Dear Mr. & Mrs. Head;
I have enclosed a copy of a feasibility study completed by Bonestroo Engineers regarding sanitary
sewer service for your property on Lake Minnetonka. The most cost-effective option is to directional
bore a sewer line underneath the Arcola Channel over to Minnetonka Beach. This option is
acceptable to the City of Minnetonka Beach.
This project would require a grinder pump station, which would be installed as part of the project.
The property owner would be responsible for the operation of this pump station, and would also be
responsible for the sewer service line across the property to the Lake. The City would own and be
responsible for the sewer line under the channel and across the Railroad and Hennepin County
properties.
The estimated cost for this project is $54,000. This will be a fully assessed project. The assessment
period would be for fifteen years. Based on recent projects the estimated interest rate would
approximately 6.5%.

Re: Head Property Sanitary Sewer

Dear Greg:
As directed by City staff, we have reviewed the existing conditions and the possible sanitary sewer
service to the Head property in Orono. The property is located on Crystal Bay, north of Minnetonka
Beach and west of C.R. 15 (Shoreline Drive) neaz the Arcola bridge as shown on Figure 1. Most of the
property is relatively flat, elevated just one to two feet above the NWL(929.6) of the lake. The existing
residence is located near the high point of the property at an elevation approximately eleven feet above
the lake's NWL. An on-site septic system provides sewer service to the property. The system is currently
nonconforming and no alternate septic sites exist on the property.
:t :s propos�d that sPwer improvements to the Head property include the installation of a residential
gr�ne�r�tation and forcemain as shown on Figure 2. As part of the project,a 4-inch HDPE pipe would be
directionally bored southerly under the lake to an existing gravity manhole at the intersection of Shoreline
Drive and Beach Lane in Minnetonka Beach. The 4-inch pipe would serve as a conduit for a 2-inch
forcemain that would cazry flows from the Head property to the existing manhole. The conduit would
provide a mazgin of safety against forcemain leaks and allow for future forcemain maintenance without
re-boring the line. Beach Lane will be excavated around the existing manhole to make the forcemain
connection. The street would be restored to its original grade and section. Disturbed lawns would be
regraded and restored with sod.
The �roje�t will require the approval of the Minnesota Department of Natural Resources (NIN DNR).
Pernuts wili be required from Hennepin County,Minnesota Pollution Control Agency and the MN DNR.

Dear Mr. & Mrs. Head;
The Orono City Council has scheduled a public hearing at 7:00 p.m. Monday September 28th
at the Orono City Council Chambers to receive public comments on the assessment project
to provide sanitary sewer service to your property at 2090 Shoreline Drive.
This property would be served by directional boring a sewer forcemain under the Arcola Channel
to Minnetonka Beach. You would own and operate the residential grinder station. The estimated
cost for this project is $54,000 and would be a fully assessed project. The annual cost for a 15-
year assessment period at 6.5% will be approximately $5,300.
The property consists of about four acres of land with approximately one acre of dry buildable
land. The remainder of the property is below the Lake Minnetonka 100 year flood elevation.
There are two existing houses on the property that are both currendy occupied during the summer
months. Both houses are served by a well and septic system. The septic system is nonconforining
to the 3-foot separation rule. The property does not contain any suitable septic system sites and
would require a holding tank if not served by municipal sewer. There is also a small cabin in the
northeast corner of the properry that does currently does not have sewer or water available.
The two houses and the cabin are nonconforming to the current zoning regulations. One of the
houses and the cabin are located within the flood zone. Current regulations require a minimum
of two acres dry buildable land that is above the 931.5 flood elevation, and exclusive of wetlands,
for a principal residence. Additional acreage is required for a guest house. The current
regulations also do not allow for any structures or hardcover within 75 feet of the Lake
Minnetonka shoreline. According to the current zoning code, additions to the existing

nonconforming structures, or removal and replacement of the existing structures would not be
allowed.
Because the existing lot and structures predate the cunent zoning code, consideration to a limited
amount of construction could be given through the variance process in the zoning regulations. The
City's position is that if any of the structures are removed they cannot be replaced. In the event
that all three structures are removed, one new house similar in size to the lazger house on the lot �
could be constructed with the appropriate variances obtained.
The City will allow connection of the two existing houses to the sewer system. In the event that
both existing houses are removed, the connection of one new house to the sewer will be allowed
subject to the appropriate zoning variances being obtained for the new house.
Recognizing the zoning limitations, and that the existing lot is severely restricted for septic
systems, and that the provision of sewer will eliminate the septic system restrictions; the City is
requesting that the property owners sign a City Council Resolution stating that only the two
existing houses or one new house will be connected to the sanitary sewer. This resolution will be
recorded with Hennepin County and will be on the chain of title for the property to put future
owners on notice of these conditions.
