orono on August 31, 2004. At that time she identified that there was space in the back of the grocery that currently was warehouse space that could be converted and finished as a storage area. Ms. Foster also noted that the employee storage area was at full capacity and could not accommodate additional employee belongings. Ms. Foster also noted that construction, or at least demolition of the former customer service counter had started on this project. Please remember that this facility cannot be constructed without approval from this office. Hopefully, accommodations were made to contain dust and debris while taking out the service counter as not to contaminate other food in this facility. Please cease any further construction until approval is granted from this Department. Equipment 1. Ali food service equipment must meet the applicable standards of construction of the National Sanitation Foundation (NSF). Only NSF, UL-Sanitation or ETL-Sanitation listed equipment is allowed. 2. Provide equipment manufacturers specification sheets for all food service equipment for this unit. 3. Provide the shop drawings for all of the custom fabricated items for this unit. 4. All primary food preparation surfaces (preparation tables and counters) in the food service operation must meet NSF standards, such as stainless steel or solid services like CorianO and Wilsonart0. . • Page 3 Caribou Coffee Orono September 22,2004 5. The interior and exterior of exposed wood areas of the custom fabricated cabinets must be covered with a commercial-grade pressure-applied laminated plastic. Any cutouts into cabinetry must be properly finished with plastic laminate, melamine, or grommet, no caulk or painted finishes. 6. Ensure to provide sufficient refrigeration is to hold all readily perishable food products at 41° F or less. Provide back-up refrigeration in the storage area. 7. All refrigerated preparation tables must meet the April 1998, NSF standard 7 criteria. 8. Will Caribou be using existing hot water? If not provide specifications for an approved water heater that can provide an adequate amount of hot water during peak hot water use periods. If the water heater is powered by gas it must be ANSI approved. If the water heater is electric powered, it must be NSF approved. 9. Please indicate if any of the equipment is used. Any used equipment must meet the NSF standards, be listed, and be in "like nev�'condition. Equipment Installation 10. All equipment, including millwork cabinets, must be mounted on casters, six-inch legs, or sealed to a solid masonry base. Enclosed, unfilled bases are not permitted. Plumbing 11. A licensed plumber shall install all plumbing according to the Minnesota Plumbing Code. In addition, plumbing plans must be submitted to the Minnesota Department of Health for review and approval prior to installation. 12. No hose can be attached to a faucet that is not equipped with a backflow prevention device. 13. Provide an adequate number of floor drains or floor sinks that are easily accessible for cleaning. Provide the locations of floor drains and sinks within the unit. Sinks 14. If water is used as an ingredient a water supply or prep sink will be required. Provide a dump sink to dump coffee etc. Employee hand sinks, utility sinks, or utensil cleaning sinks are not considered acceptable for use as a food preparation sink. . • Page 4 Caribou Coffee Orono September 22,2004 15. Either adequate space (12 inches) or a shield must be provided between the preparation/hand sink and a counter top to preclude contamination by splash. 16. Ensure a sign directing employees to wash hands, hand cleanser, single-use towels, and a fingernail brush is provided at all hand wash sinks located in food service, food preparation, and warewashing areas. 17. Employee hand washing sinks must be conveniently located in all food preparation and utensil washing areas. 18. A three-compartment utensil sink with integral drain boards at both ends must be provided for the proper cleaning and sanitizing of all multi-use equipment and utensils. The size of the compartment must be large enough to accommodate the largest utensil/equipment that is to be cleaned and sanitized. 19. The current mop sink for the grocery will be approved for use in the Caribou unit. 20. Provide shelving over the three bin sink for drying and utensil storage. Storage 21. Adequate approved NSF shelving for the food service operation must be provided to ensure that food products, utensils, or single service articles are stored at least six inches off the floor. Provide storage within the unit as well as an additional room in the back of the grocery store, dedicated solely for Caribou use. 22. Provide an area for storage of employees' personal belongings that is separate form food, clean equipment, and single service supplies. Employee lockers must be wall mounted or on six-inch legs. This could be located in the back storage room. 23. Provide a separate storage area that is not adjacent to or above food or food service items for cleaning chemicals. Installations 24. Seal all annular openings around pipes and other conduits that pass through the walls or floor. 25. All junctures between the wall surFace and the edges of attached equipment must be sealed with approved caulk/sealing compound (e.g. three-compartment sink, hand sink, etc.). • Page 5 Caribou Coffee Orono September 22,2004 26. All floor-mounted equipment must be sealed in place and properly spaced to allow for cleaning, mounted on 6-inch legs, or mounted on casters (and installed with flexible utility connections) to permit removal for cleaning. Provide casters on all equipment that is possible. 27. Will there be an icemaker? If yes, where will it be located? 