RE: PERMIT TO REPLACE BOAT RAMP
Dear poug and Ellen:
The City of Orono has received your request to replace a boat ramp on the property. It is my
understanding the boat ramp scheduled to be replaced would be removed entirely and a new concrete
landing would be constructed. The existing boat ramp is allowed to exist because it is believed to
have been in place prior to the adoption of the Shoreland Ordinance. The Shoreland Ordinance does
not allow structures or hardcover within 75' of Lake Minnetonka. Hardcover is defined as any
material that is impervious to rainfall. To replace the structure the City Council would have to
approve a variance from Code requirements.
I have enclosed a variance application form for you to review. The application deadline is October
20, 1999 to have the item placed on the November 15, 1999 Planning Commission agenda. The
earliest potential date the City Council could take action on this item is December 13, 1999.
For the variance application to be complete a new survey showing structures and site topography

Dear Paul,
Enclosed are the forms and letters that I just sent off to Jim Hafner at the
MCWD. I'd like to do finro projects before the lake turns to ice.
First of all I have a boat ramp that is made of wood. Unfortunately, it
needs rebuilding to be useable. I'd like to replace it in it's exact size and
shape with a concrete, rail road tie - style ramp, similar to the ramps that
are common at public ramps. If there is anything that I can do to avoid
waiting until November for the public hearing, I'd much appreciate it.
According to Jim Hafner, my project sounds like a "fast track" permit
project. I hope the city can see it this way also.
My second project is less urgent. I'd like to remove 10-15 boulders from
the bottom of the lake and place them among my shoreline rip rap. My
enclosed letter details my plans.
Please get in touch with me at the number above as soon as possible. I'd
like to get the ramp project started so that I can use it to pull my boats out

Dear Jim,
Here's the best, detailed drawing that I could lay my hands on. It is from
1956,just before my house was built. I added the "28"' line going out
from the NE corner of the house and the 12' x 25' Ramp lines at the end
of the "28"' line. I hope that these figures are what you need to give me
the ok to start my ramp replacement project.
Once again, I am planning on replacing my current wooden boat ramp
that is 12' x 25' with a concrete rail road tie - style ramp of the exact same

Dear Ceil,
Bill Niccum gave me your name after I calleci him about a project that I
want to do. A previous owner of my house tried to extend the lawn out
into the lake about 100 feet! This was at least 20-30 years ago. The
effort failed, however, a few remnants remain. There is a well-defined
semi circle of large rocks that reaches from each end of my property lines
out to approximately 100 feet from the shore. I'd like Bill to pull those
rocks off the bottom of the lake (4 feet of water) and put them in with my
shoreline rip rap. I estimate that there are 10-15 rocks to be removed.
Currently they are a hazard to boat propellers and to swimmers diving off
my dock. Since these rocks were not placed naturally, I hope we can
expedite the approval process for getting them removed. Here's a picture
of my property and the rock location. Please give me a call when you are
