I would make the following comments: 1. The Orono On-site Sewage Treatment Systems Design Manual (Resolution #894 ) requires that there be no hazard of flooding at the location where the system will be instal led. 2. The normal Ordinary High Water Mark for Lake Minnetonka is at elevation 929.4. The 100-year f lood plain extends to elevation 931.5. Virtually all of the area proposed for construction of a mound system on the Head property is located in the defined flood plain. 3 , Orono Zoning Code Section 10. 55 , Subdivision 8 prohibits septic systems within the f lood plain, and also prohibits fill, grading, excavating, etc. within the defined flood plain. 4. Further, septic systems are not an approvable conditional use within the "flood fringe district" (i.e. the area between 929.4 and 931.5) per Zoning Code Section 10.55, Subdivision 10. 5 . According to Minnehaha Creek Watershed District records, Lake Minnetonka was at elevation 930.4 as recently as 1986, remaining above elevation 930 for a period of 2 months. And because septic systems are not listed as an allowed use nor a conditional use in the flood plain, it is highly unlikely that the City Council would grant a variance or conditional use permit for this system. Based on the above information, the City cannot issue a permit for a septic system at the proposed location. Given the likelihood that most of the property is within the flood plain except for the hill directly adjacent to the house, it is entirely possible that no treatment system location meeting all code requirements can be found on the property. If that is the case, your only option for upgrading the existing systems would be to insta 1 1 ho lding tanks upon approva 1 of the City Counci 1. These tanks would have to be located where the ground surface exceeds 931. 5' in height, and would certainly have to be protected from the possibility of flotation. The two major limitations to installing such a system are as follows: a) All components of system must be at least 75' from the lakeshore or any wetland areas. b) Vertical separation between the bottom of the drainfield system and the highest known seasonal water table must be at least 3'. 2. As we discussed, the only area on your property that might be suitable for a trench-type drainfield is the portion of hillside just north of the main structure. This area would, however, provide only a minimal area for drainfield, perhaps only two lines at most, each being about 30' long and 2-3 ' wide. Depending on the actual percolation rate, this approximately 150 s.f. bottom area might be expected to handle anywhere from 70-180 gallons per day. I would caution you that this is an estimate only, and we would require that you have the site tested and find an installer to verify that such a system can be physically installed on that steep slope. I think its rather "iffy". 3. Probably a better solution that will provide greater capacity would be a mound-type drainfield that might be possible to develop on f lat ground to the east. Again we would require soil testing and a design that accounts for the high water table concerns. You should be aware, though, that as we have done with the various properties similarly situated on Brackett's Point, the system may not be placed in a f lood plain area, i.e. areas below elevation 931.5' MSL. We would need verification of elevations on the property. Your third alternative is to install a sealed holding tank, which would need to be pumped out on a regular basis. You have noted that you are limited to a small number of pumpout firms who have trucks that can fit under the railroad bridge. Also note that the costs of a holding tank are typically $75-100 per pumpout (1,500 gallons +/-). A typical household of 4 people doing laundry, showers, dishes, and f lushing toilets may be as much as 300 gallons per day. Your usage given the seasonal nature of the structure may be quite a bit less. Estimated Costs (installed) : - Small trench drainfield, sealed 2-compartment septic tank with pump and high water alarm - $2,000-4,000 - Complete mound system with tanks/pump/alarm - $6,000-10,000 - Holding tank, 1,500 gallon - $1,000-2,000 (plus on-going pumpout cost) I would conclude by noting that if you intend to ever convert the main residential structure to year round usage, you would need to provide a full-fledged septic system anyway. My recommendation is that if the soils and water table are found to be suitable, you would be best served in the long term by installing a mound system.