28. All countertop equipment must be easily moveable, on 4-inch legs, or sealed in place as to be easily cleanable. Room Finishes 29. The walls and ceilings in the food preparation, utensil-washing areas must be smooth, durable, non-absorbent, and easily cleanable such as stainless steel, ceramic tile, or fiberglass reinforced panels (FRP). In areas where paint is permittable, the finish shall be light in color, smooth, durable, and easily cleanable (e.g. high gloss enamel). 30. The floors in the food preparation, food storage, utensil washing and toilet rooms must be of a smooth durable material with an integral coved base at the wall/floor junctures. Approve flooring surfaces include ceramic tile, quarry tile, and terrazzo. Tile shall be installed with an epoxy or other water-resistant grout. 31. Provide a transition strip befinreen different floor coverings (example: quarry tile to carpet). 32. If textured tile is used it may only be installed in the walkways only, not under equipment, cabinetry or sinks, etc. 33. Provide durable, washable ceiling panels, such as vinyl-clad panels. Food Protection 34. Food on display must be protected from potential contamination from coughs, sneezes, and improper handling through the installation of properly constructed and installed food shields, the use of packaged food items or other effective means of protection. 35. Suitable utensils (e.g. tongs, ladles, spatulas, scoops, single service papers, etc.) must be provided to avoid unnecessary manual handling dispensed food items. Between uses of food dispensing, utensils must be stored in an appropriate manner. i • Page 6 Caribou Coffee Orono September 22,2004 Lighting 36. Install a sufficient number of light fixtures in the food preparation and ware washing areas to provide a minimum of 70-foot candles of light at 30 inches off the floor. Provide at least 20-foot candles of light in storage rooms. 37. Lights over exposed food storage,food preparation, food display facilities, and utensil cleaning and storage areas must be shielded or shatter-resistant. Minnesota Clean Indoor Air Act(MCIAA) A sign must be posted at all public entrances to the facility that states "no smoking." Miscellaneous Obtain all necessary City of Orono Building and Fire permits. Thank you for your consideration and cooperation in addressing the items outlined in this letter. These plans are now approved. Although this plan has been approved, the following items listed below need to be addressed prior to the start of construction: • The storage issue has been resolved however; the area proposed for the cabinetry is close to the garbage area, and not in a clean area of the warehouse. This area must be thoroughly cleaned prior to food being stored here. • All food and single service item storage areas for open cased products must have doors to enclose, and protect. Interior of these areas must have FRP or pressure applied laminate. • The floor in the kiosk must be ceramic iile, quarry tile or other approved surface with a base cove of the same material. • Kick plates if used must be completely removable without the use of tools. • I assume that lighting from the grocery will be filtering into the kiosk. Box 11070, Minneapolis,Minnesota 55412 Plans Dated: Date Received: August 26, 2004 Date Reviewed: October 7, 2004 SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the Minnesota Plumbing Code, as amended,apply, and does not cover the water supply or sewerage system to which this plumbing system is connected. The review is based upon the supposition that the data on which the design is based are conect, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upon satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should be retained at the project location for future reference. A set of the identified plans and specifications is being returned to Buchman Plumbing Company, Inc. Enclosed is a copy of the report and transmittal letter to be forwarded to the project owner. INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota Department of Health when an installation for a state contract job, licensed facility, or project in an area where there is no local administrative authority is ready for an inspection and test. To schedule inspections,contact the state plumbing standards representative for your region, or call the metro office inspection hotline at 1-800-926- 6216 (7:30 a.m. to 9 a.m.), or 651/215-0836 (8 a.m. to 9 a.m.)on Monday,Wednesday or Friday. REQUIREMENT(S): 1. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0320). 2. The plans indicate that this submittal consists of the above ground portion of the plumbing installation only. � The below ground portion of this project was reviewed by our office under Plan No. 050479, which was submitted by a different plumbing contractor. Prior to installation of the above ground portion of the plumbing system, it must be verified that the underground was installed in accordance with the previously reviewed plans and the requirements of the Report on Plans for Plan No. 050479 (see enclosure). 3. Verify that a floor drain without a backwater valve is installed on the individual drain branch serving the three-compartment sink. � x Caribou Coffee Store No. 01-0153 Plumbing Plan No. 050837 Page 2 October 7, 2004 4. A single 2-inch trap and waste may serve the three-compartment sink if the trap is located not more than 30 inches from each compartment outlet(see Minnesota Rules,part 4715.0900). Locating the trap beneath the center compartment will meet this requirement in most instances. 5. The vents for each fixture must be taken off above the centerline of the pipe and must rise within 45 degrees from the vertical,to a point at least 6 inches above the flood level rim of the fixture being served,before offsetting horizontally. If structural conditions preclude the installation of a conventional vent system, the fixtures must be island vented in accordance with Minnesota Rules,part 4715.2655. 