Dear Project Area;Residents;
The City of Oro�o has scheduled a Neighborhoo Informational Meeting to obtain resident
comments on a p�oposed sanitary sewer project to serve the Webber Hills Neighborhood. A
project area map is included with this notice. This N ighborhood Meeting will be held at 7:00
P.M. Tuesday, May 19th at the Orono City Cou il Chambers.
Introduction
This area was incly�ded in the recent MUSA expansi n for sanitary sewer installation because of
the smaller lot sizas and older septic systems with 1' 'ted replacement sites available. Installation
of new code compliant septic systems will be diffic lt on some of the lots in this neighborhood
and system replacements will result in the loss of erous trees. Approximately 75% of the
existing septic systems in this neighborhood are n -conforming with several systems in near
failing condition. This area is one of ten neighborho s included in the recent MUSA expansion.
Sewer projects ha�re already been completed in four eas with an additional two areas scheduled
for completion thi� summer. We are beginning the lanning process for possible 1999 projects.
At this time, interest rates are low providing for mo e affordable projects.
Project Assessments and Costs
A feasibility study has been completed with an es imated project cost of $961,000 in 1998
dollars. This results in a proposed project assessme of$26,000 per unit payable over a fifteen
year period. Optimns for prepayment of the assess nt are available. Based on several projects
recently completec�, the estimated interest rate is 6.2 %. Based on a 15-year assessment at 6.25%
interest, the annua� assessment payments will be ap oximately $2,700. These project costs and
assessment payments may vary dependent on future construction costs and interest rates.

The property owner is also responsible for payment of a SAC (Sewer Availability Charge) at the
time the permit for connection is issued. The 1999 SAC charge will be $1050 per unit. This
money is collected by the City and then forwarded to the Metropolitan Council Environmental
Services Division. This money is used to pay for the additional capacity built in to the MCES
sewer interceptor pipes for future connections to the sewer system. This is a standard charge per
new sewer unit for the entire MCES system in the metro area.
The sewer service pipes will be stubbed out to the property line. The property owner is then
responsible for hiring a licensed plumber to complete the hook up to the new sewer and to
properly abandon the existing septic system. The estimated cost for this work is approximately
$2,000 to $3,000 depending on the length of service required. The City fee for the connection
pemut is $35.00.
The current quarterly sewer rate for the entire City is a flat fee of$76.85

Receipt of residents comments regarding this proposed project is very important and attendance