6. The drain receiving the dipperwell wastewater must be individually vented in accordance with Minnesota Rules,part 4715.2620, subpart 4. 7. Water supply connections to fixtures or equipment which have submerged inlets,or inlets below the spill line of the fixture or equipment,must be provided with an air gap arrangement,approved bacl�low preventer or bacl�low preventer assembly as specified in Minnesota Rules,part 4715.2000 and part 4715.2010. This shall include the water supply lines to the coffee machi�es. 8. The submitted plans indicate that the new fixtures will be served by existing water distribution piping. Verify that the existing pipes are sized to accommodate the added fixtures(see Minnesota Rules, part 4715.3800). 9. Information on the pipe materials to be used for the plumbing system was not included with the subnutted plans. Verify that the pipe materials to be used for the plumbing system will comply with the following: a. Materials used for water distribution piping must comply with Minnesota Rules,part 4715.0520. b. Materials used for drain,waste,and vent systems must comply with Minnesota.Rules,part 4715.0570 through part 4715.0600. 10. The water piping system shall be disinfected in accordance with Minnesota Rules,part 4715.2250. 11. The plumbing system shall be tested in accordance with Minnesota Rules,part 4715.2820. 12. The plans and specifications were prepared by a licensed master plumber. The plumber who has prepared the plans is the only one that can use the plans for construction. If another plumber is contracted to install the plumbing,they must submit their own plans and specifications for the project. 13. This plan review is for the plumbing systems only and does not pertain to the licensing requirements for the facility. The licensing authority will report separately on any licensing requirements which must be met. Additional plans,information and fee may be required by the licensing authority for their review. Please note that changes to the plumbing system may be required as a result of their review. Revised plumbing plans must be submitted showing any significant changes to the plumbing system. NOTE(S): 1. The scope of this project consists of the installation of the above ground portion of the plumbing system.for a new coffee shop to be located in an existing convenience store. The above stores except#122 may add yogurt to the menu, additional deliveries per week will be necessary. The following stores MAY become approved at a later date for the carbonator and chiller addition, once the observed issues are addressed: � • Page 2 April 3,2012 ' #118: Appeared to have a smaller corner than most stores. The cooling tower sticks out to where spiils could affect the fan inside the unit The chiller is aiso covering the drain. The CO2 tank will be in the walkway, making it difficult for employees to reach toppings. The dispensing gun will need to be moved, several employees bumped into it while inspector was present Carbonator is sitting on the floor. Backflow was placed in line at the chiller rather than at the carbonator. #1111: Store is unable to manage current storage needs. Observed towels on the floor and hand sink blocked. Dispensing gun was in the walkway but garbage can was placed under it Dairy based drink mix improperly being cooled in three bin sink while dishes were being washed. #150: Unit was not installed upon inspection. If the unit is to be installed in this location, the current shelf will have to be replaced. The laminate shelving is peeling and there does not appear to be space for the chiller or carbonator. Removable kick plates will have to be installed on the outside of the counter for cleaning purposes. This store is unable to manage current storage needs. Hand sink was blocked with personal items and towels were found on the floor. #147: Unit was installed upon inspection. Chiller was already covered with spills and gun was over a garbage can. Storage was unorganized and storage items found on floor. Hand sink had personal items in it and was blocked. #1213: Unit was not installed upon inspection. Cups found stored on floor, equipment stored under and in hand sink. Existing plumbing is blocking the cleaning and installation of new equipment CO2 tank will be in the walkway of employees. If the counter was extended around to the customer pick up area, there might be room at this location. Removable kick plates would have to be installed for cleaning � purposes. #1160: Existing plumbing is blocking the cleaning and installation of new equipment Does not appear to have enough physical space for the carbonator or chiller. The locations not mentioned for possible approval are NOT APPROVED. Once equipment is approved for installation, the conditions noted for approved locations must be met(see approval letter). In addition, the following applies to all locations: At least one employee of this establishment must be a Certfied Food Manager. In addition, at all times the foodservice is operating there must be a designated person in charge who can demonstrate knowledge of food safety by having passes an approved exam, such as the "ServSafe"test, or by other means approved by Hennepin County Environmental Health. Based on the recent menu expansions, the license category for Caribou Coffee Establishments has changed so this requirement will be enforced throughout all of the Hennepin County stores. The previous license category was low risk; all Caribou stores will now be considered medium risk. There will be an increase in license fees (from $164 to $307 yearly) and inspection frequency (from every 2 years to every 18 months). ► � • Page 3 April 3,2012 Please submit any changes to the plan and all additional required information as soon as possible.
